The safety culture of an organization is the product of individual and group values attitudes perceptions competencies and patterns of behaviour that determine the commitment to and the style and proficiency of an organization's health and safety management. A good safety culture includes effective appropriate safety management systems; strong safety leadership & commitment from management; participation and involvement of the workforce; and organizational learning and continuous improvement. This paper will introduce the safety culture inspection standards and process in Korea Railway. The main purpose is to get a better understanding of safety culture and to develop measuring tool. First of all we developed the composition factor of safety culture and the question set. And we prepared the base of computerization of safety culture measurement by developing of evaluation standards and weighted value.

철도종사자 안전문화수준 조사 및 트랜드 분석

본 논문에서는 철도운영기관 직원을 대상으로 2015년 우리나라 철도운영기관 종사자의 안전문화수준을 조사하였다. 철도안전문화수준은 안전정책 및 안전리더십 등 5개 철도안전지표와 6개 시나리오를 사용하여 설문조사를 하였고 그 결과를 분석하여 2014년, 2013년에 조사한 우리나라 철도안전문화 수준과 비교하였다. 조사결과를 화학공정산업의 안전문화 수준결정기준과 비교하여 보면 조직 내 직원 간 안전을 확보하기 위한 표준운영절차를 수립하고 규정과 절차가 준수되고 있으며, 사내 양벌규정을 확립하여 효과적으로 운영되고 있으나, 경영진의 안전마인드를 고취하고 조직 내 직원의 안전활동을 크게 증진시킬 필요가 있는 레벨 4정도의 수준이라고 할 수 있다. In this paper, we examine the level of safety culture of our country railway operating agency workers in 2015 to target the operator of the railway staff. Railway safety culture level was compared with the safety policy and safety leadership, including five railway safety indicators and using the six scenarios were analyzed survey results in 2014, country-level railway safety culture survey in 2013. Comparing the survey results and the safety culture level criteria for the chemical process industry to establish standard operating procedures to ensure the inter employees within organizations secure and there are the procedures and compliance, but effectively operates to establish an in-house regulations, you can inspire a safety mindset and management that need to greatly improve the safety of activities within the organization employees around level 4 level.

철도 온실가스·에너지 목표관리제에 의한 목표 설정 및 온실가스 배출량 조사

정부는 온실가스 감축 의무가 없는 비의무감축국으로는 처음으로 자발적 감축 권고 최고치인 2020년까지 배출전망치(BAU) 대비 30% 감축안을 발표하고 구체적인 행동방안을 수립하였다. 온실가스 감축목표 달성 및 저탄소 녹색성장을 효과적으로 추진하기 위해 정부에서는 온실가스 다배출 사업장을 대상으로 감축 목표를 부여·관리하는 온실가스·에너지 목표관리제를 도입하였고, 이에 따라 철도부문에서도 목표관리제를 2011년 처음 시행하게 되었다. 본 논문에서는 철도부문 온실가스·에너지 목표관리제 관리기관으로서 교통안전공단에서 수행한 2012년 철도운영기관 관리업체의 목표설정 프로세스 및 목표설정치에 대해 설명하고자 한다. 또한, 국토해양부 지속가능교통물류발전법에 의한 2009년 철도부문 온실가스 배출량을 전수 조사한 결과를 분석하였다. The Korea government has announced that he will reduce the greenhouse gas emissions as 30% in comparison with Business As Usual(BAU) in 2020 and established the concrete action plans. The system of managing the goals of greenhouse gas and energy was first introduced in 2011 by the Korea government. The target of this system is the industries that emit large amounts of greenhouse gases. Therefore, the system of managing the goals of railway greenhouse gas and energy was first carried out in 2011. The Korea Transportation Safety Authority is a railway greenhouse gas and energy management agency. In this paper, we would describe goal-setting process and setting value of the greenhouse gas emissions of the Korea railway companies in 2012. Also we would analyze the investigation results of greenhouse gas emissions of all the Korea railway companies in 2009.

트램 운전자격제도 도입방안 연구

트램은 1900년대 초중반 대중교통으로서 많이 이용되어 왔으나, 이 후 교통체계가 자동차 중심으로 발전됨에 따라, 도시교통난 유발과 도시환경미관을 저해하는 등의 이유로 활용성이 낮아졌다. 최근에는 친환경적 최첨단 트램기술이 개발되어 트램에 대한 수요가 점차 증가하고 있는 상황이다. 이러한 트램 교통시스템이 철도와 도로교통의 두 가지 특성을 갖고 있음에도 불구하고 우리나라에서는 관련 법령에 트램 운전자의 자격에 대해서 규정하고 있지 않다. 트램은 도로 교통과 인접하거나 연계되어 운영되기 때문에 자동차와의 사고발생 가능성이 높으므로, 우리나라에 효과적으로 도입하기 위해서는 운전자의 자격요건을 정립함으로써 사고 시 피해를 최소화하고 신속한 대응이 가능하도록 해야 할 필요가 있다. 본 연구에서는 이를 위하여 해외 트램 운전자격제도를 조사, 검토하였고 이를 통해 철도안전법 및 하위법령 등 관련 법에 대한 보완방안을 고찰하였다. A tram is a rail vehicle which runs on tracks along public urban streets, and also sometimes on separate rights of way. Tram vehicles run more efficiently and overall operating costs are lower. In general, trams provide a higher capacity service than buses. But, Trams can cause speed reduction for other transport modes (buses, cars) when stops in the middle of the road do not have pedestrian refuges, as in such configurations other traffic cannot pass whilst passengers alight or board the tram. In this study we examined the qualifications overseas tram operation. Railway Safety Act, sub-laws and other relevant laws were examined complementary measures.

