A discussion on the issues of human trafficking and global economy, HIV, and inhumanity: A case study of Nepal women

Human trafficking is a booming underground business and is the fastest growing and criminal activity in today’s society. The use of coercion or fraud marks the territory of trafficking. Most people trafficked suffer constant threats, violence, and forced acts while imprisoned by their traffickers. Such human trafficking entails significant problems not only for the victims but also for the economies and community health. Large corporations overseas have also been known to partake in the sex slave industry. Another hidden cost to the global economy is the cost of law enforcement and anti-trafficking measures being implemented. Further, sex Trafficking carries many potential health consequences, one of the biggest risks is HIV infection. That means, sex trafficking is an engine of the global AIDS epidemic with one study portraying nearly fifty six percent of all sex slaves having HIV or AIDS. Therefore, many of people are being infected with HIV and many other diseases every day through contact with the sex slave industry costing millions to society and the global economy. in this study, the author presents a case study of trafficking against Nepalese women. Nepalese women being trafficked are found to have a high prevalence of HIV infection. In conclusion and discussion, a few of solutions needed to be addressed for controling human trafficking for sex slavery suggested.

The rapid motorization during the recent years has caused more traffic problems such as congestion and accidents. Expanding the transportation facilities cannot be the ultimate solution because fo the shortage of the necessary national finances and the environmenal impacts. As one of alternatives, Automated Highway Systems (AHS) which is the sub-system of Intelligent Transport Systems(ITS) is being considered to have the potential for offering larger capacity and safety gains without requiring significant amounts of additional right-of-way. This paper focuses on the policy issues and strategies for the implementation of AHS in Korea. This paper also defines the functional requirements of the AHS classifying it by highway, vehicle and control elements. These requirements are prepared considering the changes of the national highway network system in the future. Meanwhile, this paper is to be designed for the necessary physical design elements to meet the standard requirements including typical highway cross sections, and access and egress facitities, etc. This paper suggests the phase plan reflecting the development of technical status. And, this paper assesses initial evaluation about AHS feasibility through the effectiveness, the obstacles and counterplans, and the benefit-cost analysis.

