        우리나라 외항상선에 승선하는 외국인 선원 관리제도의 문제점 및 개선방안에 관한 연구

        이 연구는 우리나라 외항 상선에 승무하는 외국인 선원 관리제도의 현황을 고찰하고 제도상 문제점과 개선방안을 외국인 선원을 고용하고 있는 선주회사와 선박관리회사 그리고 선원관리회사, 관련 단체 대상으로 설문조사 결과를 분석하여 제시하였다. 그 결과로는 첫째 한국 선원과 같이 적용되는 외국인 선원 관련법 및 단체협약 등을 별도로 적용함이 필요하며, 둘째는 외국인 선원 고용정원의 의사결정 주체를 기존 선박소유자와 노동자 단체에서 선박소유자로 변경하거나 혹은 기존 의사결정 주체를 유지한다면 법률을 개정하여 명확히 하여야 하며 또한 외국인 선원 고용정원을 직책별 및 선종별로 지정할 필요가 있다. 셋째는 외국인 해기사 고용 시 선택의 폭을 확대하기 위하여 동유럽, 아시아 국가로의 해기 면허 인정협정을 확대하여야 하며, 넷째는 외국인 선원 고용 및 승선까지 복잡하고 불필요한 행정절차를 간소화하여야 한다. 다섯째는 외국인 선원과 관련된 회사 및 정부 기관, 협회 등 공동으로 외국인 선원에 대한 체계적인 양성체제 구축이 필요하다는 것이다. 동 연구를 통하여 우리나라 외항 상선에 승선하는 외국인 선원에 대한 더욱 효율적이고 체계적인 관리에 이바지할 수 있을 것이다. This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship’s type. The third is to expand the recognition arrangement for certificate of ships’ officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.

      • 외국인선원 관리제도의 문제점 및 개선방안에 관한 연구

        이 연구는 우리나라 외국인 선원관리제도의 현황을 고찰하고, 제도상의 문제점과 개선방안을 외국인 선원을 고용하고 있는 선주회 사와 선박관리회사 그리고 선원관리회사 대상의 설문조사 결과를 분석하여 제시하였다. 이러한 연구결과는 외항상선에 승선하는 외국인 선원에 대한 보다 효율적이고 체계적인 관리에 기여할 수 있을 것이다.

      • DC모터 엔코더 수학적 모델링

        It is easier to obtain the transfer function of the relation between the voltage and the angular velocity than between the voltage and the angular displacement in DC motor. I analogi z e the closed loop transfer function of the relation between the reference signal and the angular displacement out of the voltage-angular velocity transfer function using the encoder mathematical modelling, 1/(TsS). To assure the validity of the encoder mathematical modelling, I make a DC motor feedback control system set-up using micro-controller ATmega88 and real DC motor IG32GM. In the set-up I ac q uire the data to track the target position. As a result, the time index in time domain such as rise time, delay time in mathematical modelling is similar to the time index in set-up system. The error between two systems is in less than 10 % . Therefore this encoder mathematical modelling in continuous domain is useful to apply the real DC motor feedback system in digital domain using micro-controller.

      • DC모터 정상상태 수학적 모델의 정확도 평가

        Mathematical model was required in order to design the compensator of DC motor. In this paper mathematical model in a steady state was built using low price instruments such as current meter and frequency counter instead of expensive instruments such as FFT server analyzer, torque meter and high performance DAQ device. Assuming that the angular velocity is constant in steady state we built model explaining the torque produced by current is the same torque disturbed by mechanical friction. To test the accuracy of the proposed mathematical model we compared it with the traditional T-N mathematical model. When the index of the DC motor system was 1, the T-N model was 1.1023, the proposed model 1.0153. The present study confirmed through experiment that the new model are more accurate than the traditional model.

      • PLC를 이용한 엔코더의 펄스수방식과 펄스폭방식 모터속도 비교

        This paper compares two methods for detecting the velocity of DC(direct current) motor using encoders. The first method(method(I)) detects the velocity by measuring the angular displacement during a fixed time, and the second method(method(II)) detects the velocity by determining the time taken for a fixed angular displacement. The experimental set-up for comparing the accuracy of detection of the two methods comprised two PLCs(programable logic controllers), a touch screen and a PC. The velocity was deduced from the pulse count by PLC1, and pulse width time by PLC2. A TCP/IP(transmission control protocol/internet protocol) communication was implemented using a communication socket for transferring the data from each PLC to the PC. The data from the PLCs was fed to the with the help of LabVIEW. With the help of this experimental set-up, the shape of velocity as determined by the two detection methods was displayed graphically on the PC screen. At the same time, the data from each PLC was stored and analyzed in the PC. According to the experimental results, the velocity as determined by method(I) was found to be more accurate than that detected by method(II).

