철도안전 비상대응체계 개선방안에 관한 연구

과거 몇 번의 철도사고 경험을 통해 정부와 철도운영기관에서는 많은 비용을 투자하여 안전시설을 개선하고 철도안전법을 비롯한 관련 법령의 재개정을 통해 철도안전체계를 향상시켰다. 하지만 이러한 노력에도 불구하고 지속적으로 발생하고 있는 철도사고 및 장애는 비록 과거에 비해 많은 개선이 이루어졌지만 높아진 국민의 철도안전 수준을 만족시키기에는 아직 부족한 측면이 있다. 철도를 운영하는 한 철도 사고 및 장애를 완벽하게 제거할 수 없다면, 승객과 시설의 피해를 최소화하기 위한 노력을 게을리 해서는 안된다. 따라서 본 연구에서는 철도운영기관에서 시행하고 있는 철도 비상대응체계를 점검하여 나타난 문제점과 개선대책을 도출하였다. The government and railway operation organizations have invested a lot of money and efforts because of a few railway accidents. And they improved the railway safety system including railway facilities and revision of related Acts. Despite of these efforts, both railway accidents and disabilities are occurring continuously. People want to strength railway safety, so they are unsatisfied for these efforts. If it’s difficult to prevent the accidents and disabilities, should be made to minimize the damage of passengers and facilities. This study are derived the problems and alternatives of Emergency Response in railway operation organizations through the inspection of railway response system.

철도안전감독관 직무 분석을 통한 철도안전체계 고찰

'11년 KTX 광명역 탈선사고와 역통과 정차 후 퇴행 등 잦은 철도사고가 발생됨에 따라 철도안전문제에 대한 사회적 우려가 높아지게 되었다. 또한 철도경쟁체제 도입과 민간철도운영사의 증가에 따라 안전관리 업무 수요가 지속적으로 확대될 것으로 예상됨에 따라 정부는 철도안전법 전부 개정을 통한 철도안전체계의 근본적인 개혁을 준비 중에 있다. 이러한 철도안전체계 강화의 일환으로 정부는 철도안전감독관 제도를 도입하였다. 본 논문은 해외 철도안전현황의 실태를 통해 철도안전감독관 직무를 분석하고, 국내 항공안전체계와 철도안전체계를 비교하였다. 또한 항공안전감독관과 철도안전감독관 제도를 비교분석하였으며, 철도분야의 특성에 알맞는 철도안전감독 직무 분석을 통해 철도안전체계를 고찰하였다. Railway accidents on railway safety issues pushed the social concerns because KTX train had not only derailed near the Gwang-Myeong station in 2011, But KTX and EMU also moved backward frequently to the missed station from 2011 to 2012. The government forecasts the Railway Safety Inspector demand because of the fact that they will allow KTX competitor and increase private management railway company. Therefore, the government is preparing to upgrade fundamental railway safety system through all revisions of Safety Act of Railway and firstly appointed the Railway Safety Inspector. In this paper, on the status of international railway safety analyze to correlate with Railway Safety Inspector role. Moreover, this study compare domestic railway safety systems and aviation safety system. Furthermore, Railway Safety Inspector's role with aviation safety wupervisor's role are compared. Finally, this study focus on Railway Safety Inspector's duties properly harmonize with the characteristics of the railway in the railway safety system.

[미발표] 철도안전감독 점검리스트를 통한 철도차량 관리체계 분석

정부는 ‘12년 철도안전법 개정을 통해 철도안전체계의 전면개편을 서두르고 있다. 개정의 핵심 요점은 철도 안전관리체계 승인제도 신설, 철도차량 및 철도용품에 대한 형식승인제도 도입, 그리고 철도차량 및 철도용품의 제작자 승인제도 도입의 세 가지로 대별될 수 있다. 이중 철도 안전관리체계 승인제도의 철도안전 상시감독 체계 구축을 위해 정부는 항공분야와 해외 철도선진국 사례분석 등을 통해 철도안전감독관 제도를 도입하고 ‘12년부터 철도운영기관 등을 대상으로 감독활동을 수행하고 있다. 본 논문에서는 철도 안전감독 시 사용하는 점검리스트를 통해 철도차량 관리체계를 고찰하고, 철도차량 관리체계의 하부 구성체계 등을 살펴보고자 한다. In 2012, the government is quickly pushing to revise the overhaul of railway safety system. Key point of Revision is that three categories are included establishment of approval program of railway safety management system, introduction of type approval program of railway vehicle and components and introduction of manufacturer approval program of railway vehicle and components. Since 2012, the government had introduced the railway safety supervisors system into anytime supervising system from the aviation sector and railway analysis of the developed countries. The supervisors carried out to manage railway operating company, railway facilities manager and production inspection agency. In this paper, study of the railway vehicle management system is considered anytime supervising system using enactment of the inspection checklist. Moreover, Sub-system configuration of a railway vehicle management system will be discussed.

경전철시스템의 안전확보를 위한 안전승인(확인)제도 연구

This paper will introduce the safety authorization system for light rail transit(LRT) through investigating safety certification & safety authorization in foreign country and aviation field in Korea. The safety authorization system proposed by the government these day was also investigated. Korea Transportation Safety Authority(KOTSA) have conducted safety validation process on Busan-Gimhae LRT before its revenue service during three months since Jan. of 2011. We describe the overview of these validation activities results and safety certification issued. Learning from this process we propose the standardized safety validation process including checklists which can be applied to common unmanned light rail system. This study will be a basis of railway safety authorization for LRT and will be continually improve its application ability by the future study.

철도종합안전심사제도 발전을 위한 국가 항공안전감독체계 고찰

Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with "Integrated Railroad Safety Audit (IRSA)". Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state"s safety audit system in other fields to improve the efficiency. In ICAO (International Civil Aviation Organization) Safety Management Manual, a state"s safety programme embraces those regulations and directives for the conduct of safe operations from the perspective of aircraft operators and those providing air traffic services(ATS), aerodromes and aircraft maintenance. The safety programme may include provisions for such diverse activities as incident reporting, safety investigations, safety audits and safety promotion. To implement such safety activities in an integrated manner requires a coherent SMS(Safety Management System). In this paper, to improve the efficiency of IRSA, we investigated the ICAO"s the State"s Aviation Safety Audit Systems and ICAO Safety Management Manual. And through the result of investigation, we proposed the improvement concept of IRSA.

철도종합안전심사 효율화 방안 연구

According to Railway Safety Act, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA) and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.
