현대를 살아가는 청소년들은 이전의 기성세대와는 다른 문화 속에서 삶의 질을 추구하고 있으며, 청소년들의 문제와 서비스 욕구도 다양해지고 복잡해지고 있다. 이 연구에서는 청소년의 문제와 서비스 욕구에 대한 변화를 인식하고 이들의 문제와 욕구를 충족시키는 청소년복지의 접근방법에도 변화가 필요함을 강조하여 최근 사회복지실천에서 부각되고 있는 임파워먼트 및 권익옹호 접근방법을 살펴봄으로써 청소년복지 실천방향에 주는 함의를 모색해보고자 하였다. 이를 위해 임파워먼트 접근방법의 개념적 정의와 특성, 실천원칙과 과정, 그리고 결과와 적용상의 한계점을 살펴보았다. 권익옹호에 대한 논의는 국내에서는 아직 매우 미약한 상황인데, 이에 대한 개념적 정의를 중심으로 살펴보고, 이를 실천할 수 있는 청소년복지 영역을 제시해보았다. Compared to their old generation, youths in the modem society live quite different lives due to rapid exchanges of information in a virtual digital & cybernetic world. Accordingly, their problems and services needs have been changed. Due to these changes in development of youth and its surroundings, social welfare with youth necessitates to accomodate their service needs, and social welfare practice approaches to youth needs to be accordingly modified. This paper aims to explore two practice approaches, that is, empowerment approach and advocacy by examining their concepts, practice principles and characteristics, phases, outcomes, and applicability to social welfare practice with youth. Based on the literature review of previous studies, this paper taps on empowerment approach and advocacy in relation to social work practice. At the end, discussion on their limitations were presented with possible areas to which they can be applied.

In order to raise consciousness of political participation for social workers and to suggest the future direction of political participation, this study investigated the political participation state among social workers, professionals and students related to social welfare field. The investigated items of political participation state are politics efficiency, politics interest, a politics tendency, joining of social welfare associations and labor unions and the necessity of making social welfare party. The data were collected by inter-net. The number of respondents are 1690 persons. The data were analyzed to get the political participation state and compared with the American statistics As a result, the level of political participation appeared lower than that of the U.S.A. Although activities of participating meeting and demonstration activities are higher, the activities of contacting government officers and contributing for their preference party and candidates are lower. The rate of individual efficiency and political interest are high, but political efficiency are low. Generally the respondents have the tendency of social reformist in terms of political ideology and party preference. It was examined that most of respondents eager to making political party of social welfare. These results are throwing us an assignment of actualization of welfare political party. 본 연구는 사회복지인들의 정치참여 실태조사를 통하여 사회복지인들의 정치참여 현황을 분석하고, 정치참여 수준을 인식하여 경각성을 제고하고자한다. 또한 사회복지인들의 차후 정치참여 활동 방향을 제시하고 사회복지계의 정치세력화를 위한 구체적인 방안 모색을 보고자 한다. 조사내용은 정치참여 실태 및 자기 효능감·정치효능감·정치흥미·정치성향의 특성, 사회복지관련협회 가입실태, 노조가입 실태, 복지정당필요인식도, 정당 활동의지 등이다. 아울러 미국의 사회복지계의 정치활동과 2000년 이후의 사회복지계의 정치활동 동향을 살펴보고 이와 관련되어 정치활동 수준에 대한 외부적 평가를 살펴보아 우리의 현실에 대한 이해를 깊이있게 하고자 한다. 연구결과 한국의 사회복지인들의 정치참여의 수준은 전반적으로 낮게 나타났다. 그 중에서도 정치참여 형태가 집회나 시위 참여와 같은 항의형의 활동이 주를 이루었고, 정부관료를 접촉하는 권력수준으로의 활동형태나 정치후보자를 위한 선거에 개입하는 형태의 정치활동은 낮은 수준이었다. 또한 사회복지인들은 자기 효능감이나 정치흥미는 높지만 정치효능감은 낮았다. 또한 사회복지인들은 대체적으로 개혁적인 성향을 갖고 있었으며 선호정당과 정치이념 뿐만 아니라 복지정당필요성에 대해서도 높은 수가 열망하고 있는 것으로 조사되었다. 이 결과는 우리에게 복지정당설립의 현실화라는 과제를 던져 주고 있다.
