최근 재정분권화 속에 주민 직접참여의 수단으로 주민참여예산제도가 주목을 받고 있다. 주민이 예산과정에 직접 참여함으로써 자신들이 선호하는 정책이나 사업을 예산에 반영하며 예산의 전 과정을 통제하는 기회를 갖는 것을 통해 행정 부패방지의 효과를 얻는다. 본 연구는 주민참여예산제도가 지방행정 부패방지에 미치는 영향을 분석하는데 연구의 목적을 두었다. 이러한 연구목적을 달성하기 위하여 서울 은평구, 울산 북 구, 전북 남원시의 주민참여예산제도 운영 사례를 대상으로 주민참여를 위한 규율 제 정, 주민중심의 조직구성, 주민의견 수렴, 대주민 홍보를 위한 제도 수립과 운영을 분석 하였다. 주민참여예산제도의 전국적인 도입과 정착을 앞두고, 지방행정의 부패방지를 위한 주민참여예산제도 활용방안으로 주민참여 보장을 위한 규율의 구체화, 대표성을 확보한 주민위원회 조직, 다양한 주민의견수렴 채널 운영, 적극적 홍보를 통한 주민이해 확대를 제안하였다. Recently, Participatory Budgeting(PB) has been one of the most successful participatory instruments. It achieves corruption prevention by resident control and participation in budgeting process and decision-making. This study aims to examine the effect of participatory budgeting on corruption prevention. In order to analyze the relationship listed above, data on case studies are collected from Eunpyeong-Gu, Seoul, Buk-Gu, Ulsan, and Namwon-City, Jeonbuk. Research subjects are as followings; establishment of discipline, composition of resident participation organization, acceptance of resident opinions, public relations(PR). Based on case analysis, this study makes recommendations to activate the PB. First, the all kinds of rules including the local government ordinance should be brought into being. Second, resident committee should have representative. Third, varied resident opinion channels have to be operated. Fourth, residents comprehension have to be extended by active publicity.
