공공도서관의 효율성 비교 분석 -서울시 및 6대 광역시의 102개 공공도서관을 대상으로 -

이 연구는 비영리 조직의 상대적 효율성을 측정하는 평가모형으로 관심을 모으고 있는 자료포락분석(Data Envelopment Analysis, DEA)을 활용하여 서울 및 6대 광역시의 102개 공공도서관의 효율성을 비교 분석하는데 목적이 있다. 이를 위해서 4개의 투입변수와 4개의 산출변수를 선정하였으며 산출극대화 모형을 분석에 이용하였다. 서울시 및 6대 광역시의 102개 공공도서관을 대상으로 DEA의 효율치를 산출하였을 뿐만아니라 도서관별 준거집단 분석을 통하여 비효율적인 도서관의 잠재적인 개선가능치를 제시하였으며, 비효율요인을 분석하였다. 분석결과 도서관별로 효율치에 상당한 차이를 보였으며, 지역별 그리고 운영주체별 효율치 비교에서 효율치의 최고 격차는 각각 10.2%와 18.2%로 나타났다. This study examined DEA(Data Envelopment Analysis) and how it measures the efficiency of library units. DEA is a useful nonparametric method to evaluate the relative efficiency of a set of decision making units(DMUs) with multiple inputs and outputs. This study evaluated 102 different public libraries utilizing 4 inputs and 4 outputs focussing on the year 2005. For inefficient libraries, the study analysed the potential improvement and the source of inefficiency comparing the peer groups. The result of this study shows that efficiency of public libraries varies in different localities and forms of operation.

국내 분유 및 영.유아식품에서 분리된 Cronobacter spp. (Enterobacter sakazakii)의 Biofilm 생성 특성 및 내산성 비교

We investigated biofilm formation in various media, growth in low pH, and the hemolytic activity of 14 strains of Cronobacter spp. (Enterobacter sakazakii) isolated from a variety of foods including powdered infant formula (n=75), infant cereal (n=100), honey (n=30), and other infant foods (n=100) in Korea. The Cronobacter spp. adhered and formed biofilms on polyethylene, and a greater extent of biofilm was observed in nutrient-rich media. No clear difference in biofilm-forming ability was noted among the media constituents and the pattern of biofilm formation was strain-dependent. Seven strains out of 14 strains (50%) grew at pH 4.1, indicating that the acid resistance of these Cronobacter spp. isolated in Korea was relatively low. Hemolytic activity was not observed in any of the strains. This study provides basic information for the physiological and biochemical characteristics of Cronobacter spp. isolated from a variety of infant foods in Korea.

공공도서관의 수탁자 평가요소에 관한 연구

본 연구는 2000년 이후부터 논의가 진행되고 있는 공공도서관의 민간위탁과 관련하여, 민간위탁이 기대한 성과를 내지 못하고 있다면, 적절한 수탁자를 선정하는 것에 실패한 것이 중요한 원인중의 하나일수 있다는 가정에서 지방자치단체의 수탁자 선정 평가요소를 살펴보았다. 지방자치단체 3곳의 실제 사례분석을 통해, 수탁자 선정에 사용된 평가항목, 평가내용 및 배점의 문제점을 분석하였으며, 사례연구와 인접분야 문헌조사를 통해 공공도서관 수탁자 선정을 위한 대안적 평가요소와 내용을 제안하였다. 공공도서관의 수탁자 선정을 위해 제시된 대안적 평가기준은 정량적평가와 정성적평간의 균형, 지역사회내 공공서비스기관으로서의 역할, 수탁기관대표와 도서관장(예정자)의 운영의지 및 전문성 등을 고려하여 5개의 대분류와 18개의 세부 평가요소로 구성하였다. 본 연구의 결과는 수탁자 선정에 필요한 평가내용을 제시함으로써 지방자치단체에 따라 혹은 수탁시기에 따라 상이하게 나타나는 공공도서관 수탁자 평가요소의 차이를 최소화하고, 적합한 수탁자를 선정하는데 도움을 줄 수 있을 것으로 기대된다. Contracting out became popular in the public library sector since the early of 2000s. It is expected to lower cost of service provision, improve the quality of service provision, better timeliness of service through the discipline of the market and open competition. In practice the expectation was questionable. The numerous failures indicate either poor contract specification or unsuitability of the chosen contractor. The study analyzed 3 case studies of local governments where the entire entity of the public libraries service were decided contracting out and developed 5 criteria and 18 specific evaluation items as alternative evaluation structure. This evaluation model is expected to help to choose a suitable contractor in pubic library management.

