일반논문 : 도시발전과 사회적 합의에 대한 인문학적 접근 - 원전건설과 방사성 폐기물 관리를 중심으로

현대문명이 발달하면서 도시가 생겨나고, 도시가 생겨나면서 긍정적 측면과 부정적 측면이 함께 발생하였다. 긍정과 부정의 양극단을 잘 조정하는 것이 바로 합의이고, 이러한 합의가 원만 히 이루어질 때 도시는 안정되게 발전할 수 있다. 이러한 측면 에서 본 연구는 도시발전과 사회적 합의에 대한 인문학적 고찰 을 시도하면서, 원전건설과 방사성 폐기물 관리에 대한 사회적 합의를 연구 대상으로 삼았다. 이를 위해 원전건설과 방사성 폐기물에 대한 국내외 상황을 알아보았다. 그리고 이를 둘러싼 갈등 요인과 그에 대한 분석을 시도하였다. 특히, 원자력발전소와 방사성 폐기물 처리장 건설 을 위해 한국사회가 겪었던 갈등의 내용을 사항별로 살펴보고 이를 통해 향후 사회적 합의를 위해 필요한 지식을 얻고자 하 였다. 마지막으로 사회적 합의에 대한 인문학적 성찰을 시도해 보 았다. 우리 사회에 존재하는 많은 문제는 과학기술, 자원, 경제 력 등이 부족해서 발생하는 것이 아니다. 풀려는 마음이 모아지 지 않았기 때문이다. 결국 많은 문제점과 구체적 대안들은 “사 람”에게 달려 있다. 이러한 맥락에서 본고에서는 사회적 갈등과 합의에 있어 가장 큰 문제점은 이성적 접근의 결여와 정책적 미흡으로 보았고, 가장 필요한 것은 믿음과 공감으로 보았다. 그러면서 “사람”과 “사람이 만든 조직”을 중심으로 하는 여섯 가 지 실천 방안을 제시하였다. 이러한 것이 향후 정책을 수립하는 데에 조금이나마 도움이 되길 희망한다. The modern civilization development which created lots of cities came to arise both aspects of the negatives and the positives. What the consensus is to mediate both the extremes, and satisfactory conclusion of consensus could bring the city developed stably. In this respect, while attempting to study the humanistic reflexivity for urban development and social consensus, this paper took social consensus on the construction of nuclear power plants and radioactive waste management as subjects for this inquiry. To achieve this, this study check on domestic and foreign situations about the construction of nuclear power plants and radioactive waste management and have attempted an analysis on conflicting factors surrounding this. Especially, by examining conflicts Korea has suffered from controversy over the establishment of a radioactive waste disposal facility case by case, this study try to get the knowledge needed for afterwards consensus. Finally, this approach experimented the humanistic reflexivity for social consensus. Many problems that exists in our society are not caused by lack of such technology, resources, economic power but by lack of gathering of the will to resolve problems. After all both problems and concrete alternatives are up to “people”. In this context, this paper saw lack of a rational approach and poor policy as most important problem and what the most necessary are trust and empathy. Then, this paper proposed six kinds of action plans centered “man” and “man-made organization”. This paper is also aimed to help a little bit to establish a next policy.
