공무원의 정치적 중립 행태에 관한 실증 분석: 불편부당성, 정치적 대응성, 정치적 책임성을 중심으로

그동안 정치적 중립성은 상반되거나 다양한 의미로 사용되어왔는데, 경우에 따라서는 정치적으로 활용됨에 따라 정치적 중립을 논의함에 혼란이 가중되었다. 이러한 문제의식을 바탕으로 본 연구는 공무원의 정치적 중립행태를 불편부당성, 정치적 대응성, 정치적 책임성 등 세 가지 하위차원으로 제시한다. 불편부당성으로서의 정치적 중립은 정치적 상관이 누구이든 상관없이 동일한 태도를 유지하는 것, 정치적 대응성으로서의 정치적 중립은 정치적 상관의 명령을 자신의 신념과 같이 받아들이는 것, 그리고 정치적 책임성으로서의 정치적 중립은 정치적 상관의 명령을 자신의 공익관에 비추어 판단하고 나아가 저항하는 것을 의미한다. 이런 개념적 정의를 바탕으로 실증분석을 통해 정치적 인사개입과 공공봉사동기, 개인의 정치적 성향 등이 정치적 중립 행태에 영향을 미치는 요인임을 확인하였다. 마지막으로 본 연구는 정치적 중립성 개념 발전 뿐만 아니라 실증연구를 통해 실천적 함의를 도출하고자 하였다. Political neutrality has often been used with conflicting meanings by different researchers and in different cases due to conceptual ambiguity. The political use of the term has added to the confusion in discussing political neutrality. Based on an awareness of these problems, this study divides the political neutrality of civil servants into three dimensions: unbiasedness, political responsiveness, and political responsibility. Political neutrality as unbiasedness means maintaining the same attitude regardless of who the political superior is. Political neutrality as political responsiveness means taking orders from the political superior as one's own beliefs. Political neutrality as political responsibility means actively reflecting on and judging orders from superiors in the light of one’s own sense of public value. Our empirical analysis confirmed that political personnel intervention, public service motivation, and political orientation were factors affecting political neutrality. This suggests that civil servants can serve as the last resort for the protection of the public interest in a society of "political excessiveness." Finally, this study seeks to derive practical implications through empirical research as well as the development of the concept of political neutrality.

정부신뢰와 투표참여 사이에는 일정한 관계성이 존재한다는 오래된 주장에도 불구하고, 선행연구들에서는 정부신뢰와 투표참여의 일관된 관계가 도출되지 않았다. 본 연구는 정부신뢰를 체제신뢰와 정권신뢰로 구분하고, 투표참여의 동기를 고려하여 정부신뢰와 투표참여의 관계를 더욱 명확히 분석하였다. 특히 논의의 수준을 지방정부로 한정하여 두 변수 간 관계를 구체적으로 논의하고자 하였다. 사회통합조사 3개년도 자료를 이용하여 실증분석을 수행한 결과, 정부신뢰와 투표참여의 이변수 상관관계는 정(+)의 관계를 가지나, 체제신뢰와 관련된 변수를 통제한 뒤에는 부(-)의 관계가 제시되었다. 이는 정권에 대한 신뢰부족이 투표참여로 이어지는 자기표현적 동기가 지방선거에서 나타나고 있음을 시사한다. 본 연구결과는 정부신뢰와 투표참여 간 관계의 비일관성을 제시한 새로운 이론적 흐름을 확인하며, 지방정부가 투표율을 제고하고 주민의 신뢰수준을 관리하기 위해 어떠한 접근을 취하여야 할지 판단하는데 유용한 기초자료가 될 것이라고 기대한다. Despite the old argument that there is a certain relationship between political trust and voter turnout, no consistent relationship has been derived from prior studies. By distinguishing two dimensions of political trust, trust in regime and trust in an incumbent, and by introducing the concept of voting motivation, the study aims to draw relationship between political trust and voter turnout. In particular, this study limits the discussion to local government. Using three-year social integration survey data, a positive relation between the two variables has been drawn. However, after controlling variables related to trust in regime, the relationship switched to negative. The results suggests that expressive motivation, low trust in an incumbent leading to voter turnout, is emerging in local elections. The study contributes to the theories of political trust and voter turnout by providing useful tips to solve the inconsistency between previous studies. The results are expected to provide useful implications for determining what approaches local governments should to raise voter turnout and to manage political trust.

주민참여예산제 운영현황과 발전방안 모색 : 시.도 교육청 사례를 중심으로

교육행정의 현장에서는 주민참여예산제가 주민참여의 당위성만 남은 채 실효성이 떨어진다는 목소리가 나오고 있다. 이러한 문제의식을 바탕으로 본 연구는 시․도교육청의 주민참여예산제 운영현황을 분석하고 향후 발전방안을 제시하고자 하였다. 그동안 주민참여예산제에 대한 학계와 실무계의 논의는 참여를 강조하는 방향으로 이루어져왔으나, 선행연구를 통하여 주민참여예산제의 숙의과정 설계와 권한부여의 측면 역시 중요하다는 점을 도출하였다. 또한 주민참여예산제도가 난제에 대한 창의적 공동생산 기제로서 활용될 수 있는 가능성을 확인하였다. 시·도 교육청의 주민참여예산제 분석결과, 학생 및 지역주민 등의 참여는 그 중요성이 외면되어 왔으며, 실질적인 숙의과정이 생략되고 운영되었으며, 주민제안사업이 실제 예산에 반영되는 절차가 제대로 확보되지 않아 권한부여의 측면 역시 미진한 것으로 드러났다. 그러나 일부 교육청에서 운영하고 있는 주민제안사업들은 기존과 달리 숙의적 방식으로 설계되어 창의적인 사업들이 다수 발굴되고 있어 주민참여예산제가 ‘창의적 문제해결기제’로서의 가능성을 확인할 수 있었다. 이와 같은 분석 결과를 바탕으로 시·도 교육청 주민참여예산제도의 발전방향에 대해 의견을 제시하였다. In the field of education administration, perceptions that participatory budgeting (PB), with only justification for participation, itself, is remaining, is ineffective are widely prevailing. This study aims to analyze education staffs’ perception of PB and the real-world operation in local education field. Based on the research result, this study suggests several institutional proposal for PB. Although discussions on the PB between academia and practitioner have been centered on participatory democracy or deliberative democracy, a communication dimension of PB, an importance of empowerment dimension is also drawn from prior studies. Several studies have also cleared the possibility of PB as a form of co-production. By analyzing staffs’ perception, results show participation of students and local residents has been neglected, subcommittees and regional meetings are rarely held in most of localities which means the environment of deliberation has not been properly created. Analyzing the operation of PB in local education, it was found that the contents of participation was not sufficiently reflected in the actual budget, meaning lack of empowerment. However, projects proposed by local residents were analyzed to be creative, confirming the possibility that residents can co-product a creative solution.
