        Australia and Asia: The Making of a Middle Power

        Like Korea, from its beginnings, Australia has been an "anxious" country uncertain of its place in the region and the world and striving to define and bolster both. Canberra and Seoul`s present self-definition as middle powers in Asia is an attempt to manage this shared anxiety. The reasons for this shared anxiety though are almost diametrically opposed. Korea`s come from being surrounded on all sides by great powers with strong interests on the Korean Peninsula. The division of the Peninsula and North Korea`s continued threatening existence is proof positive of this. Australia`s comes from being so far removed from the great powers, from being on the fringe of the world south of the South Pacific and east of the Far East. South Korea`s greatest fear is being consumed. Australia`s is being forgotten. Fortunately for Australia, the continuing rise of Asia and Australia`s complementary factors of production mix with Asia`s rising and risen powers are soothing Australia`s anxiety. As our present Treasurer noted "the world is moving to our lime zone." These factors are both helping to move (in Australian minds at least) the country and society from the fringe towards the centre of regional and global affairs while affirming the benefits of strategic depth (having hours of ocean between Australia and Asia and the world`s "hot spots "). The body of my conference paper will look at how the ongoing shift of power to Asia are helping to move Australia from the fringe towards the centre of regional and global affairs in the economic and security fields. In the economic field it will use Australia`s inclusion in the G-20 to analyse how the rise of Asia has combined with Australia`s natural resource wealth and dynamic service sector to enhance Australia`s economic importance and influence globally. In the security it will look at how the rising of Asia forged the ANZUS alliance and provides Australia the means to form closer security relations with a growing range of great and middle powers and the incentive to invest heavily in external defence. The concluding section of my paper will look at how the future of Asia`s rise and the changing nature of the global economy could undermine Australia`s growing global and regional economic and strategic voice. Australia may be moving back towards the fringe it has recently escaped from.

        <P>The stimulation of H3K4 trimethylation (H3K4me3) by H2B monoubiquitination (H2Bub) has been widely studied, and multiple mechanisms have been proposed for this form of histone cross-talk. Thornton et al. combine biochemical, structural, and in vivo approaches to provide a novel mechanism for the role of H2B ubiquitination machinery in the regulation of histone H3K4 methylation by COMPASS. This study demonstrates that the H2Bub machinery and Cps35/Swd2 function to focus the H3K4me3 activity of COMPASS at promoter-proximal regions in a context-dependent manner.</P>
