This study focus on the role of culture in urban regeneration. Cultural Regeneration have been trend in urban development since 1970s in the western society. Despite of it’s success in regeneration, cultural regeneration schemes has a tendency to take more importance in economic goal. With globalization, post-modernism, serial reproduction of cultural regeneration schemes and extinction of sense of place has been prevalent. This problems are came from some aspectss of culture. In recent the notion of creative city, creative class make us reconsider the importance of culture, culture as environment, culture as everyday life.

As a society become diverse and a consumer s tourism needs has changed, the consumer have various opportunities for selecting tourism destination. A city has become one of important tourism destination. Many cities have focused on that bring tourist to the city through out opening festivals, maintaining cultural and tourism site, and improving service for tourists in the cities. The importance of urban tourism has growing over time. This study discover the function and meaning of urban tourism in the city and urban planning system as a way for urban tourism. Urban tourism has diverse and alternative features that has more space in the city than in the past. Urban planning system in Korea lacks planning issue, urban tourism moreover diverse other planning system make more difficult in realizing urban tourism. For the desirable urban planning system in realizing urban tourism must be flexible and integrated. Future study needs to suggest directions, institute systems, designate commercial district of urban tourism, select and foster attractive urban tourism destination through establishing comprehensive development plan systems for stimulating urban tourism. Case studies on urban tourism development must be diversified various ranges of cities for practical benchmarking. By establishing systematic framework for urban tourism can contribute the revitalization of urban tourism projects and business after all.

이 연구는 현재 추진되고 있는 관광레저형 기업도시 시범사업 개발과정에서 나타난 문제점 중 기업도시계획 기준에서 제시하고 있는 토지이용 구분의 문제점을 분석하고 이에 대한 개선방안을 제시하는데 목적을 두었다. 3개의 관광레저형 기업도시의 토지이용계획에서 나타난 토지이용 구분 내역을 분석한 결과, 주된 용도와 직접 사용 용도의 토지이용에서 개별도시의 특성을 살리지 못하는 특정용도 중심의 유사한 토지이용을 관찰할 수 있었다. 이는 기업도시계획기준에서 주된 용도의 토지이용을 토지면적 기준으로 설정함에 따라 관광레저시설 중 비교적 많은 토지 면적을 필요로 하는 골프장 위주의 개발계획이 수립될 수밖에 없는 원인으로 작용하였다. 개별 관광레저형 기업도시의 특징을 살리고 다양화되어가는 관광패러다임을 수용하기에는 현행 기업도시계획기준에 한계가 있음을 알 수 있었다. 이에 대한 개선방안으로 관광레저 허용용도 범위의 유연화, 용도의 협력적ㆍ계층적 설정방안을 제안하였다. The paper examines the characteristics and problems encountered during the implementation process of three tourism-leisure type enterprise cities and proposes improvements for the future. It focuses on land use division ratio and main facilities in tourism-leisure type enterprise city as it appears in the development plan. The planning guidelines in the enterprise city development special law indicate main functions and direct use ratio. The characteristics of three tourism-leisure type enterprise cities in land use plan do not point to a successful development, because the planning guidelines of enterprise cities are too regulated to improve the character of the cities. As the main functions of three model cities as an enterprise city rely mainly on golf resorts, this paper proposes that the land use planning guidelines should be revised to include greater diversity of tourism-leisure functions, land use division and the hierarchical function establishment in tourism-leisure type enterprise cities
