Conceptualizing Education within a Thai Refugee Camp Based on a ‘for Them’ and a ‘by Them’ Paradigm

This study reveals the marginalized narratives in refugee education discourses by highlighting local perspectives on how education is formed, maintained, and conceptualized inside a refugee camp. Adopting a qualitative research approach, the data was collected during the author’s 5 months full-time stay between 2019 and 2020 inside the Mae La refugee camp, located on the Thai-Myanmar border. Focusing on the voices of various educational stakeholders from the community of Mae La, it expands the existing discourses of refugee education that have long been objectifying the refugee learners as beneficiaries, to encompass local perspectives that conceptualize the refugees as active participants. For scholars and practitioners in the field of refugee education, this study claims that education is not only provided and managed ‘for’ refugees, but ‘by’ refugees, where education plays a central role of enabling refugees to pursue nationhood and recognition, resulting various tensions and power dynamics.
지속가능발전의 관점에서 난민아동을 위한 교육 현황과 과제

국제사회는 새천년개발목표(Millenium Development Goals, MDGs) 시대에서 지속가능발전목표(Sustainable Development Goals, SDGs) 시대로 넘어가는 2015년을 기점으로 ‘누구도 소외되지 않는 양질의 교육’을 주요한 목표로 삼아왔다(UNESCO, 2015). 본 연구의 목적은 지속가능발전목표 달성을 위한 국제사회의 노력 아래, 공교육 시스템에서 소외되어 온 난민 아동의 교육환경과 쟁점을 조명하는 것이다. 이를 위해 기존 문헌을 바탕으로 난민교육의 주체와 접근 양상에 대한 국제적 동향을 분석하고 문화기술지적 질적 연구 방법론을 활용하여 태국 난민촌 사례에서의 교육 현황과 쟁점을 드러낸다. 구체적으로는 첫째, 난민을 둘러싼 환경의 변화와 주요 글로벌 의제를 중심으로 한 국제사회의 난민지원 동향을 드러내고 둘째, 지속가능발전목표 달성을 위한 난민아동의 교육 형평성 이슈와 과제를 분석하고 셋째, 실제 태국 난민촌 사례를 중심으로 난민아동을 위한 교육 현황을 살펴보았다. 이는 점점 늘어만 가는 난민 규모에 비해 연구가 부족한 실정인 개발도상국의 난민교육 사례에 초점을 맞춤으로써 난민교육 연구의 발전에 필요한 기초 자료를 제공하는 데 의의가 있다.
Re-thinking Human Rights-Based Approach in the Context of Refugee Education

The study aims to critically explore whether the characteristics of the Human Rights-Based Approach (HRBA) are embedded in day-to-day practices and perspectives of stakeholders in the context of refugee education. While scholarly work on refugee education has focused on the refugee population resettled in industrialized countries, the study explores how, and to what extent, the HRBA to education goals set out by the UN are being implemented in the so-called global South contexts where the majority of refugees are currently located. Drawing from a compelling case study of the Mae La refugee camp located on the border of Thailand and Myanmar, this study adopts an ethnographically informed qualitative method to describe and analyze the service delivery and stakeholders perspectives in the education provision of non-state actors. It highlights the current lack of concurrence between the approaches of the moral duty-bearers and suggests that education should be provided based on human rights, rather than merely needs or charity in the conflict-affected context.
지역-대학 협력기반 공유대학 운영실태 및 과제 분석: A지역 공유대학 사례를 중심으로

이 연구의 목적은 최근 인구감소 및 수도권 집중 현상에 따른 국내 고등교육 혁신의 필요성과 함께 새롭게 등장한 공유·협력 패러다임에 주목하여, 지역 기반 공유대학 플랫폼 사례의 실제 운영실태를 분석하고 개선과제를 탐색하는 데 있다. 이를 위해 본 연구에서는 지자체-대학 협력 기반 지역혁신사업(RIS)의 일환으로 운영되는 A지역 공유대학을 사례로 선정하여, 공유대학 운영에 있어 여러 주체 간 협력이 어떻게 이루어지고 있는지를 파악하고 이를 통한 개선과제를 제시하였다. 연구자료는 해당 사례 관련 문헌자료 분석과 공유대학 운영을 총괄하는 지역혁신플랫폼 및 참여대학 관계자와의 개별 면담을 통해 구성되었으며, 주요 연구 결과는 다음과 같다. 첫째, 수평적 협력을 기반으로 하는 공유·협력 운영 체제 아래, 참여 주체 간 의사소통 및 의사결정 구조의 복잡성이 드러났다. 둘째, 공유대학 운영을 위해서는 기존의 법·제도 및 개별 대학의 규정 등을 고려하는 가운데, 여러 시행착오를 겪으며 제한된 범위 내에서 공동의 규정을 만들어 가야 했다. 셋째, 교과목을 공동으로 개발하고운영하는 과정에서 운영 주체 간 공감대 형성의 어려움, 필요한 수업과 가능한 수업 간의 현실적 격차, 개별 대학의 인프라 차이 등을 극복해야 하는 과제에 직면했다. 넷째, 공유대학 운영을 위해서는 지역 및 대학, 기업 내 구성원들의 적극적인 참여와 지지가 필수적이지만, 참여 주체 확보 과정에서는 여러 난점이 있었다. 본 연구는 이러한 연구 결과를 바탕으로, 공유대학 운영 활성화를 위한 법·제도적 규제개선 및 개별 대학 차원의 적극적 지원, 각 참여대학 내 공유대학 운영 전담 기구 개설 및 의사소통 시스템 간소화, 공유대학 운영에 대한 활발한 홍보와 지원, 공유대학 운영 플랫폼 간 소통의 장 마련 등을 개선과제로 제시하였다. The purpose of this study is to analyze how a regional shared university platform is operated and explore the areas for improvement. While Korea is experiencing a serious challenge of population decline along with concentration in the capital area, a paradigm of sharing and collaboration has emerged in the field of higher education. A regional shared university is selected for a case study, as it has been operated as part of the regional innovation system (RIS) based on collaborative governance between regional innovation actors including local governments, industries and universities. It aims to identify how various actors indeed collaborate in the operation of a shared university platform and present issues and challenges faced in its process of collaboration. The research data consists relevant literature to the case and individual interviews with key stakeholders responsible for overseeing the operation of shared universities within the regional innovation platform as well as participating universities. The main research findings are as follows. First of all, under the shard and collaborative operational system based on horizontal governance structure, the complexity of communication and decision-making process among participating actors were evident. Second, to operate a shared university platform, ti was necessary to consider existing laws, regulations, and individual university policies while also navigating through various trial-and-error processes to establish common regulations within surrounding limitations. Third, challenges included difficulties in creating a consensus among key stakeholders to develop and implement the shared curriculum, lack of awareness for the practical gap between the courses that are ‘required’ and ‘possible’ to be provided, and differences in infrastructure among individual universities. Lastly, while active participation and support from the key actors including regional industries and universities were essential for sustainable operation of shared university platform, there were numerous difficulties in securing these participants. Based on these findings, the study suggests there needs to be enhanced legal and regulatory frameworks and individual university-wise support. It also calls for the establishment of dedicated management units within participating universities for the shared platform followed by streamlining communication systems, active promotion for the platform and its outcomes, as well as facilitating communication channels with other regional platforms of shared universities.