대학도서관의 자료 이용에 관한 연구 - A대학도서관 이용자의 대출통계 분석을 중심으로 -

본 연구의 목적은 대학도서관 이용자들의 대출기록을 이용하여 자료이용행태를 분석하는데 있다. 이를 위하여, A대학도서관의 2012년 3월부터 2013년 2월말 사이에 발생한 264,804건의 대출관련 데이터를 수집하여 사용하였다. 자료의 주제별 그리고 이용자 유형에 따른 자료이용행태 분석을 위해, 전체 주제를 16개군으로 구분하였으며, 이용자 유형은 5개 집단(학부생, 대학원생, 교수, 직원, 기타이용자)으로 구분하였다. 이를 통해 대학도서관 이용자들의 주제별 자료이용 정도, 이용자 유형에 따른 주제별 자료이용 정도, 최신자료에 대한 주제별 선호도, 이용자 유형에 따른 최신자료의 선호도 등을 분석하였다. The goal of this study is to analyze use patterns of library collections using circulation statistics of academic library user's. For this purpose, the 264,804 circulation-related data of A-academic library which were occurred between March 2012 and February 2013 were collected and used. Five patterns of common user group (undergraduate, graduate students, professors, staffs, the others users) are identified for this study. Gross circulation statistics was analyzed and compared for different users groups and for different subjects. And based on these analysis results, author understood degree of collection use by subject, degree of collection use by user groups, latest materials preference in collection use by subject, latest materials preference in collection use by user groups.

KOLIS-NET 종합목록 DB의 품질평가

이 연구는 국립중앙도서관을 중심으로 전국의 공공도서관들이 소장하고 있는 자료를 구축해 놓은 국가자료종합목록시스템(KOLIS-NET) DB의 품질을 평가하는데 그 목적이 있다. 국가자료 종합목록 DB의 품질평가는 선행연구에서 제시된 품질평가모델을 참조하여 포괄성, 중복성, 최신성, 정확성, 일관성 그리고 완전성의 6개의 항목에 대해 사례에 의한 발견적 평가를 시도하였다 실행모델에 근거한 평가를 통해 국가자료 종합목록 DB의 품질을 종합적으로 검증하고, 품질을 열악하게 만드는 요인을 진단하였으며 KOLIS-NET 종합목록 DB의 품질수준 제고를 위한 개선방안을 평가에서 나타난 구체적 문제점을 중심으로 제시하였다. The research purpose for this study is to evaluate the quality of the KOLIS-NET DB which builded bibliographic data of the holding collections of nationwide public libraries. The quality evaluation of the KOLIS-NET DB was inspired by the successful experience from researches precedent and tried to approach the case study focuses on six quality dimensions : coverage, duplication. currentness. accuracy, consistency completeness. The study verified comprehensively the quality of the KOLIS-NET DB through a quality evaluation model and analyzed the factors causing such inferior and substandard bibliographic records in the KOLIS-NET DB. Based on the results of the quality evaluation, the quality improvements of the KOLIS-NET DB was suggested.

Visual industry can contribute to this national industry is a high-value industry. Nevertheless, video resources expansion strategy at national level is lacking. There have been several institutions and organization conducting film archiving and related activities in Korea. Korean Film Archive(KOFA) is the only institution whose status is protected by the law. The purpose of this study was to suggest the strategic plan which is able to support the video industry and academic research. For methods to strengthen video resources, role adjustment of KOFA conducting film archiving and unification or integration of collection system for archiving broadcast materials were proposed.

공공도서관 공간운영을 위한 기준 도출에 관한 연구

The purpose of this study is to provide guidelines and recommendations on the process of planning and designing library space and it also reflects on developments which should be considered when planning new library space. The methodology of estimating library space needs of IFLA, a guide for public library building in New South Wales of Australia, and the recommendations for academic libraries in French were analysed. The results given throughout theses guidelines and recommendations are able to develop the guide for public library space in Korea. The guide suggested defines six broad types of library space; collection area, readers and library users, library staff, conference, meeting and cultural space, mechanical and support services, additional services areas. It is import to remember however that each library building and the service it provides is unique and should reflect the needs and aspiration of its community.
