        As well known, social welfare systems consist of public and private welfare sectors. Programs and agencies of public welfare sector are funded and operated by central and local government, and programs and agencies of private welfare sector are funded and operated by nonpublic entities, for instance, voluntary and proprietary for profit agencies and private businesses. Recently Korean government made community welfare councils in order to corporate with private social welfare agencies and institutions. Members of community welfare councils consist of leaders of private sector of local community and high officials of local government. This means leaders of community social welfare both private and public sectors cooperate each other in decision-making as well as planning of social welfare in local level. This study is intended to find out the problems of community welfare councils system, and propose several alternatives for improving them. For the purpose, articles, data and materials about community welfare councils were analysed and arranged. In this study, several rational alternatives for improving community welfare councils were proposed as follows; First, the establishment of the duties and active plans of the independent subjects for the local welfare systems should be arranged, suitable for social and economical changes. Second, the local government should adopt a more open policy to form a network to recover trust from the local society. To form both public and private trust in the local society, the process of discussion between the independent subjects should let the local government accept the private and civil society as a companion and recognize them as a partner who establishes the welfare system of the local society together. Third, the central government is an axis, responsible for public welfare with the local government, which should reconsider the inequality of the finance-independence between the local self-governments and seek for effort in increasing the welfare finances to overcome the weakness of it. Fourth, in the field of private welfare, the establishment of a private-resource network centering around the society welfare council, a procedure of arrangement and assesment of a welfare plan in close connection with the social public welfare system, and an effort to set up a task scientifically and professionally for the future focusing on the local welfare needs is seriously required. Fifth, the participation and monitering of the local civil society group should be institutionalized and the endeavor to systematically expand has to be made. Lastly, it is necessary to establish a democratic decision-making structure between civil and governmental groups in the decision-making process, in order to achieve the original purpose of the local social welfare council. A democratic decision-making structure will enable the cooperative governance of the public and the government.

        토피아리 유형별 경관구성 선호도 분석

        토피아리는 자연 그대로의 식물을 여러 가지 동물모양으로 자르고 다듬어 보기 좋게 만드는 기술 또는 작품을 일컫는다. 17~18세기에 유럽에서 유행하였는데 한국의 경우 1990년대 이후 꽃박람회 및 화훼전시 공간에 토피아리를 활발하게도입하고 있다. 본 연구의 목적은 토피아리 경관구성 유형별 이미지 표현 및 소재에 대한 선호도를 조사하여 효과적인 토피아리도입방안을 제시하고자 한다.연구방법은 2000년부터 2010년까지 국내․외 박람회 및 화훼전시 공간, 식물원, 정원 등에 도입된 토피아리를 사진으로현지촬영하여 2010년 10월 20일부터 2010년 11월 20일까지 설문조사를 하였다. 토피아리 유형은 단독배치형과 조합배치형으로 구분한 후 「캐릭터형」,「식물형」,「동물형」,「사람형」,「조형물평면형」,「조형물입체형」,「글씨형」,「정원형」등으로 분류하였으며 소재는 ‘수목’, ‘첨경물’, ‘이끼’, ‘초화류’ 등으로 분류하였다. 응답된 설문지 250부를 통계처리하였다. 연구결과는 다음과 같다.첫째, 토피아리에 대한 이미지는「인상적인」,「재미있는」,「신기한」,「아름다운」,「정교한」,「자연스러운」,「조화로운」 등의 이미지를 느끼는 것으로 나타났다.둘째, 토피아리 유형에 대한 선호도는 1개를 배치한 단독배치형보다 2개이상으로 구성되는 조합배치형을 선호하였다.셋째, 토피아리 이미지 표현에 있어 소재에 대한 선호도의 경우 「인상적인」,「신기한」,「정교한」 표현을 할 경우 ‘이끼소재’가 효과적이며, 「재미있는」 표현을 할 경우 ‘첨경물’, 「아름다운」,「자연스러운」,「조화로운」 표현은 ‘수목’을 소재로 사용하여 표현하는 것이 효과적인 것으로 조사되었다.넷째, 토피아리 연출에 있어 가장 효과적인 표현방법은「인상적인」이미지 표현으로 ‘이끼’를 소재로 사용하여 ‘사람형’으로 구성하여 ‘조합배치’ 하는 것으로 응답되었다. Topiary is the technology, or the work of cut and pruned plants in to the figure of various animals, for aesthetic purposes. Topiary had been in fashion in Europe in the 17th and 18th centuries but, in Korea, the topiary has been introduced actively in the exposition and exhibition spaces of flowers since 1990s. The purpose of this study is to investigate the expression of images by topiary landscape composition type and preference for the materials, and to suggest an introduction method of topiary. As the studying method, the topiary which was introduced in the domestic and foreign exposition, the space of flower exhibition, botanical gardens, and other gardens from 2000 to 2010 had pictures, and taken a survey was performed from October 20, 2010 to November 20, 2010. The types of topiaries were divided into ‘character type’, ‘plant type’, ‘animal type’, ‘human type’, ‘sculpture-plane type’, ‘sculpture three-dimensional type’, and ‘letter type’, and the materials were divided to ‘tree’, ‘sculpture’, ‘moss’ and ‘flower of a herb’. The answered 250 questionnaires were treated statistically. The result of the study is the following. The first, the image for the topiary was 「impressive」「interesting」「novel」「beautiful」「elaborate」「natural」 d 「harmonious」. The second, the preference for the type of topiary was preferred to the 2 or more combined arrangement type more than single arrangement type arranged one. The third, in case of material as the image expression of topiary, the moss-material was effective for the expression of ‘impressive’, ‘novel’, and ‘elaborate’, the sculpture was effective for the ‘interesting’, and the tree was effective for the ‘beautiful’, ‘natural’, and ‘harmonious’. The forth, as the most effective expression method of topiary direction, the ‘moss’ was used for the ‘impressive’ image expression, and the ‘combined-arrangement’ was effective as the ‘human-type’.

