To determine optimal sowing date of Job`s Tears in southern-Region of Korea, Job`s Tears cv. Local cultivars Ewon and Heuksuk were grown under the three different sowing dates. As sowing date was delayed, the heading and maturing date were delayed also and yield components such as plant height, stem diameter, number of stems, weight of 100 grains and that of 1ℓ, etc. were the highest at the sowing date of Apr. 15. Yield of stem and seed were the heaviest in Apr. 15 seeding and they were light in the early or late sowing, Judging from the results reported above, optimum seeding date of Job`s Tears seemed to be Apr. 15.

To Study the relationships between rapeseed yield and meteorogical elements, the investigation into the important agronomic characters of Yudal cultivar and climate factors such as precipitation, and temperature from 1975 to 1984 was made. Yearly variation of C. V.(%) were highly significant for yield and the important agronomic character. Correlation coefficients between precipitation of May and Yield or agronomic character were significantly positive. Regression equations between the precipitation of Mayor minimum temperature of February and yield were Y=210.914+1.719X and Y=245.560-1.720X, respectively. Low temperature of February affected rapeseed yield reduction significantly.

This study is to suggest some developmental policies by analyzing the activities of rescue and first aid party in Kwangju and Chonnam regions for two years from Jan. 1, 1994 to the end of December, 1995. First, the members of rescue party and rescue car should be increased in proportion to the population and working hours over 80 hours a week should be reduced to 50 hours for the effective rescue activities. Second, when the geographical characteristics of Chonnam with a lot of islands are considered, the establishment of the water rescue party in large coast cities is urgent and the security of rescue boart should be examined. Third, considering geographical conditions, since Chonnam region has the broad and wide district of jurisdiction including a lot of islands and mountains, the operation of helicopter is needed for reducing time required for rescue. Fourth, although it is important to secure the number of rescue members, publicity of safety consciousness of citizens should be strengthened and policy to reduce the number of those who need the rescue party should be sought. Fifth, in the case of Kwangju, there are elevator accidents and the cases of locked in elevator or apartment houses and in Chonnam there are many people requiring rescue by traffic accidents. So it is considered that such accidents are habitual due to insensibility to safety and inspiration of citizen's safety consciousness is urgently needed. Sixth, the age group which asked for the most frequent rescue is between twenties and forties and it is presumed that it is due to side effects by social activities and especially, on request for rescue of children under 10, change of behaviors for the safety of parents and children themselves should be preceded and the effects of safety accident prevention should be sought through infantile and social education. Seventh, rescue within 10 min. related to resuscitaton rate is about 43%, but time required for rescue is gradually lengthened due to delay of report and traffic jam. It is considered that rapid report and driver's rapid help are required to reduce time required for rescue.

This study is to suggest some developmental policies by analyzing the activities of first aid party in Kwanagju and Chonnam regions for two years from Jan. 1, 1994 to the end of December. 1995. First, the residents in Kwangju and Chonnam regions have the sufficient benefits of emergency medical center, but it will be desirable that general hospital should be established and managed in Kohung peninsula which forms the wide island area far away from big cities. Second, the classification of the degree of severe case in the field by rescue members should be strengthened as the means which can reduce the number of patients transferred to the emergency room and the legal method which rescue members can select the medical agency. Third, children less than 10 are most frequent emergent patients and it is due to parent's indifference and children's insensibility to safety. So the safety education in the course of infant and elementary education should be strengthened and the method which can keep the self safety through the legal system. Fourth, to increase the rate of emergency measure by rescue members, the reasons of fail of emergency treatment are suggested, the treatment results of each rescue member are analyzed every year and it is desirable that the system which can evaluate the personal ability should be introduced. Fifth, the medical accidents occurred in the case of medical act by rescue members must take the legal responsibility, but such a problem can be solved with the compensation of insurance system by government. Sixth, to reduce the time required for transfer, traveling service system for the fixed period in beach should be complemented and extended more and service system at ordinary times should be examined at mountains, the area of traffic jams and large special industrial park. Seventh, since service system with one team of two members of 119 rescue party in expressway cannot be mobilized when multiple accidents occur at the same time, it is considered that service system of two teams of four members should be extended. Eighth, first-aid service in expressway is conducted with rescue and emergency treatment by the rescue party at the same time, but the professional rescue lacks and it may result in the injury of patients. Therefore the creation of rescue party in expressway is the urgent problem.

응급구조 교통사고에 대한 운전자의 보호방안

Exceptive clause of ambulance stated in Road Traffic Laws of ambulance car accidents is not properly applied and emergency staffs who transfer over 85% of emergency cases are to be forced to start out to the emergency field with unstable conditions which they may be punished on the criminal and civil laws. Hereby this study makes the following suggestions to activate the duties of transferring emergency cases by emergency staffs, promote their morale and diminish the victim of emergency staffs due to traffic accidents. 1) It is prescribed that ambulance car drivers should be protected legally by applying the exceptive clauses thoroughly regulated in special case clauses because ambulance cars are used for the purpose of saving the human life. 2) On the traffic accidents occurred during the transfer of emergency cases, the special insurance system is created for treating the ambulance car accidents, not to bind the emergency staff's mistake to traffic law and the victims are compensated by the nation on the basis of insurance system and emergency staffs have the systematic security. 3) On the road over six lanes, emergency lane is set on the center and ambulance car should be used as the exclusive lane. 4) Ambulance car drivers must have the habit of transferring emergency cases rapidly within the range of legal operation.
