한반도 평화를 위한 우리 민족의 노력은 분단 이후 현재까지 지속되었다. 그러나 남북한 및 주변국들은 각각의 입장과 이해를 위해 때로는 한반도의 긴장을 이용하는 모습도 보여 온 것이 사실이다. 즉, 평화라는 추상적 목표는 국익이라는 현실의 벽에 막혀 한반도를 갈등의 중심에 놓아 왔다. 한국전쟁 이후 한반도 평화에 대한 수많은 논의가 있었다. 한반도 평화체제는 1990년대에 들어와서야 겨우 추구해야 할 목표의 상황을 포괄적으로 의미하는 관용어로 자리 잡았지만, 개념에 대한 합의가 이루어지지는 못하고 있다. 이 글에서는 현 단계 한반도를 둘러싼 역사적 변화의 출발점에서, 그 동안 북한이 한반도 평화협정에 대해 보인 정책과 그 변화를 살펴봄으로써 그들의 의도를 파악함으로써 향후 한반도평화협정의 본격적 노정에서 어떻게 대응해야 할 지를 대비하고자 한다. 한반도에서 형식적 평화가 아니라 본질적인 평화를 만들어 나가기 위해서는, 북한이 추구하는 변화를 이해하고 타협할 수 있는 공간을 만들어 새로운 체제를 만들어 나가는데 필요한 새로운 논의 구조를 구축하여야 한다. 북미 정상회담의 좌절과 미국의 대선을 앞둔 현시점에서 한국 정부의 창의적인 대북·통일정책의 추진이 필요한 시점이다. Since 2018, there were emerging great changes in Korea toward peace. This means the atmosphere of Korean peninsula was in the mood of not only low possibility of war but also sustainable peace for future. But No Deal of the USDPRK Summit in Hanoi has made the Korean Peninsula fall into the old tension structure that was born at the end of the Korean War. This paper focuses on Korean Peninsula Peace Agreement and North Korea’s policies toward it, and South Korea’s responses. Historically, the strongers take their interests according to their power rather than communications or dialogues among nations. In this respect, Korea is still lesser power than surrounding super powers, therefore it does not seem easy to make a new way of peace through breaking the old armistice system in Korean Peninsula. The United States and China are in hegemonic competition, and Korean Peninsula is trying to seek a new order by denuclearization and inter-Korean reconciliation. Apart from the memory of Korean War, Current situation of South- North Korean relationship does not seem that bad. For South Korea, this is the time to set strategies how to be a pivotal player, manipulating current complex environment positively and anticipatorily to build up the peace system of the Korean Peninsula.

This study was conducted to investigate and interpret the stand structure of Korean Red pine (Pinus densiflora) stands in Kangwon province, so as to provide basics information for effective forest management. The results obtained in this study were as follows : 1. Number of trees distribution for each diameter class have left nonsymrnetrical in Gosung districts, but symmetrical distribution in Pyungchang districts. 2. Height curve for D.B.H. Distribution becames liner shape in Pyungchang districts that more higher than Gosung districts. 3. Stand volume and number of trees per ha in Pyungchang districts are higher than Gosung districts. 4. D.B.H. growth increments during recent 5 years at large D.B.H. class has much lager than low D.B.H. class. 5. Total growth increments of D.B.H., height and volume in Pyungchang districts are or the higher than Gosung districts overtimes 15 years later.