        OPC서버 기반 스마트 센서의 전달특성

        In this study, a smart sensor was manufactured to operate on the Internet using an Arduino module. This sensor was programmed to connect to the MQTT broker by connecting to the Internet via Wi-Fi. The OPC server, which is a heterogeneous communication system, was set up to connect to the MQTT broker by connecting to the Internet through a wire. The MQTT broker served to relay data from the smart sensors to the OPC servers and smartphones. The sensor data reaching the OPC server were transmitted to the signal display device. The process by which the data reach the signal display device via the MQTT broker and OPC server is known. However, the transmission characteristics of the data have not been clarified yet. Two experiments were conducted to evaluate the performance of the communication systems connected through the smart sensor, MQTT broker, OPC server, and signal display device. The first experiment was conducted to measure the time taken by the program code of the Arduino module. In the second experiment, five sinusoidal signals were input to the smart sensor, and they were monitored and stored in the signal display device. The experimental results clarified the transmission time and transmission frequency of the smart sensor based on the OPC server.

      • DC모터 수학적 모델링의 정확도 비교

        The present study compared two mathematical modelling methods for DC motor. Assuming that DC motor keeps constant velocity by back emf, the model was built 1st order system. In other words, the model consists of the amplitude of steady state and the time constant parameters. By applying the unit step voltage to DC motor, the velocity variation of the DC motor is measured through encoder sensor. Depending on how to quantify the time constant, the present study devised two method. First, the velocity data transforms curve type into linear type using log operation. The slope of the line is presumed the time constant of the system. Second, because the time constant is located 63.2% point of the velocity, the corresponding time value is found using interpolation. To evaluate the accuracy of the mathematical modelling, the present study compared each simulation data and experiment data. Consequently, second method is more accurate than first method.

      • 구획모델에 기반하는 폐의 기능적 잔기용량 계측기법

        The present study confirmed through experiment the superiority of new functional residual capacity (FRC) measuring techniques using a compartmental model to the existing technique in measurement characteristics. Assuming through deductive inference from a known compartmental model that the inspiration and‐expiration process is a constant air flow and the initial N2 concentration in the lung at the moment of measuring by N2 washout is known, we took the pulmonary ventilation system as the compartmental model. Because the compartmental model is a mathematical model explaining the variation of N2 ratio(FE) at the end of expiration with given FRC size, initial N2 concentration of FRC, and average air flow, reversely we can obtain FRC from the model if the initial N2 concentration of FRC and the average air flow are given and the variation of FE can be quantified. In order to test the validity of these measuring methods, we should have experimented with a subject, but because the subject’s absolute FRC could not be measured, we used syringe apparatus similar to a subject’s breathing only through the mouth and showing exact internal capacity(FRC). Experiment was conducted with the internal capacity of the syringe set at 0.1[L], 0.6[L], 1.1[L], 1.6[L], 2.1[L], and 2.6[L], respectively. The internal capacity of syringe was measured by the methods using FE and average air flow, which are necessary for the new methods, and by the existing method using expiratory air capacity and the N2 concentration in the expiratory air bag. When the result of estimating the internal capacity of syringe was analyzed in each experiment, the correlation efficient between the reference value(initially set FRC) and the estimated value was 0.9629 in the existing method, and 0.9956 in the new method. The standard deviation of absolute error was ±0.262[L] in the existing method, and ±0.087[L] in the new methods above. The present study confirmed through syringe experiment that, in N2 washout, the new FRC measuring techniques are more accurate than the existing method. It is considered necessary to test the validity of the measuring techniques devised in this study through additional clinical experiments.

      • 수학적 모델을 이용한 거리측정에 관한 연구

        The present study proposed a new technique to accurately measure distance using mathematical models in mobile robots. The models explain the variation of sensor voltages at the position of object in front of sensor. We develop the exponential function method and inverse proportional function method that estimate the distance by the measured sensor voltage. In order to test the validity of these two different methods, the experimental setup was introduce. Distance was estimated by the two methods suggested in the present study, and by the traditional method as well. The error was calculated by the difference between the real distance and the estimated distance. The standard deviation of error was ±9.4[cm] in the traditional method, and ±4.9[cm], ±1.5[cm], respectively, in the newly proposed method.
