Journey of GST before Implementation
Mr. Arun Gautam,Dr. Tina Shivnani ASCONS 2018 INTERNATIONAL JOURNAL OF EMERGING MULTIDISCIPLINAR Vol.2 No.2
GST is one of the most important tax reforms in India which was started by Vishwanath Pratap Singh in 1986, but due to various problem it is still pending. Then again GST was proposed in 1999 by prime minister Atal Bhiari Vajpayee, but still pending due to political issue, in 2002, again Vajpayee government recommended GST. This recommended process continuous goes from long time, but in 2014, the NDA government was introduced the GST bill in Rajya Sabha and Lok Sabha. Finally, in Aug 2016. The GST was launched at mid night 1 July 2017, by the president of India, Pranab Mukherjee. Several big challenges is there before implement the GST such as type of GST distribution (CGST, SGST, IGST and UGST), a lot of discussion has taken place in the parliament about the distribution and rate of GST. After survey of tax rate Mr. Jaitely was finalized tax rate 0%, 5%, 12%, 18% and 28%.The Centre will compensate the states for any loss due to GST for the first five years. Before the implementation of GST a five member panel of minister, discuss the problem of online procedure of problem.
Insecurity, Governance: Hong Kong Internet Policing
Mr,Laurie Lau 아시아경찰학회 2003 아시아경찰학회 국제학술회의 Vol.2003 No.-
Globlisation has a far-reaching implication for modern society. The development of communication technologies, particularly the Internet technologies leads to the reduction of temporal and spatial constraints on social processes100. The discourse about the destruction of the distance view of globalisation implicates the reconfiguration of the society taking place not merely on the level of local relations but also of place in ways that late modern social and criminological inquiries are beginning to realise. However, the impact and implications of the above has experienced differently in various places across the world, including Hong Kong. This paper will examine the Hong Kong contemporary social life which the level uncertainty, insecurity and diversity is co-existing and intensifying with concerns about safety. The paper will also discuss the ways of the Hong Kong police governs and manages the risk of insecurity imposed upon by the introduction of the Internet into its social life.
OGLE-2016-BLG-0596Lb: A High-mass Planet from a High-magnification Pure-survey Microlensing Event
Mró,z, P.,Han, C.,Udalski, A.,Poleski, R.,Skowron, J.,Szymań,ski, M. K.,Soszyń,ski, I.,Pietrukowicz, P.,Kozłowski, S.,Ulaczyk, K.,Wyrzykowski, Ł.,Pawlak, M.,Albrow, M. D.,Cha, S.-M.,Ch American Institute of Physics 2017 The Astronomical journal Vol.153 No.4

We report the discovery of a high mass ratio planet, q = 0.012, i.e., 13 times higher than the Jupiter/Sun ratio. The host mass has not yet been measured but can be determined or strongly constrained from adaptive optics imaging. The planet was discovered in a small archival study of high-magnification events in pure-survey microlensing data, which was unbiased by the presence of anomalies. The fact that it was previously unnoticed may indicate that more such planets lie in archival data and could be discovered by a similar systematic study. In order to understand the transition from predominantly survey+followup to predominately survey-only planet detections, we conduct the first analysis of these detections in the observational (s, q) plane. Here s is the projected separation in units of the Einstein radius. We find some evidence that survey+followup is relatively more sensitive to planets near the Einstein ring, but that there is no statistical difference in sensitivity by mass ratio.

OGLE-2013-BLG-0132Lb and OGLE-2013-BLG-1721Lb: Two Saturn-mass Planets Discovered around M-dwarfs
Mró,z, Przemek,Udalski, A.,Bond, I. A.,Skowron, J.,Sumi, T.,Han, C.,Szymań,ski, M. K.,Soszyń,ski, I.,Poleski, R.,Pietrukowicz, P.,Kozłowski, S.,Wyrzykowski, Ł.,Ulaczyk, K.,Abe, F.,Asak American Astronomical Society 2017 The Astronomical journal Vol.154 No.5

We present the discovery of two planetary systems consisting of a Saturn-mass planet orbiting an M-dwarf, which were detected in faint microlensing events OGLE-2013-BLG-0132 and OGLE-2013-BLG-1721. The planetary anomalies were covered with high cadence by Optical Gravitational Lensing Experiment (OGLE) and Microlensing Observations in Astrophysics (MOA) photometric surveys. The light curve modeling indicates that the planet-to-host mass ratios are (5.15 +/- 0.28) x 10(-4) and (13.18 +/- 0.72) x 10(-4), respectively. Both events were too short and too faint to measure a reliable parallax signal and hence the lens mass. We therefore used a Bayesian analysis to estimate the masses of both planets: 0.29(-0.13) (+0.16) M-Jup (OGLE-2013-BLG-0132Lb) and 0.64(-0.31)(+0.35) M-Jup (OGLE-2013-BLG-1721Lb). Thanks to a high relative proper motion, OGLE-2013-BLG-0132 is a promising candidate for the high-resolution imaging follow-up. Both planets belong to an increasing sample of sub-Jupiter-mass planets orbiting M-dwarfs beyond the snow line.

ECSTASY INVASION & CRIMINAL ORGANIZATIONS IN ASIA
Mr,Roger K,Fung,Dr,John H,Song 아시아경찰학회 2003 아시아경찰학회 국제학술회의 Vol.2003 No.-
MDMA, commonly known as Ecstasy, is a well known drug at rave parties throughout the world. This paper focuses on the general pattern of use of Ecstasy and the international Ecstasy trafficking in Asia. In addition, based on the initial findings of interviews with law enforcement officers in a limited number of Asian countries, this paper will discuss the challenges the Ecstasy trade poses to crime control.

N/A Background : Studies have shown that certain genes within the major histocompatibility complex predispose to systemic lupus erythematosus (SLE) and may influence clinical and autoantibody expression. Thus, we studied the frequency of HLA-DR, -DQA, -DQB and -DPB alleles in ethnic Malays with SLE to determine the role of these genes in detemining disease susceptibility and their association with clinical and immunological manifestations. Methods : Fifty-six Malay SLE patients were enrolled into the study. Demographic, clinical and immunological findings were obtained from medical records. HLA-DR, DQ and DP typing were done using modified PCR-RELP. Controls were from ethnically-matched healthy individuals. Results : We found a strongly significant association of the DR2 and DQB1 *0501 and DQB1*0601 (pcorr=0.03, rr=3.83, pcorr=0.0036, rr=4.56 and p corr=0.0048 and rr=6.0, respectively). There was also a weak increase of DQB1*0.201 and DPB1*0.0901 with a weak decrease of DQA1*0601 and DQB1*0503 and *0301 which were not significant after corrections for multiple comparisons were made. There was a significant positive association of DR2 and DQB1*0501 with renal involvement and DR8 with alopecia. A nonsignificant increase of DQB1*0503 in patients with photosensitivity was noted. Significant autoantibody associations were also found: DQB1*0601 with anti-Sm/RNP, DR2 with antiSSA (Ro)/SSB (La), and DR2, DQB1*0501 and *0601 with antibodies to ds DNA. There was no specific DR, DQ or DP associations with age of disease onset (below 30 years or those at or above 30 years). Conclusion : Our data suggests the role of the HLA class II genes in conferring SLE susceptibility and in clinical and autoantibody expression
