ABSTRACTThis paper discusses the Norlth Korean ruling ideology. Recently, rethinking Marxism anddogmatic socialist doctrines ort social development had top priority in socialist countriesthroughout the world. Actiorls of reform swept :Almost every socialist country, andeverywhere they attacked ideology. But there are still stronghold:: of socialist ideology in the world, among which North Korea claims to be the leading member. In tllat country the rethinking of Marxism and socialismwas already on the agenda in tile years just after the formation of she socialist republic. Andsince then a special kind of socialist ideology has had the upper hand in relation to economicsand politics. This alleged socialist ideology, called JUCAE, expresses fille dreams of all mankind. The descriptions, definitions arld explanations of JucAr are uncountable as it is one of themain subjects of North Korean propaganda. In North Korea they say that JucAe Is the guidingIdea of the people's activitles and for the country's development. By this, the North Korean system is not free from external critical interference. In all thesocialsl countries, economical and political problems are piling up these years. Those arelikely to be even more serious In North Korea, because by imbueing the People with Juche tomake the country self-reliant, the leadership makes the same people extremely dependent ona monolithic idea. And while this idea is said to be omnipotent, every competing idea isabolished. Isolation and monopolizatiorl of ideas pearls stagnation, and stagnation is morelikely the point of departure for a new revolution (like Gorbacheu's Perestroika) than for theascending to the higher stage oil "the la dder of developnlent" ; to the communist society. If this Is the picture of the present. problems in North Korea, it seems that Juche hasoutlayed its role. From a political stratrgy of survival, it has turned to a ideological substitutefor development. And while people do ilot live by Ideology alone, at least not in the long run,changes will come, even in Nort.h Korea.
