한국-중유럽 3국 과학기술 국제협력 전략 연구: ICT, 에너지, 소재 분야 정부출연연구기관을 중심으로

중유럽 3개국(폴란드, 체코, 헝가리)은 한국의 대(對) 유럽 수출과 투자에 핵심적인 대상으로 2015년 정상회의급 교류를 기점으로 하여 현재 ICT, 에너지, 소재 분야에서 협력 논의를 활발하게 진행하고 있다. 본 연구는 한국의 정부출연연구기관(출연(연))을 중심으로 중유럽 3개 국과의 과학기술 국제협력을 위한 정책적 제언을 제시하는 것이 목적이다. 이를 위해 ICT, 에너지, 소재 분야를 대표하는 국내 출연(연) 담당자들과의 심층 인터뷰 및 설문조사를 통해 국제협력 환경요인을 도출해 내고 과학기술 국제협력 전략을 분석하였다. 분석한 결과를 토대로 출연(연)이 중유럽 3개국과의 국제협력 전략으로 기술 추구형, 참여형, 조정형, 자원의존형을 채택하고 있음을 밝혀내었다. 본 연구는 ICT, 에너지, 소재 분야에서 잠재력이 큰 중유럽 국가들과 한국 출연(연)의 국제협력 환경 조력요인 및 제약요인을 파악하고 과학기술 분야 국제협력 전략에 대한 시사점을 제안하였다는 점에서 의의가 있다. This study aimed to derive policy recommendations for international cooperation in science and technology with three Central European countries (Poland, Czech Republic, Hungary), centering on the government-funded research institutes in Korea. To this end, in-depth interviews and surveys with government-funded institutes (the institutes) representing ICT, energy, and materials sectors were conducted to derive environmental factors for international cooperation and analyze strategies for international cooperation in science and technology. Based on the results of the analysis, this study found out that the institutes adopted four different types of strategies, the technology-seeking type, participatory type, coordinated type, and resource-dependent type, as an international cooperation strategy with all three Central European countries.

한-EU 과학기술 국제협력 강화방안: Horizon Europe 협력전략을 중심으로

The purpose of this study was to analyze the environment for STI international cooperation with advanced European countries (Germany and France), focusing on Korean government-funded research institutes. This was to prepare policy suggestions and ways to strengthen STI international cooperation between Korea and the EU including Horizon Europe in the future. To do this, the study conducted the following research. First, with a focus on Horizon 2020 (2014-2020), we analyzed the activities of two representative European countries (Germany and France), and two representative European emerging economies (Poland and Czech Republic). Second, the research investigated the current status of government-level STI international cooperation with Europe. This part contained the analysis of the utilization status of institutions in Europe related to STI international cooperation. Third, we conducted the analysis on the current status of STI international cooperation with Europe, centering on government-funded research institutes. Based on the data of National Science and Technology Information Service (2015-2019) and STI international cooperation project data with Germany and France obtained directly from four government-funded research institutes, the government research funding scale, partners, and areas of cooperation were investigated, and the connection between the areas of cooperation and national strategic technology was analyzed. Fourth, for a more in-depth analysis, a survey was conducted on researchers experienced STI international cooperation with Europe to find out the demand and future prospects. Fifth, based on the above investigation and analysis, we attempted to examine the domestic environment for STI international cooperation with Europe and propose a plan for strengthening STI international cooperation with advanced European countries in the future. In order to improve the institutional aspects of STI international cooperation with Europe, it was suggested that 1) to activate high-level dialogue channels with Europe, and 2) to prepare follow-up measures for top-down STI international cooperation. To strengthen the top-down and bottom-up hybrid system for STI international cooperation with Europe, we suggested that 1) discovering the demand for cooperation with government-funded research institutes, 2) preparing ways to protect intellectual property rights in STI international cooperation, 3) developing Korea-EU joint research projects, and 4) exchanging outstanding researchers from Korea and EU. Finally, to implement the strategy for STI international cooperation with Europe, the study proposed that 1) establishment of a road-map for STI international cooperation with Europe, 2) in-depth review of the participation in Horizon Europe as an associated member, and 3) strategic use of overseas STI hubs in Europe.
