        Hedging and Divergent Approaches to Alliance: Comparing the US-Australia and US-Thailand Alliances

        The purpose of this research is to explore whether there is a causal relationship between the two variables - the capabilities gap between or among the junior allies and their divergent approaches to alliance as a tool to forestall or manage potential security threats. Australia and Thailand, the two longstanding allies of the US, are relatively clear cases of hedging, to which scant attention has been devoted. The puzzle arises because of contrasting decisions made by Thai and Australian policy makers to repair their vulnerability to an increasingly aggressive larger neighbor. The Thai government does not withdraw itself from the South East Asian Treaty Organization (SEATO) but distances itself from the US. By contrast, Australia has spared no effort to seek closer diplomatic and military ties with the US by resorting to all means possible. This article argues that their divergent approaches to alliance could be attributed to the capabilities gap between the junior allies. The greater an ally’s contributions to the division of alliance labor, the credibility of the patron’s commitment to defending the allied state is more likely to be maintained or enhanced in this era of scarcity. This would enable the small or middle-power state to use the alliance as an effective tool to hedge a potential security risk. Two case studies of the US-Australia and US-Thailand alliances indicate how the junior ally is capable and willing to secure a ‘fair’ sharing of the alliance’s burdens and advance American interests that may have a direct influence on garnering commitment and engagement from the US, thereby accounting for the case where Australia achieves the efficacy of their hedging strategies while Thailand does not.

        Bloom의 교육목표 분류에 기반한 치위생학 학습목표 분석

        Objectives: We evaluated the learning objectives of dental hygiene courses based on Bloom's learning objectives, and analyze the degree of match with the dental hygienist's job for each detailed subject. Methods: The 5th edition of 'Dental hygiene and learning objectives' was analyzed by subject based on Bloom's cognitive domain classification from March 10 to April. In addition, the degree of match between the contents of the secondary job analysis of the dental hygienist and the learning objectives for each detailed subject were analyzed. Results: The total number of dental hygiene learning objectives was 2,975 (2,762 theory, 52 practice). Among the cognitive domains, the comprehension domain was the most common (79.8%), and the skill domain was very low (4.9%). In the job for each detailed subject of dental hygiene, the most frequently performed was 'dental prophylaxis and practice' with 103 subjects. Conclusions: Overall, dental hygiene learning objectives are mostly theory-oriented, so it is necessary to expand and improve in the direction related to the jobs that clinical dental hygienists perform in the field. In addition, it is necessary to continuously develop timely learning goals, and prepare active strategies for developing high-quality items.

        A Study on the Resilience of the Republic-of-Korea(ROK)-US Alliance in Post-Unipolar World

        This research represents an attempt to develop a better understanding of the underlying structural conditions which facilitate or retard the resilience of the ROK-US alliance. It sheds new light on the US’ renewed focus on deepening and expanding cooperation with ‘capable’ allies as a central feature of the US foreign policy at a time of wrenching geopolitical change and intensifying fiscal constraints. The US continues in its efforts to demonstrate its strong presence in the region and around the world, and is now fully poised to share burdens and responsibilities with its ‘capable’ allies. As a result of the junior ally’s enhanced capabilities to contribute to US security interests beyond the peninsula, the value of the ROK-US alliance has increased in the context of America’s foreign policy and security decisions toward the Asia-Pacific region. This article argues that the more proactively South Korea engages in investing in the evolution of division of labor with the US, the more likely the ROK-US alliance is to remain resilient regardless of political change.

        A Study on the “Intra‐alliance Bargaining‐Based” Approach to the US‐Japan Alliance∗

        This research sheds light on the structural causes of Japanese policy responses to regional power transition that have been often ambiguous and contradictory. No doubt, Japan is one of the most important allies for the US in light of its proactive participation in defense burden–sharing activities. This research observes, however, that Tokyo now finds itself facing the dilemma of being pressured to line up behind US policy initiatives that may be deemed contrary to the interests of Japan's national security. According to the “intra-alliance bargaining-based” explanation, the smaller state would then strive to ensure that its advantages can be strengthened and weaknesses mitigated in its multifaceted bargaining portfolio for dealing with its American ally to defend and uphold its national interests, not just through the alliance, but within the alliance itself. This would require the junior ally to invest in enhancing the credibility of its threat of exit via alternative options in order to manufacture bargaining power, thereby accounting for the case in which Japanese policy responses to regional power transition have become ambiguous and contradictory.

