1. Purposes of the Study: It is quite notable that whole educational system needs and pursues a renovation now a days like in other fields, and so is in music. So far, music education has been mainly concentrated upon singing, playing musical instruments and composition, etc. But above all, music education should be an aesthetic experience, based on omni-hum an feeling, emotion and sense, and their expressions. This study is, through music achievement test and musical talent test of the elementary school children, to find out the very ideal direction of music education and also practical methods to improve their musical talents. 2. Problems: Problems are, a) to study whether there are notable and meaning ful differences between girls and boys, in scores of music achievement test and those of music talent test, b) to study whether musical environment has any influences upon scores of music achievement test and those of music talent test, c) to study whether there are some positive correlations between scores of music achievement test and those of music talent test. 3. Methods: a) Sampling subjects: Children in Seoul City 450 boys and girls (4th, 5th, 6th graders) from relatively good musical environment 450 boys and girls (4th, 5th, 6th graders) from relatively poor musical environment b) Analysis of test results: Test materials ⅰ) Standard Music Achievement Test by Kim Hak Soo ⅱ) Seashore's Musical Talent Test by Carl Seashore and others c) Statistical Treatment: Calculate M, 6 and CR according to each score of music achievement test and musical talent test, and r between scores of two tests 4. Findings(Results): a) In music achievement test, the mean (M) of the girls are higher than that of the boys. However, in music talent test, there is no significant difference. b) Children from good musical environment score (M) higher in both music achievement and musical talent tests, than those from poor musical environment. c) The differences in grade bring much difference in musical talent test. Score of the musical talent test imporoves in proportion to the grade. d) Scores of the music achievement and scores of muisical talent tests are correlated, but statistically the degree of correlation is not so significant.

It can be said that music is different from other school subjects in nature. The goal of music education is the excavate and facilitate the innated musicability of children. However, there has been a trend in music education to enticipate its learners to get more knowledge of music than to excavate their natural musicability. This trend is far from developing children's motives, interests, and needs. The over-control and rigidness in music education could be blamed since they curb the flexibility in learning and teaching music. In order words, it is hard to say that music education is a kind of art-education. A curriculum revision in music education, therefore, is required to start newly with an adquate program to meet the above mentioned music education goal.

Education should be a farsighted national enterprise of a nation and the success or failure in it may depend upon the talent of the instructors. Nowadays Korea is in need of a great number of teachers owing to the expansion of education in quantity, and a high leveled technique and specialty is required due to the complexity and variety of education. The objective of this study, on the basis of the talent test of the students of music college, muic education department students and teachers college students, shall be in the detection of a reasonable reform measure putting their view of teaching profession, recognition and reaction together. The results of talent test to 1000 students of these three groups show that music college students are far above the average. (M =237.20, %ile 87) The students of music education department (M =216.02, %ile 50) and teachers college students (M = 193.80, %ile 17) are below the average. Judging from the results above, there remaim something to be desired to foster the ideal teachers, and there must be some points of issue in the fundamental talent of instructors. As for the view of teaching profession, they show on the whole an affirmative response but it would be a hasty conclusion to regard it as an optimistic view of teaching profession. The urgent measures to be taken to foster able music instructors are to reorganize the curriculum and to uplift the educational aim in accordance with their peculiality and specialty.

Enhancing curriculum effectiveness implies that school educability must be observed to meet the intented purpose of the curriculum, so that to bring about the expected results in students` educational attainments eventually. If the educational effects can not be attained as was intented in the curriculum, then the causes could be incurred from the structure and/or the contents of the curriculum itself or from some peocedual variables that must be considered in the course of curriculum implementation. The purpose of the present study was to enhance the effectiveness of the music education curriculum, and therefore, it tried: 1) to observe the bases of learning with reference to the child, society, systems of cultural values as well as area of learning; and 2) to draw some principles effective to better educational instructions and some recommendations far better operation of the curriculum, by way of studying the levels and amounts of learning, time allocation, the use of guide books, diversity of teaching methods, inservice training of the teachers, etc. from various perspectives.
