Regarding the South Korean movies in 2007, the hottest issue was Shim, Hyung-Rae`s D-War. Not only was it the biggest success in the South Korea`s box office but also it became an open site for a power struggle between professionals and netizens. While most film critics and journalists criticized it severely, the majority of the netizens denounced them harshly, supporting the film. During this rare and intense dispute, chiefly Jin, Joong-Kweon, a famous esthetician, heartlessly disregarded the film and its supporters, arguing the director and his fans should learn more about film and humanities. On the contrary, the film`s supporters spoke up he was just a representative of arrogant traditional intellectuals only based on the old Modernism, which had been a critical discourse oppressing the minority for decades. This kind of collision cleary shows a struggle relating to a hierarchy of discourses around popular culture. Moreover, film text itself seems to imply the counter-discourse as well as the Orientalist`s discourse. Meets its postcolonial hybridity, especially its aspect of standardization/globalization with the locality displayed dominant discourses and resists them at the same time. Of course, this hybridity itself doesn`t directly result in a political progress but it definitely damages the dominant discourse in any way. In conclusion, judging Shim`s D-War is not that easy and simple as Jin has insisted if seen in the political point of view. Rather, it seems like a sort of film which should be analyzed multilaterally since Shim and his film are the fluid periphery as well as centre according to the changing context.

경기도 기초자치단체 주민참여예산제 운영의 특성과 유형화 : 주민참여예산범위, 기구구성수준, 지역특성을 중심으로

본 연구는 경기도 31개 기초자치단체의 주민참여예산제도의 현황과 특성을 파악하여 유형을 구분하는 것을 목적으로 한다. 유형분류를 위한 기준으로 주민참여범위, 기구구성 수준과 지역특성 등을 선정하여 분석한 결과 경기도 31개 시·군의 주민참여예산제도는 5개의 유형으로 나뉘는 것으로 나타났다. 첫째, 제도완비형으로 모든 영역에서 높은 수준을 보이며 향후 모니터링 등을 통한 문제점 개선에 힘써야 하는 유형이다. 둘째, 범위확대필요형은 제도적 기반은 어느 정도 마련되어 있지만 실질적으로 주민의 참여범위가 상대적으로 낮은 유형으로서 이에 대한 개선이 필요한 유형이다. 셋째, 기구정비 필요형은 인구규모상 작은 도시에 해당하지만 주민의 참여범위는 상대적으로 넓은 유형이다. 하지만 이를 뒷받침할 수 있는 제도적 기반 마련이 필요한 유형을 의미한다. 넷째, 농촌형은 높은 농촌인구와 고령인구비율이 특징으로서 일반적인 주민참여예산제도의 형태보다는 농촌공동체를 지원하는 방식 등 지역적 특성을 고려한 새로운 방안의 마련이 필요한 유형이다. 마지막으로 기타 형은 주민참여예산제도를 운영하기 위한 제도적, 절차적 기반이 미흡한 유형으로서 전반적인 개선이 필요한 유형인 것으로 나타났다. The purpose of this study is to identify the current status and characteristics of the residents' participation budget system of 31 basic local governments in Gyeonggi-do and distinguish the types. According to the analysis of the range of residents' participation, level of organization, and regional characteristics as criteria for classification of types, 31 cities and counties in Gyeonggi-do Province are divided into five types. First, it is a type of metropolitan type that shows high levels in all areas and needs to make efforts to improve problems through monitoring in the future. Second, small and medium-sized urban types have some institutional foundations, but they are actually types with relatively low participation range of residents, which requires improvement. Third, the advanced small town type is small in population size, but the range of residents' participation is relatively wide. However, this refers to the type that needs to provide an institutional foundation to support this. Fourth, the rural type is characterized by high rural population and the elderly population ratio, which requires the preparation of new measures considering regional characteristics such as supporting rural communities rather than the general form of a resident participation budget system. Finally, other types are types that lack the institutional and procedural basis for operating the resident participation budget system, and need overall improvement.

수동적 요추 신전 검사와 엎드린 상태에서 요추 불안정성 검사의 신뢰도와 타당도

The purpose of this study was to establish the reliability and validity of the passive lumbar extension (PLE) test and prone instability test (PIT). Thirty-three subjects (14 males, 19 females) with lower back pain enrolled in the study and the subjects were divided into 2 groups (positive and negative instability groups) on the basis of radiographies of flexion and extension. Reliability was determined by the kappa results showed that the reliability of the PLE test was higher than the PIT (intra-rater reliability: k .86 and k .81, interrater reliability: k .65 and k .62) and the validity of the PLE test was also higher than the PIT (sensitivity: 91% and 62%, specificity: 95% and 85% positive likelihood ratio: 20.00 and 4.10, negative likelihood ratio: .10 and .45). In conclusion, we think that the PLE test was a more reliable and valid method for lumbar instability than the PIT.
