이 연구는 돌봄서비스 만족도 제고를 위하여 사회적 돌봄서비스의 이용현황과 만족 도에 영향을 미치는 요인을 이용자의 특성, 사업관리 점검요소, 서비스 구성요소 등의 측면에서 분석하였다. 이를 위하여 2011년 2월부터 9월까지 노인돌봄사업, 가사간병지 원사업, 장애인활동보조사업, 산모신생아도우미사업 등 4개 돌봄서비스 이용자를 대상으로 500명을 전국에서 무작위로 추출하여 설문조사를 실시하였다. 조사자료는 분산분석, t테스트, 다중회귀분석 등을 이용하여 분석하였다. 분석결과 이용자의 특성뿐만 아니라, 사업별로 돌봄 단위서비스의 이용비율이 다른 것으로 나타났다. 돌봄서비스 사업 의 전반적 만족도에 영향을 미치는 요인은 사업관리 점검요소 중에서 서비스 수요조사 실시, 서비스시간 준수인 것으로 나타났다. 돌봄 단위서비스 중에서는 취사·세탁 등 가 사지원서비스 만족도와 생활상담 등 정서지원서비스 만족도인 것으로 나타났다. 따라서 이 연구는 돌봄서비스 사업에서 정서지원서비스가 중요하다는 것을 이론적 측면에서뿐 만 아니라, 이를 실증적으로 확인하였다는 점에서 의의가 있다. The purpose of this paper is to analyze determinants of users` satisfaction with Korean social care services. Four social care services, including elderly care and daily activity assistance for the disabled, were used to investigate the levels of utilization and satisfaction of unit services such as physical assistance, emotional support, household service, and nursing care service. The t-Test, analysis of variance, and regression analysis were made by using a survey of 500 random samples. The analysis shows that among management factors the overall satisfaction with social care services is related with service providers` research on users` demand and compliance of service time. The analysis also finds a positive relationship between the overall satisfaction with social care services and the unit-service satisfaction with household support and emotional support. This result demonstrates empirically that the emotional support is important in social care services.

본 연구는 2019년 시범사업으로 시작한 사회서비스원 정책의 제도 도입에 대한 과정을 제도주의 관점에서 분석하였다. 공공부문에서 직접 사회서비스를 제공하고자 하는 이 정책은 문재인 정부에 이르러 서비스 전달체계의 커다란 변화로 등장하였다. 사회서비스원 정책을 둘러싼 이해관계자는 기득권이라 할 수 있는 관련 시설협회와 기관장들의 입장과 피기득권이라 할 수 있는 노동자와 노동조합이 가장 큰 대립관계로 나타났다. 사회환경 측면에서 사회적 돌봄은 시대적 요청이 되었으며 국정과제로 발표되었다. 제도의 형성과정에서 사회환경요인과 이해관계자의 정치적 상호작용은 중요한 변화 요인이다. 제도가 변화함에 있어서 의도한 결과와 의도하지 않은 결과는 동시에 발생하게 되는데, 공공성 향상과 종사자의 처우개선는 의도한 결과이지만 서비스 품질저하와 공공의 비효율은 부정적 결과로 나타날 수 있다. 사회서비스원 정책의 의도한 결과가 나타날 수 있도록 의사결정 거버넌스의 노력이 필요하다. This study analyzed the process of introducing the system of Public Agency for Social Service policy, which began as a pilot project in 2019, from the institutional perspective. This policy of directly providing social services in the public sector came to the Moon Jae-in government and emerged as a major change in the service delivery system. Stakeholders surrounding the Public Agency for Social Service policy showed that the positions of related facility associations and heads of institutions, which were vested rights, and workers and unions, which were vested rights. In terms of social environment, social care has become a request of the times and has been announced as a national task. In the process of institutional formation, social interaction factors and political interaction between stakeholders are important changes. As the system changes, the intended and unintended consequences occur at the same time. Improving publicity and improving the treatment of workers are the intended results, but deterioration in service quality and public inefficiency can be negative. Efforts must be made to make decision governance so that the intended results of the Social Service Center policy can be achieved.
