재난관리평가는 「재난 및 안전관리기본법」 제33조2에 따라 2005년부터 시행되었다. 반면에 재난관리평가의 미흡한 점을 개선하고 환류하기 위한 컨설팅은 2014년이 되어서 시작되었고 현재까지 평가결과가 미흡한 기관을 대상으로 요청시 실시하고 있는 실정이다. 본 연구는 재난관리평가 계획수립부터 평가 이후 컨설팅까지 연계되는 선순환적 체계를 구축을 통하여 기관별 특성과 수준을 고려한 역량강화를 마련하는 것이 목적이다. 주요 연구내용은 첫째, 재난관리평가 컨설팅의 사례분석을 통한 취약점 진단과 개선점 마련이고 둘째, 재난관리 역량강화를 위한 컨설팅 개선방안 제시이다. 재난관리 컨설팅의 문제점과 개선점을 중심으로 새로운 컨설팅 기법을 개발하기 위해 모델을 구성하고 적절한 프레임에 맞추어 운영하는 방안을 제시하였다. 또한, 새로운 컨설팅 방안을 2개 기관에 적용하여 개선가능성을 확인하였다. The disaster management assessment has been carried out according to the 「Enforcement Decree of the Framework Act on the Management of Disasters and Safety」 Article 33 2. since 2005. On the other hand, consulting to improve and feedback the weak points of the disaster management assessment started in 2014. The purpose of this study is to establish a system of virtuous cycle from assessment plan revision to consulting after assessment, and to strengthen capabilities considering the characteristics and level of each institute. The main contents consist of two parts; the first thing is to find out weak and improvement points for disaster management assessment consulting, the second thing is to suggest improvement of consulting for strengthening capabilities of disaster management. This study results are direction of improvement, consulting model and strategy operating plan for new disaster management assessment consulting. By applying the new consulting method to 2 institutes, we confirmed possibility for improvement.
