The purpose of employment of the disabled is effectuating the rights of the disabled as independent human begins. From the perspective, this study focuses on investigating advanced statutes of other countries regarding employment of the disabled and on analyzing the current Improving Employment Opportunity for the Disabled Act, which functions as the basic statute for employment of the disabled in Korea. In addidon, the future direction in employment of the disabled is sought. The issue of employment of the disabled can not be solved in a short time with enacting new statutes or revising the present statutes alone. The whole society itself is related: substantial change in social perception toward the disabled, willingness of private employers to hire the disabled, adequate job training for the disabled, and self-confidence of the disabled in getting job. Employment of the disabled will be evolved step by step as the society of korea gradually advances.

정책집행에서의 지역이기주의로 인한 지방정부간 갈등과 극복방안 : 위천공단의 사례를 중심으로 An Analysis on the "Wicheon Industrial Complex"

ABSTRACT This study is concerned with today a social issue of NIMBY phenomenon which is one of main problems that must be solved. Since the start of the civilian government, NIMBY phenomenon with regard to the facility site choice has been on a rapid rising trend and an increasing intensity. This fact has begun to be recognized as one of a social problem. This takes the form of group action, which causes social disorder and wastes in administration work and furthermore it creates environmental deterioration in our fundamental living quality, so thus the need to implement reforms is urgent. This study is conducted at these purposes. One is the systematic analysis of NIMBY and the other is the preparation of the rational and efficient policy through case study enabling our reconsideration of efficient policy implementation. The case is the conflict among local governments concerning the planning and building of "Wicheon Industrial Complex" in the middle-upstream of the Nakdong river which has triggered the opposition movement of the local governments and residents of the river's downstream area. The case is the typical dispute that can be caused by the enforcement of the local self-government. In this study, three solution (better the control system of water-environment, extend the participation of lacal people and improve the control system of dispute) were suggested to solve this dispute. It's most important to terminate the causes of dispute by extension of the participation of local people who have been excluded in the development before. And with it, the system which solve the dispute in time has to be established.

중간지원조직을 통한 사회적경제 활성화를 위한 이해관계자 인식조사와 정책적 함의 : 의정부시를 중심으로

본 연구는 마을공동체·사회적경제지원센터가 중간지원조직으로 자리매김하기 위해 지 방정부 공무원과 당사자 조직인 마을공동체·사회적경제기업구성원의 인식을 점검해보고, 마을공동체·사회적경제 활성화를 위한 방안이 무엇인지를 모색해 보고자 하였다. 연구결과, 중간지원조직으로서 마을공동체·사회적경제지원센터의 역할로 중개자 역할, 조정자 역할, 역량구축자 역할의 세 가지를 제시하였다. 구체적으로는 운영의 민주성과 효율성을 확보하기 위해 민관 거버넌스를 확립할 필요성이 따르는데 현재 운영 중인 위 원회에는 당사자 조직의 구성원은 참여하고 있지 않은 점, 지방자치단체-센터-당사자 조 직 간 협의 구조의 정례화가 부재한 점 등은 보완이 필요하며 시청 각 과와 지역 내 여 러 정부기관 등과의 연계를 통해 다양한 정보를 제공하고 사업을 수행에 필요한 상담, 컨설팅을 제공할 수 있는 여건 마련이 요구된다. This study examines the perceptions of local government officials and members of the village community and social and economic enterprise members in order to establish the village community and social economic support center as an intermediate support organization. I tried to find. As a result of the research, three roles of intermediary role, coordinator role, and capacity building role were suggested as the role of village community and social and economic support center. Specifically, there is a need to establish public-private governance in order to ensure the democratic and efficient operation of the operation. The committee currently in operation does not have members of the parties' organizations. It is necessary to supplement the fact that there is no such a condition, and to establish a condition to provide various information and provide consultation and consulting necessary for carrying out the project through linkage with the city hall and various government agencies in the region.

자료포락분석(DEA)을 이용한 지방자치단체의 복지효율성 비교·분석

본 연구는 광역자치단체 사회복지서비스의 효율성에 관한 분석을 실증적으로 검증해 보고자 하였다. 그러기 위해서 지방자치단체가 제공하고 있는 복지서비스에 대한 효율성을 규모수익 가변 및 규모수익불변의 방법을 통해 객관성 있는 측정을 시도하였다. 또한 투입·산출의 비효율성에 대한 정보를 충분히 제공하였고 CCR모형분석과 BCC모형분석 에 따른 5년간의 준거집단을 명시하여 지방자치단체가 효율성을 향상시키기 위한 정보를 제 공하고자 하였다. 이러한 연구결과를 바탕으로 사회복지서비스의 객관적인 효율성 측정을 하여 광역자치단체 사회복지서비스의 효율성을 높일 수 있는 정책에 도움이 될 수 있을 만한 내용과 연구자들에 게 상대적 효율성에 대한 관련 연구 자료를 제공하고자 하였다.