철도종합안전심사 효율화 방안 연구

According to Railway Safety Act, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA) and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.

국내 철도운영기관 철도안전문화수준 조사

철도선진국에서는 보다 안전한 철도 시스템을 구축하기 위해 SMS(Safety Management System)를 기반으로 철도종사자가 스스로 안전을 지킬 수 있는 직장 내 분위기를 조성하는 철도안전문화를 도입하고 있다. 본 논문에서는 해외 철도선진국 및 타 교통분야에서 적용하고 있는 안전문화체계 사례를 비교, 분석하여 국내 철도환경에 맞게 개발한 철도안전문화 측정기준에 따라 우리나라 철도운영기관의 안전문화 수준을 조사하였다. 안전정책 및 안전리더십 등 5개 철도안전지표와 6개 시나리오를 사용하여 설문 및 면담을 시행하였고 이를 바탕으로 철도운영기관의 철도안전문화 수준을 계량적으로 평가하기 위한 기준 및 가중치 기준을 사용하여 철도안전문화 측정결과를 계량화하여 나타내었다. 우리나라 철도안전문화 측정프로세스 개발 연구

철도선진국에서는 SMS(Safety Management System)을 기반으로 보다 안전한 철도 시스템을 구축하기 위해 철도종사자가 스스로 안전을 지킬 수 있게 직장 내 분위기를 조성하는 철도안전문화를 도입하고 있다. 본 논문에서는 이러한 철도안전문화를 우리나라에 도입하기 위하여 철도분야 안전문화를 측정하고 있는 영국과 안전문화가 발달된 화학산업의 안전문화 측정체계를 분석, 벤치마킹하고, 우리나라 철도환경에 적합한 철도안전문화 구성요소, 설문항목 그리고 측정을 위한 프로세스를 개발하였다. 그리고, 철도운영기관의 종사자를 대상으로 실제 철도안전문화 설문을 진행하여, 개발한 철도안전문화 구성요소 및 설문질의항목을 검증하였으며, 우리나라의 철도안전문화 수준을 비교, 분석하였다. 철도교통관제사 자격증명제도는 철도차량의 운행을 집중제어·통제·감시하는 관제업무 종사자의 전문성을 강화하여 철도사고를 예방하기 위해 국토교통부 장관으로부터 철도교통관제사 자격증명을 받은 사람만 관제업무를 수행할 수 있도록 하는 제도로 2015년 7월 공포된 철도안전법 개정에 따라 2017년 7월 시행예정이다. 본 연구에서는 철도교통관제사 자격증명제도 국내 도입을 위해 현재 국내에서 시행중인 항공교통관제사, 선박교통관제사 및 해외 선진국들의 철도교통관제사 자격제도 관련 내용을 조사하였다. 본 연구를 통해 조사된 내용을 바탕으로 철도교통관제사 자격증명제도의 효율적 추진과 제도시행초기의 시행착오를 최소화하기 위한 방안을 마련하고자 한다. Railway Traffic Controllers Qualification is system perform only the person who received the railway traffic controllers credentials from the Ministry of Land, Transport Minister to prevent railway accidents by enhancing the professionalism of the railway traffic control workers to centralized control and regulation and monitoring the operation of rail vehicles. This qualification system will begin July 2017. This study investigated air traffic controllers, vessel traffic controllers and railway traffic controllers of advanced country for the domestic introduction of railway traffic controller qualification. Based on the investigation this study provided the way for efficient forward and minimize of trial errors of railway traffic controller qualification.

철도종합안전심사제도 개선을 위한 해외 심사제도 분석

Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with "Integrated Railroad Safety Audit (IRSA)" and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system. To study the efficiency of IRSA, we investigated the rail safety audit systems of EU system specially France, England where the big changes have happened for the rail operation concepts and Japan where government entity control the railroad safety. The international standards of Occupational Health & Safety Assessment Series (OHSAS 18001), Quality Management System (ISO 9001) and Guidelines for Quality and/or Environmental Management Systems Auditing (ISO 19011) are investigated.
