        시장도매인제 운영현황과 활성화를 위한 개선방안

        The purposes of this study are to analyze what the problems are in operating market-wholesaler system and to suggest improving plans for early settlement and activation at this time when market-wholesalers have done business for over 7 months. In market-wholesaler system, the volume of business and money transacted shows relatively effectiveness compared with an the auction system market in the same market place. However, this is short-term result that needs to be reviewed continuously in the future. In addition, there is a big disparity between the average volume of business and market-wholesaler's optimum volume of business for the last 7 months, and it shows significantly low volume of business that can't reach even the minimum volume of business which is estimated on the basis of the break-even point. Therefore, progressive activation plans for market-wholesaler system need to be considered.

        지방도매시장의 활성화 방안에 관한 연구 : 강서 농산물 도매시장을 중심으로

        Now in the rapid changes of distribution environment, as being suggested the possibility to reduce the role of Agricultural Wholesale Market, to seek the activation plan through improving the effectiveness of Agricultural Wholesale Market is discussed in various aspects. Especially the focus is put on the activation of local wholesale market and new wholesale market that are put into relatively poorer environment than central wholesale market. In this study, by examining the actual situation and potential problems in Seoul Gangseo Wholesale Market that is established to open in the early of 2004 under this situation, I tried to seek improvement strategy to minimize the impact that can be caused when the wholesale market would open in the future. Also by examining improvement plan of negative elements for Gangseo Agricultural Wholesale Market, I suggested the current events to activate other local wholesale market. Especially, I wanted to suggest improvement direction of market-wholesaler system that would control the direction of our agricultural products' circulation by examining the every matters about running the market-wholesaler that would be imported for the first time in Korea.

        서울시 친환경무상급식의 사회적․환경적 효과 분석

        This study aimed to analyze socioeconomic effect of eco-friendly free school food supply system by Seoul, which has been consistently extended since 2011. To do so, effect of eco-friendly free school food supply system on the beneficiaries, Seoul citizens, was analyzed by using ‘labor & income panel’, while that on rural society was analyzed by using the surveys on the eco-friendly agricultural product supply performance by the ‘Eco-friendly Agricultural Products Retail Center’ as well as for students, school parents, nutrition teachers and nutritionists. The results of analysis showed that eco-friendly school food supply system contributes to income redistribution among the Seoul citizens to a certain extent, provides the eco-friendly agricultural product producers in the rural society with the stable market, and positively influences them to secure stable incomes. In addition, eco-friendly free school food reduced the amount of carbon emissions through the use of environmentally friendly agricultural products resulting in environmental improvements and economic benefits. Considering such effects, free school food supply using the eco-friendly agricultural products needs to be consistently maintained in the future without politic change by political ideology and to be extended to middle school level in medium and short-term.

        학교급식의 경제적 파급효과 분석 : 서울특별시 친환경무상급식 사례를 중심으로

        The pro-environmental and free school meal in Seoul has been expanded and implemented in phases since 2011, and large-scale budget is put annually into this policy. However, despite of the continuous budget execution so far, its economic impact has not been evaluated. In this context, this study measured the economic impact of pro-environmental and free school meal in the first year (2014) of this policy using an inter-industry analysis targeting all graders of elementary and middle schools benefited from the free school meal policy. In addition, the economic impact of it on other regions except for Seoul was also investigated utilizing an Interregional Input-Output Table. The analysis results revealed that the inducement effects in terms of production, add value, and employment by the budget execution of 579,230 million won in 2014 were respectively 1,069,704 million won, 453,192 million won, and 24.8 thousand people. In particular, the add value inducement effect (0.782) by a unit input of the budget indicated a higher effect than the average add value inducement effect (0.676) of domestic industries. The economic impact and production inducement effect on other regions other than Seoul was found to be 365,111 million won, and its add value inducement effect was shown to be 105,832 million won. Especially, in the case of wholesale and retail service industry, agriculture, livestock industry, and food manufacturing industry which are closely connected with the food material supply, the economic impact of other regions except for Seoul appeared higher compared to other industries. 2011년부터 단계적으로 확대 시행되어온 서울시 친환경무상급식은 매년 대규모의 예산이 투입되는 정책이다. 그러나 지금까지 지속적인 예산투입에도 불구하고 친환경무상급식의 경제적 파급효과 측정은 이루어지지 않았다. 이에따라 본 연구에서는 서울시의 초등학생과 중학생 전학년을 대상으로 무상급식이 시행된 2014년 친환경무상급식의 경제적 파급효과를 산업연관분석을 이용하여 분석하였다. 또한, 지역간 산업연관표를 활용하여 서울시 친환경무상급식이 서울시를 제외한 타 지역에 미치는 경제적 파급효과도 도출하고자 하였다. 분석결과 2014년 친환경무상급식 예산 579,230백만원 투입에 따른 생산유발효과는 1,069,704백만원, 부가가치유발효과는 453,192백만원, 취업유발효과는 24.8천명, 고용유발효과는 8.8천명 수준으로 나타났다. 특히, 부가가치유발효과의 경우 예산액 1단위 투입시 발생하는 효과가 0.782 수준으로 국내 산업평균 부가가치 유발효과 0.676에 비해 높게 나타났다. 서울시 친환경무상급식 시행이 서울시를 제외한 타 지역에 미친 경제적 파급효과 중 생산유발효과는 365,111백만원으로 나타났으며, 부가가치유발효과는 105,832백만원으로 나타났다. 특히, 식재료 공급과 밀접한 관계가 있는 도·소매서비스업과 농업, 축산업, 식료품 제조업의 경우 서울시를 제외한 지역에서 발생하는 경제적 파급효과가 타 산업에 비해 크게 나타났다.

        직거래장터 운영 성과 분석: ‘바로마켓’ 운영 사례를 중심으로

        Purpose: This study aims to deduce the economic effects of Ba-Ro Market, one of the most well-known direct transaction market of farm produce, by looking into its operability and analysis, and it analyzes the help vulnerable farmers can have by participating in Ba-Ro Market and the level of satisfaction of participating farmers and consumers, enabling the data to be used for future policy development for the vitalization of direct-transaction markets going forward. Research design, data, and methodology: To measure the economic effects of Ba-Ro Market, this paper conducted a comparative analysis between Ba-Ro Market’s selling prices, wholesale prices and retail prices, and analyzed the level of satisfaction of Ba-Ro Market’s participating farmers and consumers. Also, this paper examined a set of criteria for vulnerable farmers and utilized accumulated data and survey results to analyze the help vulnerable farmer scan have. Results: Among the analyzed items, 23 out of 27 farming products, 11 out of 12 livestock products were sold at higher prices at Ba-Ro Market than their wholesale prices and lower than their retail prices. The level of satisfaction of Ba-Ro Market’s participating farmers and consumers turned out to be mostly high and Ba-Ro Market had positive effects in terms of improving performance of small farmers, older farmers and women farmers. Implications: We found that Ba-Ro Market had positive effects on guaranteeing a certain level of income for producers and stabilizing prices through direct transactions. Also, small farmers, in particular, among vulnerable farmers, had higher dependency on Ba-Ro Market, leading to this paper’s conclusion that Ba-Ro Market can have positive effects on vulnerable farmers in terms of providing a stable selling channel and improving their performance.