남북한 경제교류협력을 위한 도시정부의 대응방안

남북한간의 지속적인 경제교류협력은 남북한 쌍방을 하나로 묶는 가장 효율적인 수단이자 통일을 위한 가장 강력한 원동력이다. 그런데 그 동안 이루어진 경제교류협력의 대부분은 중앙정부와 민간부문이 중심을 이루고 있다. 그러나 같은 분단국이면서도 우리보다 앞서 통일의 대업을 이룩한 독일의 경우, 중앙정부와는 별도로 도시정부차원에서 여러 분야에 걸쳐 상호 교류협력을 추진하였으며, 이러한 노력은 독일의 통일에 크게 기여하였고 통일 이후 동ㆍ서독 간에 이질성을 극복하고 민족통합을 이루어 가는데 크게 기여하였다. 이에 본 연구는 남북한 경제교류협력을 위한 도시정부의 대응방안을 모색해 보고자 하였으며, 먼저 현재 도시정부차원에서 이루어지고 있는 남북한간 경제교류협력의 현황을 분석하고 아울러 동서독의 사례를 벤치마킹하여 우리에게 주는 시사점을 도출함으로써 그에 따른 도시정부의 대응방안을 모색하였다. 그러한 연구결과 남북한간 경제교류협력의 지속적인 추진을 위해서는 도시정부차원에서 다음과 같은 노력이 있어야 한다는 것이 확인되었다. 그것은 첫째, 도시정부간 경제교류협력관련 추진체제의 정비. 둘째, 도시간 자매결연의 체결을 통한 인적, 물적 교류의 확대. 셋째, 관광사업부문의 상호교류노력 증대. 넷째, 소규모의 협력공단개발 등의 노력이 필요하다는 것이다.

지방자치단체간 도농교류 활성화를 위한 인식조사와 정책적 함의

지방자치단체가 주도하는 도농교류사업은 앞으로도 확산될 것으로 예상되지만, 관련 정책의 분산추진과 통합추진조직 부재, 지방자치단체의 역할 및 창의력 발휘의 한계, 지방자치단체 도농교류 통합계획 부족, 지속적이고 쌍방향적인 교류 부재, 농촌마을의 도농교류역량 미흡, 주민의 참여부족과 도시민 증가에 따른 주민 불편 등의 문제점이 현존하고 있다.이에 본 연구에서는 이러한 문제점을 해결하고 자매결연지간 상생할 수 있는 방향으로 도농교류가 활성화 될 수 있는 정책제언을 위해 이해관계자들에 대한 인식조사결과와 그를 통한 정책적 함의를 제시하였다.연구결과, 도농교류를 활성화하기 위해서는 도농교류에 대한 지방공무원과 시민들의 인식전환이 요구되고, 지방자치단체의 도농교류 통합계획 수립 및 독자적 도농교류시책을 개발하고 시행해야 한다. 또한, 시군 차원에서 도농교류 기본조례를 제정하여 안정적이고 지속적 추진을 위한 기반을 마련하고, 도농교류전문가 양성을 위한 프로그램 개설 및 전문가 컨설팅 강화, 우수사례지역 벤치마킹 등 주민들의 도농교류에 대한 인식을 제고해야 한다.

지역NGO와 지방정부의 파트너십 형성요인에 관한 지방공무원의 인식분석

As a new form of governance, public-private partnerships have become a popular and important tool of public policy process and service delivery. From this context, this study purports to investigate the local bureaucrats' perception about the partnership between regional NGOs and local governments in the so-called era of governance. The results of this study are as follows. First, the partnership between regional NGOs and local governments forms the relationship of mutual independence, not relying on each other's resource. Second, the local governments and regional NGOs need to recognize each other's roles and increase their activities and functions in order to make the desirable relationship. Third, the best way in solving community problems is not acting independently but constituting a cooperative network between regional NGOs and local governments. In conclusion, unceasing and consistent efforts through the partnership between regional NGOs and local governments will make 'Local Governance' possible.

우정사업본부 현업관서 운영시스템의 개선을 위한 실증분석

In line with the recent rapid changes in environment, along with the shift in paradigm form the priority of 'public administration' to that of 'corporate management', postal service organizations now need to workout the efficient plans for national management in their operations in search of both public and corporate purpose. In this context, I researched the master plan, system analysis & design and implementation strategy & scheme for successful implementation of the new operating system of Korea Post. In this paper, the present situations of the postal service operations in Korea were reviewed for sorting out the relevant problems from the aspects of the organization, management methods, and the situations under the competitive system. Then, the efficient operating systems were presented for the rational management for the solution of the problems raised from the present situations. Overall, the preparation of effective operating systems for the rational management of postal services is most essential from the perspective of improving national competitiveness.

