This study is to show the suggestion point about logical and useful the way of supply investment finance for the improving regional tourism development. So that to systematize the theories related to supply investment finance that is a serious obstacle in time regional tourism development and to analyze opinion of supply investment finance direction and cognitive factor of specialist about condition in supply investment finance. The slimrnary of the results of the study revealed in the above process is as follows. First, there are 6 factors, $quot;a thrust condition of a public section$quot;, $quot;an institutional condition of supply investment finance$quot;, $quot;an invite condition of private capital$quot;, $quot;an investrreait finance condition of useful local self-governing$quot;, $quot;a thrust plan condition of supply investment finance$quot; and $quot;a division of a role condition of individual supply investment finance$quot; as regional tourism developrrent of cognition fetors to supply investment finance. Second, between cognition factors to supply investment finance and a direction of sully investment finance and a cognition condition of overall supply investment finance have significant relationship.

군사회복지 조례안 제정의 형성과정에 관한 연구 - 성남시 군사회복지 조례안 제정을 중심으로 -

본 연구는 지방자치단체인 성남시에서 군사회복지 조례안‘성남시 군지역사회복지 촉진 및 지원에 관한조례’가 2015년3월4일 재정되는 과정에서의 정책형성과정과 결정이 어떻게 이루어졌는가를 제시하고자한다. 시기적으로 볼 때 광주광역시에서 ‘군사회복지조례’가 제정을 위해 진행 중에 있고, 다른 지방자치 단체에서 ‘군사회복지조례’를 제정하려는 움직임을 보이고 있어서 룰 모델을 제시하고자한다. 군사회복지 조례제정의 배경은 필자와 군사회복지전문가들이 ‘한국형 군사회복지 시스템구축’이라는 주제로 한국사회복지사협회의 지원을 받아 2013년11월에 미국에 군사회복지 해외연수를 다녀와서 한국에서의 군사회복지를 어떻게 실천해야 할 것인가를 연구하면서 접근하기 시작하였다. 군사회복지 조례안을 제정함으로서 그동안군이라는 폐쇄적이고 고립된 조직에서 국민의 군대로서 민·관·군이 복지협의체를 구성하여 지역 커뮤니티를 통해 지원 시스템을 구축하는 데 있다. 지방자치단체 주민 중에는 군 입대를 앞둔 청년들이 있다. 이들은 사회와 격리되어 있는 군에서 일정기간을 복무해야한다. 환경과 생활방식이 다른 곳에서 조직 공동체의 일원이 된다는 것에 두려움을 가지고 있으며, 이들과 그 가족을 지원하기 위한 조례를 제정하면서 어떤절차를 거쳐서 정책형성이 되고 결정이 되어 제정이 되었는가를 살펴보고자 한다. This study is to present how the policy was decided to be formatted in the process of enacting “Ordinance on promotion and supporting military care of Seongnam.” on March 04, 2015 in local goverommunity social welfnments, Seongnam. At the moment establishing “Ordinance on military social welfare” is in process at Gwangju. And, the other local governments show movements to establish that. These are the reason why we propose the role model. It began to study after that the author and professionals on military social welfare went to United States to have foreign study supported by Korea Social Workers Association in November 2013 and they started to study how to practice what they learned. As enacting “Ordinance on military social welfare”, the closed and isolated military can be changed profoundly into people’s military through organizing a social welfare council consisted of the citizen, military, national organization and building supporting system with local communities. There are many youth expecting the military service in local governments. You must serve a period of time where is apart from the society. They would get a fear for being a member of strange organization which has different environments and requires different lifestyle. This study is to show how the ordinance and policy was formatted, decided and enacted for them.

군사회복지정책의 전개과정 분석 연구 : 주요정책 참여자들의 활동을 중심으로

군사회복지정책은 가족, 군대, 그리고 국가와의 관계 속에서 인식할 필요가 있다. 군사회복지정책이 요청되는 일차적 사회요인은‘사회적 이슈’로서의 군인과 그 가족의 문제이다. 군사회복지정책은 군대 혹은 군인을 대상으로 한 사회복지의 한 영역으로 군과 사회복지가 조합된 개념이다. 군사회복지정책은 군이라고 하는 특수한 조직에 환경과 인간의 유기적 상호작용을 강조하는 사회복 지적 가치가 조밀하게 융합될 수 있을지에 대해서는 상당한 쟁점이 존재한다. 이 같은 쟁점은 정책의 형성과정에서 군사회복지정책의 방향과 내용을 결정짓는 중요한 변수로 작용한다. 따라서 군사회복 지정책의 형성과정을 연구하기 위해서는 사회복지정책이 가지고 있는 고유한 특성에 대한 고찰에서 부터 정책의 형성과정에 대한 선험적 논의를 통해 정교한 분석의 틀을 제시하는데 에서 출발해야 한 다. 본 연구는 시기적으로 2005년부터 2008년까지이다. 2005년도는 군사회복지사제도화를 추진하고, 병 영생활전문상담관제도를 채택했으며, 군사회복지에 대한 국민적 열망에 의해 사회복지단체와 군사 회복지전문가의 활동이 체계화되었다. 2008년도는 군인복지기본법이 시행된 시기이다. 이 기간 동 안 입법부와 군사회복지전문가, 군사회복지단체는 군사회복지사제도의 도입과 군사회복지정책 집 행을 위한 노력을 해왔고 이를 계기로 군사회복지정책이 군대 내의 문제를 자체 해결중심에서 국민 이 함께하는 정책으로 변화하는 시발점이 되었다. 이 연구의 목적은 한국의 군사회복지정책의 형성과정을 연구함으로서 군사회복지정책의 역사적 변 화의 과정과 특성을 규명하고, 향후 군사회복지정책이 추구해야 할 방향과 과제를 도출하는데 있다. 이 연구는 군사회복지의 제도화과정에서 나타난 다양한 이해관계자들의 역학관계를 탐색함으로써 군사회복지의 개념이나 정의 그리고 지원대상이나 범위 등에 관한 체계적인 제도적 대안을 제시하 는데 유용한 관점을 제공해 줄 수 있을 것이다.

Commercial leisure service organizations have their primary objective as earning profit. The structure of commercial leisure has, in common with many other industrial sectors which have undergone considerable structural changes. This study discusses the delivery of commercial leisure services. This study reviews a number of specific topics. First, it defines and describes the leisure industry. The next section concludes with a review of the current status of commercial leisure services. This study identifies 10 major classifications: travel, accommodation, transportation, sports, gambling, entertainment, education, food, leisure related the primary industry, and real property.