        Accuracy of Needle Placement in Cadavers: Non-Guided Versus Ultrasound-Guided

        Objective To compare the accuracy rates of non-guided vs. ultrasound-guided needle placement in four lower limb muscles (tibialis posterior, peroneus longus, and short and long heads of the biceps femoris).Methods Two electromyographers examined the four muscles in each of eight lower limbs from four fresh frozen cadavers. Each electromyographer injected an assigned dye into each targeted muscle in a lower limb twice (once without guidance, another under ultrasound guidance). Therefore, four injections were done in each muscle of one lower limb. All injections were performed by two electromyographers using 18 gauge 1.5 inch or 24 gauge 2.4 inch needles to place 0.5 mL of colored acryl solution into the target muscles. The third person was blinded to the injection technique and dissected the lower limbs and determined injection accuracy. Results A 71.9% accuracy rate was achieved by blind needle placement vs. 96.9% accuracy with ultrasound-guided needle placement (p=0.001). Blind needle placement accuracy ranged from 50% to 93.8%.Conclusion Ultrasound guidance produced superior accuracy compared with that of blind needle placement in most muscles. Clinicians should consider ultrasound guidance to optimize needle placement in these muscles, particularly the tibialis posterior.

      • YBCO 초전도체의 효과적인 플럭스 피닝 센터로서의 나노 크기 $BaCeO_3$ 합성

        In this work, nano size $BaCeO_3$, which is a possible flux pinning medium of melt processed $YBa_{2}Cu_{3}O_x$ superconductor, was synthesized by the conventional solid state reaction method using powders. $BaCeO_3$ and $CeO_2$ were mixed thoroughly using a ball milling for 24 hours and calcined at $1200^{\circ}C$ for 5 hours for the formation $BaCeO_3$ powder. The obtained $BaCeO_3$ powder was attrition milled at various milling times of 60 min, 120 min and 240 min. The $BaCeO_3$ powders of various milling times were mixed with $YBa_{2}Cu_{3}O_x$ powder. Seed melt processed $YBa_{2}Cu_{3}O_x$-$BaCeO_3$ (15wt.%) superconductors were prepared and the superconducting properties were investigated. It was found that $T_c$ of $Y_{1.5}Ba_{2}Cu_{3}O_x$ samples was not significantly affected by $BaCeO_3$ addition, but $J_c$ of samples was increased by $BaCeO_3$ addition. The $J_c$ improvement by fine $BaCeO_3$ powder (120 min attrition-milled) was effective at low magnetic fields less than 2 T.
