본 연구는 R&D 투자와 기술무역 변수들 간에 어떠한 인과관계가 있는지를 검토하고, 그 결과에 대한 정책적 함의를 제시함으로써 연구개발 활동의 촉진과 기술무역 활성화 방안을 모색하는데 그 목적이 있다. 이에 정부 R&D 투자, 민간 R&D 투자, 기술도입, 그리고 기술수출로 구성된 다변량 모형을 설정하고, 오차수정모형을 토대로 Granger-인과성 검정을 실시하였다. 분석결과 단기적으로는 총 5개의 인과관계가 성립하는 것으로 나타났고, 장기적으로는 정부 R&D 투자에서 기술수출로의 인과관계를 제외한 11개의 관계에서 인과성이 존재하는 것으로 확인되었다. 아울러 충격반응분석을 통해 시간의 흐름에 따라 각 변수들이 특정변수의 충격에 어떻게 반응하는지도 살펴보았다. 본 연구는 R&D 투자와 기술무역간의 인과관계를 실증적으로 분석함으로써 그 관계를 명확히 하고, 도출된 결과들을 토대로 연구개발 활동 및 기술무역진흥을 위한 시사점을 제시하고 있다는 점에서 그 의의가 있다. The purpose of this study is to examine the causal relationship among R&D spending and variables of technology trade, and to explore promoting R&D activities and revitalizing technology trade. To analyze the causal relationship, we built a multivariate model that consists of government R&D spending, private R&D spending, technical importation and export of techniques, and employed the Granger-causality test based on an error correction model. The results show that there are five Granger-causality relationship among them in the short run, as well as there are eleven Granger-causality relationship among a total of twelve causal relationship, excluding only a unidirectional causality relationship from the government R&D spending to the export of techniques, in the long run. Besides, we attempted the impulse-response analysis on them to observe the reaction of any dynamic system in response to some external change. The significance of this paper is to make sure the causal relationship between R&D investments and the technology trade by analyzing empirically, and to suggest several implications for promoting the R&D activities and revitalizing the technology trade.

연구개발투자에 따른 비용저감 효과 분석: ICT산업을 중심으로

The purpose of this study is to estimate the cost-saving effect of R&D investment in the ICT industry. As is well known, the R&D investment induces both the product innovation and the process innovation, in turn leads the effect of creating profit and cutting cost. However, it appears that studies concerned with the cost-saving effect of R&D investment have been unproductive, while most existing studies concentrate on the topic involved with the creating profit of R&D investment. Therefore, we extend the effect of R&D investment to a framework of the cost-saving focusing on the ICT industry. To empirically analyze the effect, we built a simultaneous three-equation model comprising a translog cost function and two cost share equations, and employed the SUR analysis. As a result, we found out that the cost-saving effect on the total cost is statistically significant. In addition, we examined relationships between the R&D investment and each cost of production elements. The results show that on the one hand, the R&D investment and the intermediate good cost have the substitution relationship. On the other hand, the complementary relationship is observed between the R&D investment and each labor or capital cost. 본 연구는 ICT산업의 연구개발투자에 따른 비용저감 효과를 계측하는데 그 목적이 있다. 일반적으로 연구개발투자는 제품혁신과 공정혁신을 유발하고, 또 이들은 각각 매출증대와 비용저감 효과를 견인하는 것으로 알려져 있다. 그러나 기 수행된 실증연구들을 살펴보면, 그 대부분이 연구개발투자의 매출증대 기여부분에 초점을 두고 있다. 이에 본 연구는 최근 주목받고 있는 ICT산업을 중심으로 연구개발투자의 비용저감 효과를 분석해 보았다. 이를 위해 초월대수 비용함수와 비용점유율 방정식을 설정하였으며, SUR방법을 통해 실증적으로 분석하였다. 그 분석결과, 연구개발투자에 따른 총비용의 감소효과는 유의한 것을 확인할 수 있었다. 추가적으로 연구개발투자와 각 생산요소들 간의 관계를 살펴보았는데, 연구개발투자와 중간투입은 상호 대체관계, 노동 및 자본과는 보완관계인 것으로 나타났다.

공공투자사업 경제성분석의 한계점과 그 대안탐색: 할인인자를 중심으로

공공투자사업에 대한 경제성을 분석하기 위해서는 편익과 비용에 대한 가치할인이 이루어져야 한다. 그러나 현행 할인방식은 그 함수적 특성으로 인해 세대 간 형평성, 미래 불확실성, 행동경제학 관점에서 부합하지 못하는 것으로 확인된다. 이에 본 연구는 선행연구를 통해 현행방식에 대한 문제의식과 기 제시된 대안들을 검토하였으며, 다음으로 통계분석을 기초로 이론적 타당성과 현실에 부합하는 새로운 할인인자를 대안으로서 도출하였다. 아울러 기 수행된 예비타당성조사보고서의 자료들을 토대로, 할인인자의 대체에 따른 경제성 변 화를 실증적으로 비교·분석하였다. 그 결과, 본 연구에서 제안하는 할인인자를 적용할 경우 미래에 편익이 집중된 사업에 한해, 경제성을 다소 개선시키는 것으로 나타났다. Discounting benefits and costs to present value should be performed to evaluate economic feasibility of a public investment project. However, applying the existing discount factor could cause a problem of underestimation of future generation’s benefits due to its characteristic that is exponentially declined over time. Therefore, this paper derives a theoretically and empirically suitable discount factor based on statistical methods rather than the conventional one. Futhermore, on the basis of data from actual pre-feasibility studies across various categories of public investment project, we compared the alternative one to the conventional one. The results show that employing the alternative discount factor leads to a higher benefit-cost ratio only if benefits of public investment project are relatively concentrated in the future.

혁신적인 기술의 등장은 곧바로 우리사회에 도입되고 활용되는 것은 아니다. 기술혁신은 기존의 산업과 일자리 구조를 변화시키므로, 사회변화 과정 중에 필연적으로 기술에 의해 대체될 산업에 종사하는 이익세력들의 저항과 반발이 나타나기 때문이다. 그동안 기술혁신연구 분야에서는 혁신의 특성, 혁신시스템, 혁신전략 등 어떻게 혁신성장을 유도하고 기술혁신의 속도를 낼 것인지에 대한 논의는 많이 있어왔지만, 이러한 창조적 파괴현상에 따른 사회적 저항 또는 수용을 다룬 연구는 다소 부족했다고 할 수 있다. 이에 본 연구에서는 기술혁신에 따른 패러다임 변화에 대응하여 산업별로 그 저항의 정도가 어떠할지 정량적으로 추정하기 위한 방법을 고안하고, 산업별 실제 데이터를 토대로 산출한 결과와 정책적 함의를 제시하고자 한다.
