Information and Capital Flows Revisited:

본 논문은 국제자본거래의 결정요인을 실증 분석하고 있다. 관련 문헌에서는 중력모형으로 국제자본거래를 설명하고 있는데, 이는 국제자본거래량이 거래 당사국간의 물리적 거리에 반비례함을 의미한다. Portes et al. (2000)에서는 이 반비례 관계를 정보의 비대칭성으로 설명하였으며, 국제전화 교신량을 통해 이를 실증 분석 하였다. 본 논문에서는 인터넷 변수를 사용하여 Portes et al.의 가설을 재검증하였으며, 1990년부터 2008년까지 미국과 38개국의 자본거래량 패널 데이터를 사용 하였다. 실증분석을 통해 인터넷이 국제자본거래의 중요한 결정요인이라는 사실을 발견 하였으며, 인터넷 사용량이 증가할수록 정보의 비대칭성이 완화되어 국가간 자본거래가 증가하는 것으로 나타났다.

East Asian Financial and Monetary Cooperation and Its Prospect:

본 논문은 ASEAN+3 체제의 지역 금융안전망인 치앙마이 이니셔티브 다자화(Chiang Mai Initiative Multilateralization)와 아시아채권시장 발전방안(Asian Bond Market Initiative), 그리고 글로벌 금융위기 이후 다시 활발해진 역내 단일통화에 대한 논의에 대해 살펴본다. 치앙마이 이니셔티브 다자화가 보다 실효성있는 지역 금융안전망으로 기능하기 위해서는, 역내 경제 감시기능을 담당하기 위해 신설 예정인 경제조사국(ASEAN+3 Macroeconomic Research Office)의 감시기능은 더욱 강화 되어야 하며, 현재 운영 중인 ASEAN+3 경제동향 점검 및 정책대화(Economic Review and Policy Dialogue)와 유기적인 관계를 유지해야 한다. 이와 함께 본고에서는 조정국(Board of Coordination)을 별도로 설치하여 ASEAN+3 경제동향 점검 및 정책대화의 정책 권고안에 대한 회원국의 이의신청이나 법률적 자문 등을 제공할것을 제안한다. 또한 현행 치앙마이 이니셔티브 다자화가 아시아통화기금과 같은 지역통화협력체로 발전하기 위해서는 CMIM 사무국의 설립이 선행되어야 한다. This paper examines the ASEAN+3 cooperation of regional financial safety nets, and reviews the regional monetary issues of a single currency and currency competition in East Asia. We point out potential systemic risks in East Asia and the importance of regional surveillance. ASEAN+3 regional surveillance should move forward to the stronger measures of peer review and peer pressure, and make the AMRO a well-resourced professional surveillance secretariat to create capacity to apply independent conditionality. To this effective surveillance mechanism, we propose to establish the Board of Coordination to support the ASEAN+3 ERPD by confirming its decision or remitting the relevant case to the ASEAN+3 ERPD and providing possible legal consultation. The institution building of the CMIM secretariat will accelerate the establishment of a regional monetary institution, e.g. an Asian Monetary Fund. The current crisis provides sufficient incentives for East Asian economies to pursue internationalization of their currencies, and it would open the possibility towards a single currency in East Asia.

충정로3가의 충정아파트는 건축 당시에는 소유주 도요타(豐田種松)의 이름을 딴 도요타(豊田)아파트로 불렸던 일제강점기 공동주택으로, 1937년에 신축된 철근콘크리트조 4층의 건물이다. 이 아파트는 한국에서 가장 오래된 아파트들 중 하나로, 80여년의 시간이 지났음에도 여전히 도시주거로서 그 기능을 하고 있으나, 건립 당시의 사료 부족으로 인하여 충정아파트의 특징과 가치에 대해 명확하게 파악되지 않은 상황이다. 일제강점기에 건립된 아파트가 얼마 남지 않은 지금의 상황에서, 역사적인 도시주거 건축물로서 충정아파트가 가지는 특징과 가치에 대해 고찰해 보는 것은 의미가 있다. 본 연구는 충정아파트에 관련된 사료들을 분석함으로써 충정아파트의 특징을 파악함과 동시에, 20세기의 격변하는 도시적 변화 속에서 주거건축물로 작동한 충정아파트의 가치를 고찰하는 것을 목적으로 한다. 연구의 범위는 시간적으로는 충정아파트 건립 당시 뿐 아니라 건립 전·후의 도시적 상황을 폭넓게 다루었으며, 공간적으로는 충정아파트가 위치한 250번지 일대부터 충정로3가까지 살펴보고자 하였다. 이를 통해, 충정로3가의 지역적 특징과 도시화과정, 1937년 충정아파트가 신축될 당시의 도시적·건축적 상황, 건립이후 도시 변화와 충정아파트의 변화 양상을 고찰하였다. 그 결과 근대도시주거로서 충정아파트의 특징과 가치는 다음과 같다. 첫째, 충정아파트는 도시변화 과정에서 생성된 도시적 산물(産物)이다. 충정아파트는 근대도시주거의 수요가 증가하고 있던 상황에서 등장하였으며, 그 형태는 도시적 맥락, 즉 필지 및 주변 건물의 형태와 밀접한 관련이 있는 도시적 결과물이다. 둘째, 충정아파트는 근현대사를 관통하는 역사적 장소성을 가지고 있다. 일제강점기-미군정시기-6.25전쟁-전후복구의 복합적인 과정을 거치는 동안 충정아파트는 주요한 장소로 등장하였으며, 시기에 따라 각기 다른 장소성을 가지고 있다. 셋째, 충정아파트는 1930년대 건설된 다른 공동주택과는 차별되는 근대도시주거로서의 아파트라는 특징을 가진다. 넷째, 충정아파트는 현존하는 최고(最古)의 철근콘크리트 아파트이자 1960~70년대 등장한 비정형의 중정형 아파트의 특징과 연계성을 가진다는 점에서 의미가 크다. The Chungjeong apartment building, located at Chungjeong 3<SUP>rd</SUP> Street, is an urban housing that was built in 1937 by Toyota(豊田種松). This four floor story building was called the Toyota Apartment, at first. It was one of the most oldest apartment buildings in Korea. To date, it is still being used as urban housing. However, its characteristics and significance has not been clearly understood until now. This study aims to understand the characteristics of Chungjeong apartment with analysis of historic materials. The study also aims to grasp the significance of this building as a modern urban housing related with the urban changes. This study deals with the changes of Chungjeongro, 3<SUP>rd</SUP> Street, as well as Chungjeong apartment building, in the whole 20<SUP>th</SUP> century. It focuses on the regional characteristics and urbanization process of the Chungjeongro 3<SUP>rd</SUP> Street, and the architectural characteristics and transforming process of the Chungjeong apartment building. In conclusion, the characteristics and significance of the Chungjeong apartment would be summarized as follows: At first, the Chungjeong apartment building is a result of the modern urbanization process. It was built due to the increasing demand of modern urban housing in the 1930s. Its irregular shape was due to its urban context. Secondly, the Chungjeong apartment has a historical place-ness. It has been a significant place for urban housing, headquarters for military command and hotel during the Japanese colonial period, US military government, Korean War and post-war reconstruction period. Thirdly, the Chungjeong apartment has functioned as the modern apartment housing, which is distinguished from other housing types in the 1930s. Finally, the apartment building is the oldest reinforced concrete apartment building. It is thus meaningful in that it is related with urban housings of 1960-70s, which have irregular shapes and courtyards.
