The purpose of this study is to investigate the present state of the Poverty policy and to grope for the task of it. The content of this study is composed as follows. In the first chapter, the author suggests the significance and purpose of this study. Chapter 2 explains the concept of the poverty, and chapter 3 examines the significance and character of the Poverty policy. Chapter 4 examines the present state of the provision, finance, and delivery in the Poverty policy. Finally, Chapter 5 suggests the task of the Poverty Policy. In conclusion, this study suggests (1) to consider the balance in the level of provision against the other social security system, (2) to be necessary to individualization of provision suitable to needs of the poor household, (3) to improve the occupational ability to the work-connection and self-support. And (4) It suggests to be necessary to actively pick out the clients, who are able to be excluded because of criterion of a responsible person of thε support.

Recently, environmental pollution has become a significant problem in industry and many researches have been investigated in order to preserve the environment. Environmentally conscious machining and technology have more and more important position in machining process. The cutting fluid has greatly bad influence on the environment in the milling process. This research is experimental study on high speed machining of aluminum alloys through environmentally conscious machining. In this study, the machinability surface roughness and chip appearance was investigated in the machining of aluminum alloys applied dry machining and using cutting fluid, oil mist.

본 연구는 정제두의 『중용』 분장절(分章節) 체계를 고찰하여, 그의 『중용』 해석의 특징을 알아보는 연구이다. 정제두는 『중용』을 상⋅하편과 7장으로 나누어 독자적으로 해석하였는데, 여기에는 다음과 같은 특징과 의의가 있었다. 첫째, 『중용』을 상편은 원리의 측면, 하편은 수양의 측면으로 나누었고, 원리보다는 수양의 측면에 중점을 두었다. 그는 상편을 솔성(率性)의 체(體)를 설명한 내용으로, 하편을 수도(修道)의 공부를 설명한 내용으로 보았으며, 『중용』 전체의 주제를 수도로 보아 끊임없는 수양을 강조하였다. 둘째, 『중용』의 중심 주제를 솔성을 포괄하고 있는 수도로 규정하여, 7장으로 분장(分章)하였다. 그리고 7개 장의 주제를 수도로 일관하는 구조를 제시하여, 결국 『중용』의 뜻은 수도를 지극히 하면 솔성에 이르게 되고, 끝내 천도와 합하게 되는 내용임을 보여주었다. 셋째, 천(天)과 인성(人性)과 인심(人心)을 하나의 근원으로 인식하여 『중용』 전체를 해석하고 분장하였다. 그는 하늘이란 일원(一元)의 전체이니 도의 큰 근원이며, 성(性)이란 사람의 마음에 품부(稟賦)된 하늘이니 사람이 주체라고 하였다. 정제두는 하늘과 성과 인심(人心)을 하나의 근원으로 인식하였고, 인심의 자각을 통한 내적 덕성의 함양을 통해 천도에 합치되기를 바랐다. 그가 『중용』을 상⋅하편으로 분장하여 수양을 강조하고 7개 장의 주제를 모두 수도로 규정한 것은 이러한 인식이 반영된 것이다. 넷째, 비은(費隱)을 중용의 도를 실천하는 것으로 해석하였고, 『중용』 전체가 비은에 해당한다고 하였다. 그는 은을 체(體)에, 비를 용(用)에 분속하고, 체인 은은 솔성이 되며, 비인 용은 수도가 된다고 하였다. 7개 장의 주제를 모두 솔성과 수도로 보아 『중용』 전체가 비은(費隱)이라고 하였다. 이처럼 정제두는 『중용』을 상⋅하편과 7장으로 나누면서 원리보다는 수양을 강조하였다. 또한 비은을 중용의 도를 실천하는 것으로 해석하여 『중용』 전체에 적용하였으며, 중심 주제는 솔성의 개념을 포괄한 수도라고 하였다. 결국 그는 『중용』을 수도하는 자가 하늘의 특성을 받은 마음의 자각을 통해, 끊임없이 실천하게 되면 솔성에 이를 것이고, 끝내 하늘과 합하게 됨을 말하고 있는 경전으로 인식한 것이다.

