After the historic opening of the first section of KTX(Korea Train eXpress), it has been made changes three times in a plan to pass through cities of Daejeon, Daegu in the construction of the high speed train"s second section(underground→ ground→ der ground→ ground). Thereafter, it has been repeatedly argued that the plan to pass through underground caused many problems such as prevention of an accident in tunnel, the difficulty of maintainence, the disadvantage of passengers" moving line. Thus construction on ground plan is coming up again with relation to the interest among local people. There have been lots of national budget loss, construction period delay in this project and people hardly trust policies about national project and nor do engineers. It will be presented that the railway line which is accorded with the characteristics of region, an agreement with local communities about national project, the reasonable procedure to determine how to pass through cities, resolve the conflict among neighborhood, and the role of engineers.
철도 전용선의 효율적인 활용방안 : 대구K-2전용선을 중심으로

In the country promoting about railroad recently, an existing single-track railroad is changing to a double track electric railroad for improving transportation and using the rational energy and a double track electric railroad plan of taegu-line is establishing too, so shortening in traffic time and rising of the environment are expected by reduction of power costs and speedup. Daegu-line(pass this area center) was changed to the other place for development and living environment of daegu dong-gu annsim area, It is 16.5㎞ long, But two places of railroad stations (Hi-ang Station, banwall station) are abolished, therefore, Daegu-line users(from Hiang to this region)are not well and discomfort is on the increase. K-2 line(from chung-cheun to K-2base, 9km) is single-track railroad for transportation of goods. it is going to build until the end of this year. number of times for the transportation is around 2 times per a week, so a rate to use a track is extremely low. because the public traffic measures establishment is demanded from environment change of this area. therefor, considering about construction of innovation-city and environment change of around this area. I suggest a double track electric railroad of k-2line
