자치경찰제 실시에 따른 여청수사 강화 방안에 관한 연구 - 경찰공무원의 인식을 중심으로 -

The fact that the self-governing police system was simultaneously implemented on a nationwide basis from July 1, 2021 served as an opportunity to boost the participation of local residents in future local autonomy and raise the expectations of local residents. The self-governing police system is meaningful in promoting customized regional safety by securing local public order on its own. Introduction of the autonomous police system, there has been no discussion or research on ways to enhance the expertise of autonomous police investigators, such as autonomous police welfare, resident participation system, and regional security system. The investigation of women's agency, which the autonomous police will be in charge of, is a crime close to the people's life, and if the professionalism of the investigation by the investigators is low or insufficient, the damage will be returned to the people. The purpose of this study is to make policy suggestions on how to strengthen the investigation of women agency following the implementation of the local & municipal police system, focusing on the perceptions of police officials across the country. The temporal scope of this study was limited to after 2000, when the government's policy will and social interest in the local & municipal police system began to focus. On the other hand, for the spatial scope, we studied the perception of the measures to strengthen the investigation of women's agency following the implementation of thelocal & municipal police system, focusing on police officers across the country, and diversified the sample such as gender, age, career path, and work department. For empirical research, a survey was conducted using the self-assessment method targeting 454 male and female police officers in their 20s or older nationwide. Meanwhile, the data collected in this study were analyzed using the SPSS program (ver. 21) statistical package. In this study, policy suggestions are made as follows. First, it is to organize the investigation of female and juvenile probing into the National Investigation Headquarters. Second, if it is not possible to change the female and juvenile investigation into national police affairs, such as difficulties in legislative revision, an educational institution such as the National Police Investigation Training Institute for each metropolitan government is established. Third, it is to establish a plan to improve the efficiency of the investigation of female and juvenile between the national police and local governments. 2021년 7월 1일부터 자치경찰제도가 전국적 단위로 동시에 시행된 것은 향후 지방자치에 대한 지역주민의 참여 활성화와 함께 지역주민의 기대감을 고양하는 계기가 되었다. 자치경찰제도는 지역의 치안을 스스로 확보하여 맞춤형 지역 안전을 도모하는데 의의가 있다(강남수, 2022: 1). 자치경찰제도의 도입목적은 중앙집권적인 국가경찰의 지방분권화를 통해 지역실정에 적합한 경찰서비스를 제공하기 위한 것이다. 이는 경찰이 국가 지배권력집단의 이해관계에 좌우되지 않고 정치적으로 중립성을 확보하는 동시에, 분권화된 경찰권과 전문성을 바탕으로 개인의 인권을 보다 보호할 수 있어야 한다는 의미이다. 이렇게 되면 국민의 경찰에 대한 신뢰와 경찰의 위상은 자연스럽게 확립될 수 있을 것이다(최선우, 2022: 292). 본격적으로 자치경찰제도가 시행되면서 각 시·도별 자치경찰위원회가 구성되었는데, 위원회는 합의제 행정기관으로 독립적인 업무를 수행한다. 시행과 함께 발굴된 1호 시책으로 사회적 약자 분야 사업 11개, 안전분야 3개, 협업 네트워크 구축 1개, 경찰복지 분야 1개 등이다. 이 가운데 대부분의 위원회에서 시행하고 있는 사회적 약자 분야 사업은 아동학대·학교폭력 예방, 교통약자 보호 사업 등으로 주민들의 체감안전도를 높이고 더욱 주민 곁으로 다가가기 위한 정책을 추진중이다(치안정책연구소, 2022: 28). 제도시행 1년이 넘어가면서 제도변화 초기에 나타나는 치안체계의 패러다임 변화에 따른 일련의 충격은 상당부분 진정되어가고 있다. 특히 수사권 조정 등으로 인한 경찰권 비대화에 따른 경찰권에 대한 통제 문제가 국가·사회적으로 최대 관심사로 부각되고 있는 현재의 시대적 환경변화를 고려할 때, 자치경찰제의 고도화를 통하여 경찰권의 분산과 경찰권에 대한 민주적 통제를 보다 견고하게 자리매김할 필요가 있다는 관점은 상당한 설득력을 지닌다(이상훈, 2022: 8). 현재 시행되고 있는 자치경찰제에 대한 맹목적인 비판이 아니라 이를 보완하고 개선하려는 노력이 필요하다. 완전한 의미의 자치경찰제 도입을 위한 법 개정을 확신할 수 없는 상황에서 현 상황을 인정하고 발생이 예상되는 문제점을 해결하는 것이 보다 현실적인 대안이기 때문이다(홍승표, 2023: 172). 본 연구는 전국 경찰공무원들의 인식을 중심으로 자치경찰제 실시에 따른 여성청소년 수사(이하 여청수사) 강화 방안에 관해 정책적인 제언을 하고자 함에 목적이 있다. 본 연구의 시간적 범위는 자치경찰제에 대한 정부의 정책 의지와 사회적인 관심이 집중되기 시작한 2000년 이후로 한정하였다. 한편 공간적 범위는 전국 경찰관을 중심으로 자치경찰제 시행에 따른 여청수사 강화 방안에 대한 인식을 연구하였으며, 성별, 연령, 입직경로와 근무부서 등 표본을 다양화하였다. 실증적인 연구수행을 위해 전국 20대 이상 경찰관 남녀 454명을 대상으로 자기평가 기입법을 통한 설문조사를 실시하였다. 한편 본 연구의 수집된 자료는 SPSS 프로그램(ver. 21) 통계패키지를 이용하여 분석하였다. 분석기법은 변수들 간의 타당도와 신뢰도를 검증하기 위해 신뢰도 분석(reliability analysis)을 실시하였다. 인구사회학적 특성에 따른 주요 변수들의 차이를 검증하기 위해, 독립표본 T-검정(independent two samples t-test)과 일원배치 분산분석(one-way ANOVA)을 실시하였다. 주요 변인들 간의 관계를 살펴보기 위해, 상관관계 분 ...