「中庸」에 인용된 『詩經』시에 대한 연구

본 논문은 『中庸』을 더 쉽게 이해하기 위하여 『詩經』과 『中庸』에서 시가 담고 있는 사상을 비교⋅분석하고, 인용양상과 역할 및 그것이 담고 있는 중용철학을 살펴보는 연구이다. 『中庸』은 오직 『詩經』만을 인용하였고, 모두 16차례 인용이 보인다. 한번만 제외하고모두 출처가 『詩經』이라는 것을 밝혔는데, 이것은 『詩經』의 권위에 의탁하여 중용의 도를설명한다는 것을 나타낸다. 또한 일정한 형식 없이 필요한 부분만을 취하였다. 따라서 『詩經』 본래의 뜻과 『中庸』에서의 뜻이 달라지는 경우가 있었으며, 본의대로 수용되더라도뜻이 확장되는 경우도 있었다. 『詩經』의 시 중에서는 雅가 가장 많이 인용되었고, 다음으로 頌이다. 雅와 頌은 정악의 노래로써, 조회할 때와 제사에 쓰인다. 엄숙하며 공경하는내용으로 선왕의 덕을 드러내 중용의 도를 설명하기에 적합했을 것이다. 『中庸』의 장별로 살펴보면 1〜11장까지는 시가 인용되지 않았고, 중반부터 시작되어후반부에 집중적으로 인용되었다. 12장에 처음 인용되었으며, 26〜33장에서 가장 많이인용되었다. 특히 전편을 요약하여 마무리하는 33장은 시가 논지를 전개하고 있는데, 이것은 반복하여 간절한 뜻을 보여주기 위하여 『詩經』시를 활용한 것으로 보인다. 『中庸』의 4대절 분류로 볼 때 전반부에 속하는 1대절은 도의 근원과 실현 방법을 설명하는 부분으로 강령이 제시되었다. 중⋅후반부인 2대절부터 4대절까지는 1대절에서 제시한 강령을 설명하고, 중용의 도를 실천하는 방법⋅실천한 인물⋅공효를 밝히는 부분이다. 따라서 중⋅후반부에서는 시에 의탁하여 논지를 전개하고 증명하는 사례가 많았다. 인용된 시들은 『中庸』의 철학인 도의 費隱과 인도의 실천이 천도로 확장된다는 내용을 담고있다. 또한 성왕들의 사례를 시를 통해 보여줌으로써 유학의 목표인 수기치인을 실현해야함을 말하고 있다. 『中庸』에서 『詩經』을 인용한 의도와 인용된 시의 의미와 역할 등을 살펴보는 일은 『中庸』을 이해하는데 많은 도움을 될 것이다. This paper examines the quotations and roles of poems from the Classic of Poetry(詩經) quoted in the Doctrine of the Mean(中庸) by comparing and analyzing the meanings represented by the poems, with the purpose of understanding more easily the Doctrine of the Mean, In the Doctrine of the Mean, where the concepts of mean(中) and harmony(和) become important, we can not find any quotation from other scriptures, except those of the Classic of Poetry. It is quoted 16 times in total in the Doctrine of the Mean. And except once, the Classic of Poetry is mentioned as the source of each quotation, explaining the path to the moderation under the authority of the Classic of Poetry. Also, only necessary parts were taken and used without a given format. Therefore, the original meaning as it was employed in the Classic of Poetry and the meaning applied in the Doctrine of the Mean were often different, and even if accepted as it was in original, the meaning was often expanded. Among the poems in the Classic of Poetry, the Courtly Songs(雅) were cited the most. Courtly Songs are court music, solemn and honorable, used during the morning gatherings and the sacrificial rites with many contents that reveal the virtues of former kings and, therefore suitable to explain the path to the moderation. When we see the mode of quotation per chapter in the Doctrine of the Mean, poems are not cited in the first half, from chapters 1 to 11. They appear mainly in the middle to the latter part of the second half. They began to be quoted in chapter 12 and were cited most in chapters 26 to 33. In particular, in chapter 33, which concludes the Doctrine of the Mean, poems from the Classic of Poetry are developing the argument. Chapter 33 is a summary of the entire Doctrine of the Mean. Therefore, poems from the Classic of Poetry are employed to express the earnestness over and over again. In addition, given the four-part classification of the Doctrine of the Mean, the first part that belongs to the first section, explains the origin and the way to realize the Dao with the presentation of the guidelines. From the second part to the fourth part, which represent the middle and last sections it explains the guidelines presented in the first part and reveals how to practice the Dao, the person who practiced it and the utility implemented. Therefore, in the middle and last sections there were many cases in which poems from the Classic of Poetry were employed as support to develop and prove arguments. When studying, it would be much easier to understand the Doctrine of the Mean by looking at the intentions when quoting the Classic of Poetry as well as the meanings and roles of the quoted poems.

The purpose of this study is to investigate the present state of the National Pension and to grope for the task of it. The content of this study is composed as follows. In the first chapter, the author suggests the significance and purpose of this study. Chapter 2 examines the present state of a member in the National Pension, and chapter 3 examines the present state of a provision in the National Pension. Chapter 4 examines the delivery system of the National Pension, and chapter 5examines the present state of finance. Finally, Chapter 6 suggests the task of the National Pension. In conclusion, this study suggests (1) to improve the application of the National Pension, basically construct the system for detailed grasping of income, (2) to properly charge the premium and offer the provision. And (3) It suggests to efficiently manage and operate the finance of the National Pension from integrational operation of the four social insurance.

노인학대예방을 위한 노인복지시설과 노인학대예방센터의 협력방안

The purpose of this study is to make plans to cooperate with the Elder Institution and the Center for the Prevention of Elder Abuse. The content of this study is composed as follows. In the first chapter, the author suggests the significance and purpose of this study. Chapter 2 examines the concept of the elder abuse and the realities of abuse in the Elder Institution. And chapter 3 examines the protection of human rights and the guideline of intervention in the Elder Institution. Finally, Chapter 4 suggests plans to cooperate with the Elder Institution and the Center for the Prevention of Elder Abuse. In conclusion, this study suggests (1) to understand the realities of the elder abuse, clear the standard of the decision on Elder Abuse, improve the cognition of Elder Abuse, and make the education of prevention against Elder Abuse, (2) to make the network of community through the connection with the administrator, the police, a medical institution, the elder institution, and a lawer together with the effort of the Center for the Prevention of Elder Abuse to work specially and actively itself. And (3) It suggests that the Center for the Prevention of Elder Abuse mobilizes, integrates, intervenes, and connects various services and resources within community.
