        A city is the political, cultural, and economic centre of the region aroud it. A good urban system of a region can promote the development of the whole region. Yulin Prefecture, in the southeast Guangxi Zhuangzu Autonomous Region, is a richly endowed area. The urban system in Yulin Prefecture has been developing naturally for more than 2000 years, but now its some aspects, such as the centural city's scale, the scale structure, the functional division of the cities and towns, etc., are disadvantageous to the economic development of Yulin Prefecture. So the urban system need to be planned in order to promote effectively the regional overall prosperity. It is what this paper studies. The paper is divided into four sections: Ⅰ. Introduction Ⅱ. The Process of the Urban System Development Ⅲ. The Motive Forces of the Urban System Development Ⅳ. Conclusion - The Planning Developmental Direction of the Urban System Development

        This study concerns about the changes and tasks of local administration and regional community during first year (July. '95 - June. '96). Beginning with citigen-elected chief executive era, local government and administrative behaviors changes for better public services system and strengthening the local competition power, globaligation of local administration, enlargement of local autonomy and so on. But, this study explains that the main tasks in an era of local autonomy are the improvement of local autonomy authority and management and resolution of reginal comflict.

      • 광주·전남의 구조대 활동분석 및 발전방안

        This study is to suggest some developmental policies by analyzing the activities of rescue and first aid party in Kwangju and Chonnam regions for two years from Jan. 1, 1994 to the end of December, 1995. First, the members of rescue party and rescue car should be increased in proportion to the population and working hours over 80 hours a week should be reduced to 50 hours for the effective rescue activities. Second, when the geographical characteristics of Chonnam with a lot of islands are considered, the establishment of the water rescue party in large coast cities is urgent and the security of rescue boart should be examined. Third, considering geographical conditions, since Chonnam region has the broad and wide district of jurisdiction including a lot of islands and mountains, the operation of helicopter is needed for reducing time required for rescue. Fourth, although it is important to secure the number of rescue members, publicity of safety consciousness of citizens should be strengthened and policy to reduce the number of those who need the rescue party should be sought. Fifth, in the case of Kwangju, there are elevator accidents and the cases of locked in elevator or apartment houses and in Chonnam there are many people requiring rescue by traffic accidents. So it is considered that such accidents are habitual due to insensibility to safety and inspiration of citizen's safety consciousness is urgently needed. Sixth, the age group which asked for the most frequent rescue is between twenties and forties and it is presumed that it is due to side effects by social activities and especially, on request for rescue of children under 10, change of behaviors for the safety of parents and children themselves should be preceded and the effects of safety accident prevention should be sought through infantile and social education. Seventh, rescue within 10 min. related to resuscitaton rate is about 43%, but time required for rescue is gradually lengthened due to delay of report and traffic jam. It is considered that rapid report and driver's rapid help are required to reduce time required for rescue.

        In hopes of national new reform and development, the first age of popular-elected local self government, starting in 1995, gave way to the second of its kind on July 1, 1998. But the second age of local self government electde by the people, which just sail under the economical crunch with the IMF, meets with a serious and urgent situation. A strategy for reforming local administration are to be called on to lay the foundation of new local management and to enhance the efficiencies of self-governing bodies, in order to cope with these challenges and opportunities facing them and to acquire their comparativeness. A innovational way of managing administration business, to satisfy the efficient functions of making policies and serving each inhabitant, ought to be employed for these customer-oriented local governments to succeed in administrative reform. So it is considered imperative to do"a study on the development plans for administrative information services in the Information Age" for the sake of establishing a customer-oriented electronic local government. Accordingly, this study is intended to set up electronic local self-governing bodies, and explore ways towards development plans for administrative information services, based on a theory of a customer-oriented electronic local government necessary to carry out more pro-customer and productive administration.

      • 광주·전남지역 주민의 응급구조 및 처치에 대한 이해도 평가

        The purpose of this study was to evaluate comprehension for the emergency care and rescue of residents who are lived in the Kwangju-Chonnam area. A new fixed alternative questionnaire for this study was administered to 606 persons whom they are selected by systematic stratified cluster random sampling method. The data were verified by means of the three-way ANOVA using of PC-SAS 6.03. The results from this study were summarized as follows; 1. Because peoples feel a little much interest in emergency care and rescue, For the patient's safe, minimize of an aftereffect, and reinforcement of safety education of the public, the government and the persons concerned about the public health must provide a plan of basic emergency care education. 2. Since emergency medical technicians and paramedics who are called out at the scene are very important persons affecting on the sick & injured life, teachers who are engage in an educational institute of emergency care and rescue must exert all possible efforts to produce emergency medical experts of the higher level. 3. The security of the number of persons & emergency medical facility to propel of effective EMS, therefore, this project must have drawn up a way out annually under the understand and cooperation of concerned administrative organ. 4. At the scene and during transportation, the treatment and care of the victim are very critical, therefore, It is essential prepare the effective EMS, that is, early access to the scene, adequate treatment and care based on situation, the communication system, and the rapid transportation. 5. Advanced emergency medical hospitals and emergency medical specialists must have made preparation for the construction of reasonable medical examination system of the emergency patients.

        On the basis of the variable which have strong urban nature, in national cities, central function-index that had influenced the urban factors were focused on in this study. Through the analysis, the factors featuring the city were examined in order to know the pattern of spatial structure.

      • 쓰레기 종량제이후 光川, 全南 地域 쓰레기 변화량에 관한 연구

        According to the investigation by the Ministry of Environment, during last year the solid waste meter-rate system resulted in the expense decrease if 314.6 billion won and the waste decreased 2.37% in Kwangju and 20% in Chonnam, Proportionally, the recycling rate increased 38.7% in Kwangju and 28% in Chonnam. With the solid waste meter-rate system, a lot of change in the aspect of waste, though not so serious compared with that of other areas, showed up and the using rate of standardized vinyl bag has gone over 99%. They usually say that, among waste from a family, food waste take the largest portion. According to the statistics by the Ministry of Environment, food waste in Kwangju decreased 10% and that in Chonnam decreased 38%. The quantities of waste paper and waste plastic good also decreased. In those industrially complex areas such as Yochon and Kwangyang, industrial waste increased highly compared with that of other areas. The land reclamation rate of last year in Kwangju decreased 18% and that in Chonnam decreased 38% compared with that of 1994 in favor of the solid waste meter-rate system. One of present problems is how to utilize the fully reclamationed land its solution would let us get over the NIMBY phenomenon. And the quantities of food waste should be decreased through the betterment oh food life, the compositing of food waste by the biological decomposition, the loss in quantity by dehydrating in the kitchen and others.