        Capabilities building and alliance security dilemma in post-unipolar world: focusing on the US-Japan and US-Australia alliances

        본 논문은 탈단극시대 역량 구축을 통한 동맹안보딜레마의 관리 가능성에 주목한다. 약소국의 안보 부담 분담 행위는 역량 구축을 통해 강대국과의 동맹 노동 분업을 공평하게 수용하고 분담하는 형태로 진화시켰으며 지역안보 아키텍처를 재구성하는데 기여한다. 이는 한편 약소국이 미국으로부터 방기될 위협을 약화시키는 요인으로 작용한다. 주목해야 할 부분은 현재 일본과 호주같은 약소동맹국이 미국의 지원하에 역내안보망을 구축하는데 기여하고 있다는 점이다. 역내안보망은 애초 미국의 안보 이익을 보호하는 방향으로 구축된다. 그러나 미국의 군사․외교적 지원이 점차 감소하는 상황에서 개별 참가국의 전략적 자율성을 확대하는 방향으로 구축될 수밖에 없다. 즉 포괄적 안보협력을 강조함으로써 중국과의 협력을 도모하는 방향으로 구축될 가능성이 크다. 이는 결국 약소국이 상대 강대국이 경쟁국에 대해 벌이는 갈등으로부터 스스로를 보호할 수 있는 어느 정도의 힘을 갖도록 한다. 본 논문은 미일동맹과 미호동맹의 사례를 통해 미국의 적극적인 부담분담 요구에 대응하여 일본과 호주가 역량구축을 통한 동맹안보딜레마의 관리에 어느 정도 성공하고 있음을 보여준다. This research explores the causal role of investing in capability building for the sake of managing the security dilemma of abandonment and entrapment dynamics in a post-unipolar era. Allies’ defense burden-sharing efforts are increasingly focused on building their own capabilities to contribute to the evolution of a division of labor with their senior partner and the reshaping of the contours of regional security architecture, which may help alleviate their heightened fear of abandonment by the US. As the junior ally contributes further to the network’s deterrent force, the creation of security networks promoted in bilateral, multilateral, and regional settings would necessarily thicken. Its success depends in part on how well the network’s individual participants are able to emphasize an inclusive concept of security cooperation that would feed directly into the maximization of their strategic autonomy. This would in turn serve to help the junior ally prepare against both the possibility of being dragged into an unwanted conflict with China and against the prospect of America’s withdrawal.

        커뮤니티케어 기반의 방문노인구강관리 중재 프로그램 개발을 위한 기초연구

        Objectives: We evaluated the level of oral health status and oral health behavior in the elderly prior to their participation in a visiting oral health care intervention program as part of a community healthcare project in Cheonan city, South Korea. Methods: The oral hygiene conditions, oral health behaviors, and oral senility of 64 elderly people subject to community care were measured during the period January 1 to February 15, 2020 using dental health surveys and questionnaire-based interviews conducted in line with World Health Organization standard criteria. Results: The systematic disease retention rate of the elderly in this study was 90.6%, followed by hypertention (70.7%), and diabetes (51.7%). Scores were 1.69 out of 5 for subjective health evaluation, 1.8 out of 5 for subjective awareness of oral health, and the number of natural teeth was 14.9 per person (average mean for elderly people 18.38-19.34). During the day, 94.9% practiced brushing, after dinner 58.9%, and before bedtime 26.8%, which shows a diminished rate of practice. The percentage of participants dissatisfied with dental treatment was high at 67.2%, and the six measures of oral sensitivity, masticatory discomfort, pronunciation discomfort, and tongue pressure, presented less than average scores. Conclusions: The level of oral health and oral health behavior of the elderly prior to the visiting oral health care community intervention program, was very poor. Therefore, the results of this study suggest that there is a need to develop a more systematic and thorough strategy to activate visiting community oral health care intervention programs.
