법학전문대학원에서의 공법학 교수방법 및 커리큘럼 ― 행정법을 중심으로 ―

Education of the administrative law at law schools Lee, Kyung-Woon* Emphasizing that the law schools are the main way to produce competent leader of the country, especially its public officials, public law has still to be treated as a important subject under the law school system. Consequently, its curriculum has to suit the development of special knowledge and ability in formulating policies and at their legislative progress to consider public interests to harmonize with private interests as well as the interpretation of the positive law. Beside the general theory, to produce public law specialists, who are competent to develop contemplative faculty based on legal mind, it has to be established total curriculums in each particular area. Aiming at the practice oriented education in law schools, a unified teaching is desirable, so that in the area of the public law, at least the establishment of a combined subject of the constitutional law and the administrative law is expected. The biggest problem in the conventional manner of lecture is that the students become passive or inactive in the education. Some new teaching methods are presented such as 'case method', introducing the 'problem method' and emphasizing on practice. Those new methods are verified by American law schools being of use to develop legal mind. Therefore, it is now urgent to make proper teaching materials for case methods and to develop a standardized textbook for problem method. A cooperative work in the government or in the academic society is needed. 로스쿨이 송무법조인 외에 국가의 지도적 인재, 특히 공직자를 양성하는 주요한 통로라는 점을 강조한다면 로스쿨체제 아래에서도 공법은 여전히 중요한 교과목으로 취급되어야 할 것이다. 따라서 그 커리큘럼도 실정법 해석론만이 아니라 정책수립 및 그 입법화과정에서의 공익의 고려와 사익과의 조화에 관한 특별한 지식과 능력배양에 맞추어져야 할 것이므로 정책적 사고력도 충분히 배양시킬 수 있는 공법 전문가를 양성하는 종합적 교과 과정이 개설되어야 할 것이다. 실무지향적인 로스쿨에서는 통합적 교육이 바람직하므로, 공법의 영역에서는 최소한 헌법과 행정법의 통합과목 설치가 기대된다. 종래의 강의식 방법의 가장 큰 문제는 학생들이 교육에서 소극적 내지 수동적 존재가 된다는 점이다. 새로운 교육방법으로서 사례중심형 교수법(Case Method), 문제해결형 교수법(Problem Method)의 도입, 실무교육의 강화 등이 제시되고 있다. 이러한 새로운 교육방법은 법률가적 사고력을 배양하는데 유용한 것으로 미국 로스쿨에서 실증되었기 때문이다. 그러므로 현재 시급한 것은, 새로운 교육방법을 위한 좋은 판례교재와 표준적 교과서를 만들기 위한 정부 또는 학회 차원의 협동작업이다.
응급기관내 삽관시 FentanyI-Midazolam 병용에 따른 심혈관 반응 및 혈중 Catecholamine 농도의 변화

Background and Objectives: Endotracheal intubation is accompanied with various sympathetic stimulatory responses such as increased blood pressure and heart rate. Several clinical trials to reduce the increased cardiovascular responses by pharmacologic agents including vasodilators, calcium channel blockers, lidocaine, benzodiazepines, narcotics and adrenergic blockers, have been reported. The present study attempted to investigate the changes of blood pressure, heart rate and plasma concentration of catecholamines (norepinephrine and epinephrine) before and after endotracheal intubation. Materials and Methods: Sixty patients were selected randomly. They were divided into two groups as followings: Group I: Treated with diazepam (0.3mg/kg) (n=30) Group II: Treated with fentanyl (2.0μg/kg) and midazolam (0.02mg/kg) (n=30) The changes of systolic blood pressure(SBP), diastolic blood pressure(DBP), mean arterial pressure(MAP), heart pressure(HR) and the plasma concentration of norepinephrine and epinephrine were measured before and 1, 3, and 5 min after intubation, respectively. Results: In group II, SBP, DBP, MAP and the plasma concentration of norepinephrine and epinephrine were significantly decreased (p<0.05) as compared with those in group I. The heart rate also greatly decreased as compared with that of the diazepam-treated group (p<0.05). Adverse effects by the combination of fentanyl and midazolam were not observed. treated group (p<0.05). Adverse effects by the combination of fentanyl and midazolam were not observed. Conclusions: Taken together, these results suggest that the coadministration of fentanyl and midazolam during emergency endotracheal intubation may attenuate postintubation-induced cardiovascular responses.

This paper presents an overview of worldwide electric power development and National $700^{\circ}C$ Hyper Supercritical coal-fired power generation(HSC) focus on materials and manufacturing process. To Increase the efficiency of electric power generation, It is necessary to increase steam temperature and pressure. In that case, New material and manufacturing process shall be developed for boiler and turbine component in high temperature and pressure operating condition. Therefore, Much Efforts in worldwide are progressing to develop materials and manufacturing technology and to build and operate an HSC.