청소년의 노동인권에 대한 인식조사와 지방정부에의 정책함의

This study was intended to investigate the status of employment and labor conditions among teenagers aged 16 to 19 and present policy measures for improving employment and labor conditions at the local government level and realizing youth labor rights based on the results. Studies have shown that many teens believe there is a lack of information on working human rights in the face of a lack of labor rights education for teenagers. In fact, it is very desirable to learn the meaning of labor in adolescence and experience the scene where actual labor is done, as one can faithfully prepare oneself to become an adult through understanding and experience labor. However, due to their young age, such as lack of social experience, they are placed in the position of "weaker" under employment contracts, and the possibility of being infringed on their rights in the labor field is very large compared to adults. Therefore, it is necessary to support and protect the growth of healthy and sound youth, and in this regard, local government-level efforts and policy support to lay the foundation for youth labor and human rights policies. In conclusion, youth labor and human rights should eventually be approached from the perspective of human rights, so continuous efforts and achievement at the local government level are needed for human rights governance, which is desirable in the era of autonomy and decentralization. 본 연구는 만 16세에서 19세까지의 청소년들을 대상으로 고용환경 및 노동환경에 대한 실태를 조사하여 그 결과를 바탕으로 지방정부 차원의 고용 및 노동환경 개선과 청소년 노동인권 실현을 위한 정책방안을 제시하고자 하였다. 연구 결과 청소년에 대한 노동인권교육이 부족한 상황에서 많은 청소년들이 노동인권에 대한 정보가 부족하다고 생각하고 있음이 조사되었다. 사실 노동에 대한 이해와 경험을 통해 성인이 되기 위한 준비를 충실히 할 수 있기 때문에 청소년기에 노동의 의미를 익히고 실제 노동이 이루어지는 현장을 경험해보는 것은 매우 바람직한 것이다. 그러나 청소년은 사회적인 경험 부족 등 나이가 어린 관계로 고용계약상 ‘을’의 위치에 놓이는 등 상대적 약자의 위치에 놓이게 되며, 노동 현장에서 권리를 침해당할 가능성이 성인에 비해 매우 큰 편이다. 따라서 건강하고 건전한 청소년의 성장을 지원하고 보호해야 하며, 이러한 측면에서 청소년 노동인권정책의 기틀을 마련하는 지방정부 차원의 노력과 정책적 지원이 필요하다. 결론적으로 청소년 노동인권도 결국은 인권의 측면에서 접근해야 하므로 자치와 분권의 시대에 바람직한 인권 거버넌스(human rights governance)를 위해 지방정부 차원의 지속적인 노력과 성과 창출이 필요하다고 할 것이다.

지역사회 실업문제 해결을 위한 NGO의 역할

최근의 저성장, 고실업의 경제상황을 맞이하면서 실업의 문제는 사회적으로 가장 시급하게 풀어야 할 과제로 대두되고 있다. 그런데 그간 실업대책의 논의가 국가수준의 논의로 제한되어 있어서 구체적인 지역사회를 중심으로 벌어지는 실업극복 주체들의 활동에 관한 연구는 거의 전무하였다. 이에 본 연구에서는 우선 실업의 문제가 전사회적으로 가장 큰 정책과제로 제기되었던 1998년에서 1999년을 시점으로, 지방정부의 실업대책에 대한 평가를 통해 NGO의 실업극복활동의 필요성을 제기하고자 하였으며, 연구결과 지역의 NGO는 행정 동원적 유형과 정부협력적 유형, 자생 조직적 유형 등으로 구분될 수 있으며, 이 세 가지 활동 유형을 통해 효율적이고 성공적인 NGO 활동이 되기 위해서는 우선적으로 자생 조직적인 NGO 활동을 위한 전제요건들이 충족되어야 한다는 점이 제기되었다. 그러한 전제조건으로는 첫째, 커뮤니티 형성활동의 개발, 둘째, NGO와 정부간의 역할분담, 셋째, NGO 참여의 기회와 통로확대, 넷째, NGO에 대한 재정지원방안의 모색, 다섯째, NGO의 실업대책에 대한 전문적 활동을 기반으로, 대안적 정책과 지역공동체 모델이 요구된다. 이러한 전제요건들이 충족되었을 경우에야, 행정 동원적 활동이나 정부 협력적 활동의 효과를 기대할 수 있는 것이다. 결국, 중앙정부로부터 지방정부로의 일방적인 행정지침의 하달이라는 경직된 관료주의적 행정집행관행에서 지역의 상황으로부터 지역의 자원을 동원하고 지원체계를 전국적인 차원에서 마련하는 쌍방향의 정책형성의 노력이 요구되는 것이며, 이러한 실업대책의 계획과 운영이 이루어질 때 장기적이고 효율적인 정책의 집행을 기대할 수 있을 것이다.
