It may be out of doubt that the tourism industry can bring forth great benefits in both host community and government. But through accepting the socio-economic effects of tourism. still we have many difficulties in grasping clearly the degree of such effects and relationships. Perhaps it is the right reason why at the level of local as well as national dimension the economic research and study should be sufficiently made about the effects of tourism. Therefore the problem of optimization which is the main theme in this article is an attempt to explain through the concept of utility how the demands of each group.

In this paper, a fault diagnosis method based on fuzzy logic for the three-parallel power converter in a wind turbine system is presented. The method can not only detect both open and short faults but can also identify faulty switching devices without additional voltage sensors or an analysis modeling of the system. The location of a faulty switch can be indicated by six-patterns of a stator current vector and the fault switching device detection is achieved by analyzing the current vector. A fault tolerant algorithm is also presented to maintain proper performance under faulty conditions. The reliability of the proposed fault detection technique has been proven by simulations and experiments with a 10kW simulator.

The main concern in this study is the guidelines for the equilibrium between tourism demand and supply. Generally speaking, tourism demand is often critical for analysis of problems of tourism resources supply and management. Among the Characteristics of tourism demand, since the tourism phenomena underlie resources values, and as the tourism values are reflected in tourists' use, the tourism demand has a greater effects than any other factors on how a resources are supplied and managed. If the tourism demand is high and heavy, the resource management and supply sectors face one situation, and will have certain alternatives open to them. But if the tourism demand is low and light, the resource management and supply sectors will face a different situations with quite different alternatives. Because the seasonality is very important one of the sallient characteristics of the travel industry, in the demand for tourism not only is there a strong "high season" and an equally distinct "low season" but also some of the problems are faced by the travel industry. In this respect, the approach on the guidelines for the equilibrium between tourism demand and supply in this study is focussed on the relationships with the seasonality constraints related to the tourism demand. And the multiple use, price differential and several aspects are considered as the main results for the alternatives of the problems.

Tourism can make a substantial contribution to the economic and social development of many countries. Tourism development should be consciously and orderly undertaken and carefully planned as part of the national development effort. Care should be taken to identify the precise tourism product, or products, which the country wishes to develop. The tourism product includes not only facilities within the destination, but also advertising and transportation. Effort should be devoted to building up local competence in the planning stage. Moreover, host populations should be actively consulted and involved in tourism plans for their areas. For example, they should and have a voice in determining the rate of tourism growth, the types of tourists and investors to be encouraged, and the type of overall development suitable for the community. This participation in tourism planning encourages and strengthens local and community groups. Although such local participation may seem to delay development, it can ultimately result in much sounder outcomes for the local community, the nation and tourists. Resources should be provided to local authorities and other community groups to assist them in playing these roles. Such resources include financial support, technical assistance, and organizational support.

Regional planning and tourism development both entails numerous processes and activities in the conscious planning, financing, developing, and marketing of a destination to attract visitors. The travel industry can bring forth great benefits in both host community and local government. But through accepting the socioeconomic effects of tourism, still we have many difficulties in grasping clearly the degree of such effects and relationships. Regional tourism development should aim at providing a framework for raising the living standard of the residents through the economic benefits of tourism. The tourism development program must be consistent with the cultural, social, and economic philosophy of the local government and the people of the host community or regions. Further tourism development must by systematically planned on the basis of market research and feasibility studies. The scope of the local government program will vary according to the situation and requirements of the region concerned. Today, as social, cultural, and environmental questions take on greater weight because of public concern, planners are seeking better tools to evaluate these impacts as well. The need for comprehensive cost and benefit information is self-evident. The host community or region in supporting tourism as an economic activity must be able to look at tourism from a balanced perspective and, in planning for the future, objectively weigh known or anticipated gains against anticipated risks.
