        Indian-ink painting, depicted mostly in black and white, has been developed as one of the traditional art forms in the Orient. Nowadays, we can see that it has never ceased to be merely an imitation, as well as repetition, of the works of former days, in means, materials, and techniques. The writer, hereby, suggests that the Indian-ink painting should be recast and reoriented to match the contemporary sense of beauty, and it should be by the individual talent and creative imagination of the resteztive artists that the Indian-ink painting could be elevated to the new height progosed.

      • User Involvement in Information System Development : An applicator of the Vroom-Yetton Model

        User involvement in information system development is widely accepted as a necessary conditon for the success of computer-based inforamtion systems. However, it is not yet clear what activities and to what degree users should be involved in an information system development life cycle (SDLC). This paper reports on the successful use of the Vroom-Yetton model in determining the types of system development activites and the degree to which users are encouraged to participate in such activities. Semistructured on-site interviews were conducted at 17 companies located in miwestern cities. The results shed light on the applicability of the Vroom-Yetton model in information system development. The Vroom-Yetton model is a contemporary theory of leadership. It attempts to prescribe a leadership style appropriate to a given situation (Vroom and Yetton, 1973). The merit of applying the Vroom-Yetton model to information system development lies in the fact that the model to information system development lies in the fact that the model to imformation system development lies in the fact that the model concerns itself only with the relationship between leader behavior and subordinate participation in decision making. A leader in a system development project, whether a system manager or a head of steering committee, should decide which activities and to what degree users are encourged to participate. Since user involvement requires a great deal of commitment form both users and managers in terms of time and efforts, it must be cost-effective. The model takes the form of a decision tree. The attributes of a system development activity are arranged along the top of the decision tree and are expressed as yes-no questions (see Figure 1). To use the model, the decision-maker starts at the left-hand side of the diagram and asks the question corresponding to attribute A. For instance, the system manager first decides whether the system development activity involves a quality requirement, The answer determines the path to the second mode on the decision tree, where the question pertaining to that attribute is asked. This process continues until a erminal node is reached. The system manager in this way can identify an appropriate level of user involvement in each system development activeity.

        본 연구는 정보화시대에 군이 변화하는 환경에 적응할 수 있도록 (1) 군사혁신의 구성요소와 정보기술이 국방영역에 미치는 영향을 분석하고, (2) 혁신 대상이 되는 전환과제를 도출하며, (3) 선진국의 군사혁신 사례 및 우리 군의 현 실태를 비교 분석하여 정보화환경과 부적합한 요소를 분석하고, (4) 도출된 혁신과제를 수행하기 위한 방안을 제시하는데 목적이 있다. 군사혁신의 구성요소를 현재 군사분야의 임무별/사업별 핵심영역이라고 할 수 있는 국방전략, 조직구조 및 환경, 교육훈련, 군사기술, 군수 및 병참 등 5개 과제에 한정하고, 이 5개 분야가 변화된 정보화 환경에 어떻게 영향을 받고 있으며, 부적합요소가 무엇이며, 어떻게 개선할 것인가 하는 혁신방안을 제시하였다. 군사혁신의 구성요소와 정보기술이 국방영역에 미치는 영향을 분석하기 위해 미군의 군사혁신 사례 및 경향을 분석하여 시사점을 도출하고, 그 기준에 의거 우리 국방의 현 실태를 진단한 뒤 추진방안을 제시하였다. To preserve competitiveness in rapidly changing world military market and to adapt themselves to newly-developed warfare, many developed counties have been readjusting their military organizations and technical procedures. In a private sector, business reengineering and other innovative efforts were made to respond to this change, using structural approaches. In the military sector, the United States is the one leading this move. She has been trying to reorganize her military structure to hold her hegemony in world politics for the coming 21st century. The purpose of this paper, is, (1) to analyze the information technology on the military revolution, (2) to deduce what to be changed, and (3) to infer how to change. The comparison between Korea and U.S. in terms of the real military situation was made to analyze these three research questions. The study was based on the structural contingency theory, one of the environmental analysis models, being introduced to explore the Revolution in Military Affairs(RMA) case in United States and Korea. The conclusion may be summarized as follows; First, information-based society which is characterized by the development of information technology and environmental, complexity and weakness in security affairs will affect the military factors such as the issue of holding information superiority, changing warfare in proportion to the military-scientific development and weakness in military security. This trend will be more deep-rooted and multiple in its influence on the military affairs.

        MONITORING OF GAMMA-RAY BRIGHT AGN: THE MULTI-FREQUENCY POLARIZATION OF THE FLARING BLAZAR 3C 279

        We present results of long-term multi-wavelength polarization observations of the powerful blazar 3C~279 after its $\gamma$-ray flare on 2013~December 20. We followed up this flare with single-dish polarization observations using two 21-m telescopes of the Korean VLBI Network. Observations carried out weekly from 2013~December~25 to 2015~January~11, at 22~GHz, 43~GHz, 86~GHz simultaneously, as part of the Monitoring Of GAmma-ray Bright AGN (MOGABA) program. We measured 3C~279 total flux densities of 22--34~Jy at 22~GHz, 15--28~Jy (43~GHz), and 10--21~Jy (86~GHz), showing mild variability of $\leq 50\,\%$ over the period of our observations. The spectral index between 22~GHz and 86~GHz ranged from $-0.13$ to $-0.36$. Linear polarization angles were 27$^{\circ}$--38$^{\circ}$, 30$^{\circ}$--42$^{\circ}$, and 33$^{\circ}$--50$^{\circ}$ at 22~GHz, 43~GHz, and 86~GHz, respectively. The degree of linear polarization was in the range of 6--12\,\%, and slightly decreased with time at all frequencies. We investigated Faraday rotation and depolarization of the polarized emission at 22--86~GHz, and found Faraday rotation measures (RM) of $-300$ to $-1200$~rad~m$^{-2}$ between 22~GHz and 43~GHz, and $-800$ to $-5100$~rad~m$^{-2}$ between 43~GHz and 86~GHz. The RM values follow a power law with a mean power law index $a$ of $2.2$, implying that the polarized emission at these frequencies travels through a Faraday screen in or near the jet. We conclude that the regions emitting polarized radio emission may be different from the region responsible for the 2013 December $\gamma$-ray flare and are maintained by the dominant magnetic field perpendicular to the direction of the radio jet at milliarcsecond scales.
