The social and economic level of damages might be highly increased in the case of wide-area black-outages, because of heavy dependence of electricity. Therefore, the development of a wide-area protection relay intelligence techniques is required to prevent massive power outages and minimize the impact strength at failure. The frequency monitoring and prediction for wide-area protection relaying intelligence has been considered as an important technology. In this paper, a network-based frequency monitoring system developed for wide-area protection relay intelligence is presented. In addition, conventional techniques for frequency estimation are compared, and a method for advanced frequency estimation and measurement to improve the precision is proposed. Finally, an integrated monitoring system called K-FNET(Korea-Frequency Monitoring Network) is implemented based on the GPS and various energy monitoring cases are studied.

Tidal generation has become one of environmentally friendly new and renewable future sources of energy. The Sihwa Tidal Power Plant in South Korea, which was imported from abroad by turnkey type in 2011, connected to the power system in 2012, and is currently under commercial operation. However, leading companies are reluctant to disclose their technologies associated with the control systems and are not cooperative in technology transfers, making it a high priority to develop core technologies in South Korea. In order to develop a start·stop control system for tidal generation, this paper presents the optimal algorithm for decision making and prototype of hardware design. First, control systems in tidal power, such as plant operation control, data interfaces between systems, monitoring and control points of the control system, are analyzed. The software development and PC based emulator processes for optimization algorithm processing are described. Finally, verification of the algorithm implementation, hardware platform for start·stop control device, and implementation of prototype control system were discussed.

이 글의 목적은 자유주의와 복지주의 신념을 다 같이 충족하는 사회보장제도를 설계하는 데 있다. 선택과 시장을 신봉하는 최대자유주의는 재분배를 초래한다는 점에서 사회보장에 소극적이다. 그래서 우선 재분배 없는 사회보장의 가능성을 모색한다. 최대자유주의는 `평등한 자유`를 존중하며 따라서 생산물이 아닌 자연의 가치 즉 지대에 대해서는 모든 국민이 동일한 지분을 가지고 있다는 데 논리적으로 동의할 것이다. 따라서 이 지분을 재원으로 하는 사회보장제도는 재분배가 아니므로 최대자유주의자도 반대할 명분이 없다. 지분을 국민 각자에게 분배하여 기본생활을 보장하는 방법도 있지만, 지분의 크기가 충분하지 않다면 사회보험 형식을 취하면 된다. 또 사회보장제도를 잘 설계하면 사회보장의 확대를 원하는 복지주의자가 원하는 내용의 갖출 수 있다. This paper is to suggest an alternative social security system conforming to libertarianism. We review the two representative libertarians, Milton Friedman and Robert Nozick, with respect to their opinions of social security and redistribution. Then we design an alternative social security system conforming to their principles and belief. Emphasizing value of choice and market, libertarians are generally opposed to the current social security causing redistribution. So the primary task of the paper is to design a social security without redistribution. The equal freedom advocated by the two libertarians logically leads to the equal share of every citizen of value of nature produced by nobody. Hence, a social security funded by the equal share dose not cause redistribution. In case the equal share is not sufficient enough to provide basic living for all, we may establish a social insurance paying the difference between actual income and basic living cost. Such plan does not violate the belief of libertarians and a scrupulous design could also satisfy the advocates of welfare state.