For the first time in the Kingdom of France, being accustomed to traditional Catholicism Protestantism began to emerge during the reign of King Francis I. Protestants sects were not made until the end of the reign of King Francis I. Instead, they were equipped with the form of the general congregation. Until the reign of the mid-Henry II Protestants have been influenced by Lutheranism. By the end of the reign of Henry II the French Protestants under the influence of Calvinism has grown into a hierarchical system in the maintenance of the system of doctrine and faith communities with one sect. The reign of Francis II entered the Calvinist sects to grow as a partisan power struggle taking began. The Calvinist conducted the collective armed uprising, ‘the conspiracy of Amboise’. Calvinistic factions as having a competitive edge wave is during the reign of Charles IX. This thanks to the political balance of the Queen Mother. 전통적으로 가톨릭주의에 젖어있던 프랑스 왕국에 처음으로 프로테스탄티즘이 출현하기 시작하였던 시기는 프랑수아 1세 치세기(1515-1547)이다. 당대의 박해 열풍 속에서 프로테스탄트들은 종파 형태를 갖추지 못한 채 일반 회중의 형태로 집회를 유지하고 있었다. 앙리 2세 치세(1547-1559) 중반까지 프로테스탄트들은 루터주의의 영향을 받았으나, 앙리 2세 치세 말에 이르러 칼뱅의 영향 아래 교리체계의 유지와 신앙 공동체 내 위계제도 등을 갖춘 하나의 종파로 성장하게 되었다. 프랑수아 2세 치세(1559-1560)에 들어서 가톨릭파에게 정치적으로 경사된 정책의 실행 결과 칼뱅주의 종파는 잃어버린 권력을 되찾기 위한 투쟁을 감수하는 정파로 성장하기 시작하였다. 즉, 칼뱅주의파는 ‘앙부아즈 음모’라고 하는 집단적 무장봉기를 감행하였으며, 이를 계기로 자신들의 정치력 강화와 칼뱅주의 의식의 허용 등을 공개적으로 요구하기 시작하였다. 샤를르 9세의 치세가 시작되면서 칼뱅주의파는 정파로서의 경쟁력을 갖추게 되었다. 이것은 양파로부터 미성년인 국왕의 신변을 보호하고자 했던 태후의 균형정치에 의해 反 가톨릭파에게 왕실의 힘이 실리면서 가능하게 된 것이었다.

Enhanced Performance of Organic Photovoltaic Devices by Photo-Crosslinkable Buffer Layer

The performance of organic photovoltaic devices was enhanced by insertion of the photo-crosslinkable buffer layer. This buffer layer was formed by a photo curable precursor with bithiophene and pentadienyl moieties. The fill factor of the device with this buffer layer exceeded 0.7 in the organic photovoltaic cell. The characteristic of the photo-crosslinkable property enabled this buffer layer to be inserted between the hole extraction layer and the active layer, which formed an ohmic contact with both layers. The insertion of the buffer layer induced a 20%enhancement in conversion efficiency by small increases in the short-circuit current and the open-circuit voltage,and a huge increase in the fill factor. This photo-crosslinkable buffer layer acted as a leakage current reducing layer as measured by the reduced dark current. The high crystallinity and smooth surface of this buffer layer resulted in improved surface morphology and internal packing, thus enhanced the fill factor.

