Saemaul Undong is a Korean-style community development movement that has continued its course with changes in the social and political structure since 1970. Currently, Saemaeul Undong is in use as a rural development program for developing countries to share Korea s experiences in terms of development cooperation. There are many different approaches and perspectives on the international concern and localization of Saemaul Undong, and evaluation of the movement appears in various forms. In this study, the theories of studies that have critically assessed Saemaul Undong and its implication will be categorized into ideological and political, social and cultural, and economic perspectives. Then, the key words presented in each case will be tested empirically through text analysis. Throughout the process, this study will examine the critical issues raised by the researchers and challenge more rational evaluation through the theoretical development. Especially, it will clarify the debate and evaluation of farm household debt related to the Saemaul Undong in the 1970s and provide an accurate rationale for the economic performance of the movement. The purpose of this study is to make a meaningful contribution to the establishment of the theoretical system of Saemaul Studies and to improve the utilization of the Saemaul Development by providing meaningful indicators related to the evaluation of the Saemaul Undong to the follower researchers.

1970년대 여성 새마을 리더 주도 새마을사업의 분석과 함의

본 연구는 유네스코의 세계기록유산으로 등재된 1970년대 새마을운동에서 여성 새마을 리더들이 주도하여 추진한 새마을사업의 전개 양상을 분석하고, 그 함의를 모색해 보는 연구이다. 분석 결과, 여성 새마을사업은 단계가 진행될수록 그 규모와 난이도가 더욱 확대되었으며, 사업은 한 방향이 아니라 양방향으로 진행된 것으로 나타났다. 또한 새마을사업은 초기에는 소득증대사업, 환경개선사업 및 의식개혁사업이 비슷한 규모로 추진되었지만 단계를 거듭할수록 소득증대사업의 비중이 커진 것을 알 수 있었다. 1970년대 여성의 새마을사업 참여는 전통적인 지역사회의 변화와 공동체 구성원의 참여를 이끌어 내는데 중요한 역할을 하였고, 결과적으로 1970년대 새마을운동의 중요한 성공요인 중 하나가 된 것으로 분석된다. 따라서 본 연구는 국제사회의 꾸준한 노력으로 여성의 인권과 지위가 향상되어 왔음에도 불구하고, 여전히 인간다운 삶을 누리지 못하는 여성들이 적지 않다는 점을 직시하고, 새마을운동이 개발도상국의 지역사회 발전을 위해 공유될 때, 여성의 참여와 역할 및 더 나아가 여성의 권익 향상과 양성평등 제고에 기여할 수 있는 여성 새마을 리더의 바람직한 역할 방향을 모색하는데 중요한 자료로 활용되기를 기대한다. This study seeks to analyze and development process of Saemaul projects led by female Saemaul leaders during the 1970s Saemaul Undong, which was listed in the UNESCO’s Memory of the World Register and aims to explore the implication of female lead Saemaul projects. The result of the analysis is that the scale and difficulty of the Saemaul projects got enlarged bilaterally as the project progressed. In addition, the Saemaul projects were initially promoted to similar scale in the beginning, but it was revealed that the proportion of income increase projects grew as it progressed further. Participation of the female in the Saemaul projects during the 1970s played an important role in bringing the participation of all members and changing the community from the inside. As a result, it became a major success factor of Saemaul Undong in the 1970s. Despite the fact that the human rights and status of women have been improved by the continuous efforts of the international community, there are still a lot of women who can not live a dignified life. Therefore, while sharing the experience and knowledge of Saemaul Undong with developing countries, this research is expected to be utilized as an important material to find desirable roles of female Saemaul leaders who can contribute, participate and overall, enhance women rights and gender equality.