무관용 경찰활동을 통한 무질서 대응방안

정부는 최근 사회전반에 걸쳐 무관용 원칙과 무관용 경찰활동을 화두로 법질서에 대한 강화를 추진하려 하고 있다. 그러나 이 과정에서 가장 우려되는 것은 무관용 경찰활동이 강화될 경우 미국에서 기 경험한 경찰의 과잉진압이 문제가 될 수 있다. 따라서 무관용 경찰활동은 경찰의 과잉진압이 유발되지 않는 환경조성과 경찰 자신의 경계가 요구된다. 본 연구는 무관용 경찰활동을 통한 무질서 대응방안과 관련하여 시위 무질서, 행위 무질서, 물리적 무질서의 선별적 추진방향과 장기적 측면에서의 경찰활동의 도출을 목표로 진행되었으며, 이러한 연구의 주요 결과는 다음과 같다. 첫째 시위무질서 측면에서 합법적인 시위는 보장되어야 하나 폭력을 동반하는 불법시위·파업과 같은 시위 무질서는 무관용 경찰활동을 적용하여 단호하게 대처하되 시위과정에서 경찰의 과잉진압은 경계하여야 한다. 둘째 행위 무질서 측면에서 매춘부, 마약중독자 문제는 무관용 차원의 기존 법의 집행과 보호 및 치료시설의 연계를 통하여 사회복귀를 추진하고 난폭한 청소년의 예방은 가정, 학교 및 지역사회의 관심 속에서 무관용 경찰활동을 통한 엄격한 단속 보다는 온정적인 측면에서 선도가 이루어지도록 하여야 할 것이다. 알콜 중독 상태로 부랑상태에 있는 사람, 구걸자, 정신이상자 등은 지역사회로부터 장기간 퇴거명령을 내려 지역사회를 청결하게 만들려는 다양한 시도는 목적-수단 사이의 형량에 있어 상당성이 결여되어 있기 때문에 이들을 수용할 시설확보와 재활을 위한 프로그램의 개발이 필요하다. 자동차 문화와 관련된 도로상 무질서 가운데 사고의 치명도가 높은 신호위반 및 과속은 범칙금을 상향시킬 필요가 있으며 노인 및 어린이 보호구역에서는 영향권 범위 내 일정 구간을 설정하여 고속도로에서 운영되고 있는 구간 과속 단속 개념으로의 전환이 요구된다. 오토바이 폭주족에 대해서는 경찰의 기술과 장비를 개발하고 이에 대처할 수 있는 방향으로 정비가 요구된다. 셋째, 물리적 무질서 측면에서 낙서문제는 우리나라의 경우 그리 큰 사안이 안 되나 이와 같은 깨어진 창의 관리는 경찰이 아닌 기초자치단체 차원에서 이루어지도록 하고 오물 쓰레기 투기 문제는 감시를 위한 각종 선회식 비디오, 기존 CCTV 이외에 무질서 상황의 인지를 자동으로 조정하는 지능형 CCTV의 확대 설치가 필요하다. 넷째, 무관용 경찰활동의 추진 방향은 법 질서 확립 차원에서 단기적 유영 전략이라 할 수 있어 장기적 측면에서 지역사회와의 공조를 통한 치안활동의 공동생산 측면의 강점이 있는 문제 지향적 경찰활동을 포괄하는 지역사회 경찰활동의 추진이 바람직하다 할 수 있겠다. This paper applies a zero tolerance of police activities and demonstrations related to the direction of the disorder, conduct disorder, physical disorder, the selective promotion of police activities in terms of direction and long-term goal. It was going to derive the main results of the research being as follows. First, the disorder in terms of legitimate protest demonstrations accompanied by violence, one must ensure that illegal protests such as demonstrations, strikes and disorder by applying a zero tolerance for police activity, but resolutely respond in protest of police cruelty should be the boundary. Second, in terms of conduct disorder, prostitutes, drug addicts problem is zero tolerance level of law enforcement and protection of existing treatment facilities and linkages through the promotion of rehabilitation and prevention of violent youth from the home, school and community interest in the zero tolerance. The police activity over the leadership in terms of warmth, rather than a strict crackdown that must be made to do. As alcoholism Homeless people, beggar, psychopaths, etc, communities evicted from the long-term clean down to the community to try to create a variety of purposes -means because they are a significant lack of justification for securing and rehabilitation facilities to accommodate the development needs of the program. Car culture is associated with a fatal accident on street disorders among high-signal violations, and speeding up the ticket by the need to strengthen as in the more protected areas for children and the elderly. And the influence range of sectors by setting being operated on a highway sectors of the pulled over by the concept of conversion is required. For a motorcycle gang in police technology and equipment to respond in the direction of the development and maintenance is required. Third, in terms of a physical disorder, graffiti problems in Korea is not a big issue compared to the broken window, but the future is not based on official police authorities to ensure waste from the trash-dimensional problem for monitoring various rotating video in addition to the existing situation, whether CCTV automatically taken to the expansion of intelligent CCTV installation is required. Fourth, promoting zero tolerance policing in the short term direction of strategy to establish law and order can be called to work with the community in terms of long-term security through co-production aspects of the strengths of community-oriented policing to cover the problem-oriented policing.

자성 홀소자 맥진기와 용적맥파계의 맥진파형을 이용한 혈류속도 측정 연구

One prototype product of clip-type pulsimeter equipped with magnetic field sensing semiconductor Hall device after one permanent magnet attached “Chwan” position in center of a radial artery was developed. The clip-pulsimeter was composed of the hard ware system measuring to voltage signals. To measure the blood velocity, the radial artery pulsimeter is simultaneously connected the PPG (photoplethysmograph). Analysis and comparison of two pulse waves data has done obtained from a clinical test of forty subjects of 20 ages. The value of a blood velocity simultaneously measured from a radial artery puls wave and PPG is an average value of 0.8㎧. Theusage of this research results is possible to store the biomedical signals for health care.

