This paper presents a finger pad friction tester for evaluation of tactile displays that modulate surface friction via electrostatic force. Normal force control of this instrument is performed with a balance beam by placing weights on the beam. A finger supporter which is designed for easy finger rest and hold is moved by motorized linear stage. Reciprocating frictional force tests are carried out between a finger pad and an electrostatic tactile display. In this test, the sinusoidal wave is applied to the display by varying frequency. The results obtained with the use of our tester are in agreement with the recent study. Therefore, the developed finger pad friction tester is capable of frictional force tests for evaluation of electrostatic tactile display.

Understanding steel/skin contact phenomena is important for the study of object manipulation in robotics and has been a topic of great interest. In this study, pig skin was taken as a surrogate model for human skin, and its adhesive, friction, and deformation behaviors were measured under various exposure times to air. Indentation, friction, and scratch tests were performed at 25℃ and 45% relative humidity. The influences of adhesion and deformation on the coefficient of friction were characterized; the pig skin was found to be sensitive to the sliding velocity and normal load under the controlled experimental conditions.

In the attempt to assess the present state of international law concerning the protection of the world' s natural environment, our view of what constitutes an environmental problem has to be a broad one, reflecting the development of the subject, encompassing not only pollution but sustainable development and conservation of natural resources and ecosystem. In this paper, following the introduction, some questions concerning the definition of international environmental law, namely, the following questions are considered, including what is International Environmental Law?; What is meant by 'the Environment'?; Environment and Development: What is 'Sustainable Development'?; Developmental Concerns: Is there a 'Common Future' for Developed and Developing States?; Is there a Common Interenational Environmental Law?; Does existing international law protect the environment? In connection with its sources, traditional sources, such as treaties, custom, UN General Assembly Resolutions and Declarations, general principles of international law, judicial decisions, the writings of publicists, and non-traditional sources: 'soft law' are reviewed and we find that a new set of international environmental law is now rapidly developing through traditional sources as well as non-traditional sources of international law concerning the environment.