By the end of the century from the time of Charles IX, the swirls of religious fanaticism and sectarian passions was the long-term causes of the French religious wars. Early in the religious wars between Protestants and Catholics began to spread mutual slaughter. Then Michel de L’Hôpital, who was appointed by the Queen Mother Catherine de Médicis, was longing for the strengthening of the monarchy tarnished and the preservation of the kingdom torn. From when Michel de L’Hôpital was appointed Chancellor to the first religious war, he was devoted to religious harmony and was set to draw a sketch of patriotism. In other words, he led registration to the edict of Romorantin, preventing the execution of the prince of Condé, promulgating the edict of Orléans, drafting the ordinance of April and promulgating the edict of January 1562. From the period of the peace of Amboise to the second religious war, he was devoted to political integration and made a complete picture of patriotism. In other words, he had to run to retake the city of Le Havre, cut off intervention of the Council of Trente, establish the foundations of Gallicanism, the declaration of the King’s majority and the tour of the Kingdom. As such this, a powerful political force came out in the Queen Mother and Michel de L’Hôpital’s patriotism was implemented by this. But When she who was sensitive to political interests withdrew support for him, his patriotism could not visualize. Because the measures were biased Catholic and the catholics to defend the orthodox religion seemed obsessed. The huguenot also was induced as a result of the backlash. Even though Michel de L’Hôpital’s patriotism was short-lived, which existed only for the duration of his chancellery, he left behind more success than failure about the religious harmony and political integration performing the chancellery during the eight years. 거짓말탐지 검사에서 혐의자와 인식있는 무죄자의 질문 및 자극제시방법에 따른 생리적 반응의 차이

범죄자와 함께 범행 현장에 있었다는 사실만으로 용의자가 될 수도 있다는 가능성에 초점을 두고, 첫째, 범행관련 정보의 인식 유무에 따른 피험자 3집단(유죄, 인식있는 무죄, 인식없는 무죄)의 생리반응의 강도 차이를 둘째, 3가지 자극제시(질문법, 질문과 시각자극, 시각자극) 방법에 따른 생리반응의강도 차이를 셋째, 기존의 피부전도반응과 심장박동반응 지표와 더불어 심장박동변이도 중 하나의 지표인 LF/HF 지표와 뇌전도에서 분석한 알파파 좌우비대칭성, 베타파와 세타파가 폴리그래프 검사에서 거짓말 탐지의 유용한 지표로 사용될 수 있는가를 살펴보았다. 의무경찰 30명을 대상으로 거짓말탐지 검사를 실시하고, 반복측정 이원 변량분석과 각 반응의 차이를 상관 t 검증을 실시하였다. 그 결과, GSR, HR 지표에서 거짓말을 탐지하는 데 효과적임을 입증하였으며. 질문법, 질문과 시각자극, 시각자극에서유의미한 것으로 나타났다. 알파파 좌우대칭 지표는 GSR의 결과를 보충하는 자료로 사용될 수 있으며, 베타파 지표와 세타파 지표는 유·무죄집단을 변별하는데 활용될 수 있다. 끝으로 연구결과의 한계와 방향성의 제언을 덧붙였다.

수사경찰의 직무만족에 미치는 영향 연구 - 수사경과자의 인식을 중심으로 -

This study aims to examine the factors that influence the job satisfaction of investigative police officers, focusing on their perceptions and suggesting the direction for their development by enhancing their job satisfaction. A self-assessment questionnaire survey was conducted on 141 men and women, and factor analysis and correlation analysis were performed. The policy recommendations for improving the job satisfaction of investigative police officers are as follows. First, the workload needs to be improved. Excessive workload has been pointed out as a chronic problem for investigative police officers, resulting in frequent transfers to other departments and abandonment of investigative tasks. To improve the workload, it is essential to increase the number of investigative police officers. Second, it is necessary to secure professionalism. To ensure the professionalism of the investigative police, homogenization and elaboration should be done through systematic training. Third, improve working conditions. Various ways should be explored to improve and develop the working conditions of the investigative police. Fourth, it is necessary to secure social support. Publicity about the advantages and difficulties of the investigative police should be strengthened. This study was conducted with a limited number of respondents using a sample survey method, which did not provide sufficient analysis of the broader factors related to the job satisfaction of investigative police officers. It did not reflect changes in perceptions of investigative police officers or changes in each factor over time. These issues should be addressed in future research.