터널부 교통류 특성 및 용량산정에 관한 연구

도로망 전체구간의 소통 장애와 안전을 저해하는 요소 중의 하나로 터널구간을 들 수 있다. 특히 산악과 구릉지형이 많은 우리 나라의 도로설계에서 터널에 관한 교통특성이 중시되어야하지만 이에 대한 국내외의 기준이 명확히 정립되어 있지 못하다. 이러한 과제를 해결하기 위한 기초적인 시도로 본 논문에서는 영상처리기법에 의하여 양방 2차로와 4차로 의 도로에 포함된 터널부에 대하여 기본적인 교통특성을 조사·분석하였다. 양방 2차로에서 는 용량이 1,500대/시로 기본구간에 비하여 약 6%의 감소를 보이며, 4차로의 경우는 용량 이 2,000대/시로 기본구간에 비하여 10%의 감소를 보였다. 한편 교통밀도와 속도와의 관계 에 있어서는 양방 2차로의 경우 Underwood Edie의 모형이 그리고, 양방 4차로의 경우 Underwood의 모형이 비교적 설명력이 높은 것으로 나타났다.

난민위기와 서구유럽의 폭력적 극단주의

Recently, it has been reported increased violent right-wing extremist violence in Western Europe. Increased violent right-wing terrorism incidence and relevant crimes are explained by refugee crisis in Western Europe. In fact, there has been huge increase of refugees who fled from violence and war in Western Europe countries in the last decade. Especially, after the year of 2014, more than millions of migrants and refugees sought asylum in Europe. Such a huge influx of refugees in Europe has been called as European refugee crisis and it changed many aspect of Europe. Accordingly, scholars analyzed that refugee issue became central to the politics of Western Europe, raising fundamental questions about European’s profound identity, challenging the legitimacy of politics, and resulting the upheaval of the far right extremism movement. However, there is still a need to better understand about European refugee crisis and the upheaval of violent right wing extremism in Europe. Therefore, this current study attempts to conduct analysis of the impact of European refugee crisis on the upheaval of violent right wing extremism in Europe. Further, this study explores EU’s reform of the EU’s common asylum system and relevant legal and criminal justice policy issues to assess if EU’s approach would be applicable for our current refugee management system. Considering current situations of South Korea which need to deal with increased refugees applying asylum for South Korean government, understanding European refugee crisis in terms of a major cause of violent right wing extremism may have significant political and public policy implications in that we have refugee issues need to address. In this study’s conclusion and discussion section, we suggested policy implications and future research suggestions on this topic. 최근 들어 서구유럽을 중심으로 폭력적·극단적 극우주의가 확산되고 그 위험수위가 증가하는 경향을 보이고 있다. 특히 폭력적 극우주의의 추세가 두드러지게 증가한 시기가 바로 2015년 이후 급증한 유럽의 난민유입과 관련이 있는 것으로 나타나고 있다. 서구유럽의 이‘난민위기’2015년 이후 유럽연합국가들에 다양한 측면의 사회적·정치적·경제적 위기를 불러오고 있다. 그리고 이러한 변화와 관련된 공포들이 서구유럽국가들 내에 일반시민들 사이에서 폭력적이고 극단적인 극우주의를 지지하는 사회현상을 증가시키고 극우주의를 배경으로 한 폭력행위가 증가되는 것과도 연관되어있는 것으로 분석되고 있다. 이와 관련해 EU의 난민관리시스템과 이에 따라 학자들과 정부기관에서는 유럽 내의 폭력적·극단적 극우주의의 원인들에 대해 이해하고 대응하려는 움직임을 보이고 있다. 대한민국의 세계에서의 위상의 증가로 인한 난민관리 및 수용에 대한 요구가 높아지는 가운데 이와 같은 난민위기와 서구유럽의 폭력적 극우주의의 부활은 국내에도 시사하는 바가 크다. 따라서 이 연구는 유럽국가들과 EU의 난민위기와 관련한 서구유럽의 폭력적 극단주의의 관련성에 대해서 분석하고, EU의 난민관리시스템 개선과 관련하여 연계된 법적, 제도적 문제점들과 이슈들을 분석하고자 한다. 이를 통해서 국내의 정책 및 입법 관련 논의점과 시사점을 제시하고자 하였다.
