        R&D 디플레이터 산출방법 개발에 관한 연구

        In accordance with the continued expansion of domestic R&D investment, economic analysis of this enormous R&D investment is inevitably required. However, there is no official price deflator from the nominal R&D expenditures to the real expenditures. In this background, this study is to discuss the calculation method and the process of calculating the R&D deflator. We observed the values between the R&D deflators derived in accordance with the calculation method are compared each other, and the degree of discrepancy between nominal R&D expenditures and real expenditures through calculation of R&D deflator. The significance of this study is to provide a new calculation method for R&D deflator that is used in technological innovation for the establishment of S&T policies or in empirical research for the related R&D. In the future, some limitations such as representative problem of proxy indicators should be supplemented in order to derive a more appropriate deflator.

        R&D기여율 차등적용에 관한 탐색연구

        정부는 각 부처와 기관들이 제출한 국가연구개발사업계획의 타당성을 사전에 검증하고 그 예산 반영 여부를 결정하기 위하여 예비타당성조사를 실시하고 있다. 그러나 사업에 따라 R&D투자에 대한 기여율이 상이함에도 편익추정에 있어서 전 산업의 평균 R&D기여율을 일괄적으로 원용하고 있는 실정이다. 이는 결국 경제적 타당성 분석의 결과를 왜곡시킬 가능성이 높다. 따라서 본 연구에서는 여러 업종들 중 정보통신기술을 대표로 R&D투자가 정보통신기술산업의 성장에 얼마나 기여하는지를 성장회계방법을 통하여 실증적으로 살펴보았으며, 그 결과를 바탕으로 기존 R&D기여율과 비교해봄으로써 사업별 R&D기여율의 차등적용 가능성을 타진해 보았다. 본 연구결과에서 정보통신기술의 R&D기여율은 48.2%인 것으로 나타났으며, 이는 기존 기여율과 큰 차이가 난다고 할 수 있다. 이러한 결과로 보건대, 사업별 특성을 감안한 차등적인 R&D기여율의 도입을 조심스럽게 고려해볼 필요가 있을 것이다. The government has been implementing the preliminary feasibility study to examine previously a plan of the national R&D program submitted by each government ministry or institution and decide whether to reflect its budget. However, although R&D investments obviously have a different contribution depending on the different types of project, the current system applies the average R&D contribution rate to whole industry across the board in order to estimate benefits of the creating value from the R&D activity. This system in turn will cause a distorted result in the economic feasibility analysis. Therefore, this paper conducts an empirical analysis on the ICT R&D contribution for the creating value added, on behalf of all industries, through the growth accounting method and explores an applicability of the differential R&D contribution rate as an alternative by comparing to the existing R&D contribution rate. The result of this paper shows the ICT R&D contribution rate is 48.2%, and we can find out there is a significant difference compared to the existing R&D contribution rate. In light of this, it is necessary to adopt carefully the differentiated R&D contribution rate considering project characteristics.

        연구개발단계별 연구개발투자와 논문 성과 간의 시차효과 분석

        본 연구의 목적은 국가연구개발사업을 대상으로 각 연구단계별 연구개발 지출과 논문 성과 간의 시차구조를 분석하는 것이다. 이에 본 연구는 6T(IT, BT, NT, ST, ET, CT) 기술로 범주화 된 104개 기술의 횡단면 자료와 2007년부터 2014년까지의 시계열로 구성된 패널자료를 분석 자료로서 활용하였으며, 일반적인 시차분포모형을 통해 회귀분석을 실시할 경우 다중공선성이 내포된 분석결과가 도출될 가능성이 크기 때문에 다항시차분포모형을 통해 시차효과를 분석하였다. 그 결과 기초연구의 경우 4년 간 비교적 고른 분포를 보이는 것으로 나타났고, 응용연구와 개발연구의 경우 각각 3년, 2년 간 투자효과가 유효한 것으로 확인되었다. 이러한 결과로 보건대, 국가연구개발사업의 논문 성과를 진단함에 있어 각 연구개발단계별 시차적 특성을 감안한 분석 및 평가가 신중하게 고려될 필요가 있을 것이다. This study aims to empirically estimate distributed lag effects of expenditure by type of R&D on scientific publication in the national R&D program. To analyze the lag structure between them, we used a dataset comprised of panel data from 104 technologies categorized by 6T (IT, BT, NT, ST, ET, CT) from 2007 to 2014, and employed multiple regression analysis based on the polynomial distributed lag model. This is because it is highly likely to emerge multicollinearity, if a distributed lag model without special restrictions is applied to multiple regression analysis. The main results are as follows. In the case of basic research, its lag effects are relatively evenly distributed during four years. On the other hand, the applied research and experimental development have distributed lag effects for three years and two years respectively. Therefore, when it comes to analyzing performance of scientific publication, it is necessary to be performed with characteristics of the time lag by type of R&D.

        연구개발성과의 기술사업화 활성화를 위한 영향요인 분석 연구

        This study performed the empirical analysis on the factors to influence the activation of technology commercialization and derived the policy implications, by expanding the scope of research to take into account the assumption that the technology commercialization. To solve this problem, it was defined that four factors such as technology supplier, technology consumer, market and policy support were affected in the facilitation of technology commercialization, and multiple regression analysis was performed. Among the factors that influence the facilitation of technology commercialization, policy support capabilities, technology consumer capabilities, market absorption capacity showed a statistically significant result, but technology supplier capabilities were not statistically significant.In order to be public R&D outcome is supplied to the market through technology consumer, technology supply that can reflect the market and technology consumer is needed. Because government R&D related plan is changed the setting from supplier oriented to consumer oriented applied and development research innovation, It should create an efficient technology commercialization environment that can reflect the consumer``s needs or reflected consumer``s demands and its continuing political support. In addition, the provision is necessary to strengthen the utilization capabilities for the company``s import technology.

        독수리(Aegypius monachus)의 월동생태 및 부상실태 조사

        Eurasian black vulture (Aegypius monachus) belongs to family Accipitridae and is a raptor preying small birds and mammals. It is a wintering bird residing from the mid of November to the late of March in Korea. Although Eurasian black vulture population wintering at Korea is gradually increased, the efficient rescue and treatment for injured Eurasian black vultures are still problematic, due to lack of basic data. Therefore, in this survey, to obtain basic resources for establishing more efficient rescue system, we surveyed the number of Eurasian black vultures wintering at Gangwon province, wintering ecology and injury state of Eurasian black vulture. Survey area was Togyo reservoir at Cheorwon, Seonan basin at Yangoo and Wolsong reservoir at Chuncheon from November 2004 to March 2005. From 12 rescued Eurasian black vultures, physical examination, total plasma protein(TPP) and packed cell volume(PCV) were measured. To survey injury state of Eurasian black vultures wintering at Gangwon province, we surveyed the cause, morbidity and mortality from 103 Eurasian black vultures, based on medical records from animal rescue teams. The number of eurasian black vultures were gradually increased from November, peaked at Feburary, then steeply decreased at March. Eurasian black vultures showed the most vigorous activity around 1 PM within a day. In physical examination, mean body weight was 9.6±1.22㎏, body length was 1130±45.4㎜. No statistically significant difference in body weight and length between male and female eurasian black vultures was observed. Mean PCV was 40.2±2.7%, while mean TPP was 5.86±0.8㎎/㎗. The most common cause of injury and mortality was intoxication, while that of morbidity was fatigue.
