        노인대학의 교육 프로그램에 대한 만족도 조사 연구

        본 연구는 의정부시에 거주하고 있는 노인교육 수요자인 60세 이상의 고령자를 대상으로 관내 노인종합복지관의 노인대학(교실)을 이용하고 있는 노인 100명을 대상으로 교육프로그램에 참여동기, 교과과정, 수강생의 교육수준이 교육프로그램의 만족도에 미치는 영향에 대한 조사 연구이다. 결과 도출을 위한 조사 완료 설문지는 SPSS24.0 프로그램으로 통계처리를 하였으며, 각각의 연구가설을 규명하기 위하여 빈도분석, 기술통계, 다중회귀분석 등의 방법으로 진행하였다. 이론적 배경에서는 선행연구를 통하여 본 연구의 주제에 대해 검토하였으며, 노인대학의 개념, 노인교육의 필요성 등을 질적 연구로 분석 하였다. 또한 우리나라 노인대학의 프로그램의 현황에 대해서도 이론에 언급하였다. 본 연구의 결과 모든 독립변인들은 교육프로그램 만족도에 유기적으로 영향을 미치는 것으로 나타났으며, 향후 노인 대상 교육프로그램의 개발 및 개선에 반영되어 노인교육 분야의 기반연구 및 기초자료로 활용하고자 한다. This study is the survey research about the influences of participation motive, curriculum, and educational attainment of students on satisfaction about educational programs, which was conducted on senior citizens who use senior citizens` college(classroom) in comprehensive social welfare centers for senior citizens in the region among those in their 60`s and higher, who reside in Uijeongbu and are demanders of education for senior citizens. The completed survey questionnaires for deducing the results were statistically processed by SPSS 24.0 program, and in order to figure out each research hypothesis, the methods such as frequency analysis, descriptive statistics, multiple regression analysis, etc were applied. In the theoretical backgrounds, for reviewing the previous studies, the subject of the study was reviewed, and the concept of senior citizens` college, necessity of education for senior citizens, and so forth were analyzed with qualitative studies. In addition, the current status of programs of senior citizens` college in Korea was also mentioned in the theoretical part. For the result of the statistical analysis, it was conducted about satisfaction of educational programs for senior citizens, on 100 senior citizens who use senior citizens` college(classroom) of comprehensive social welfare centers for senior citizens in the region among those in their 60`s and higher, who reside in Uijeongju, Gyeonggi-do. The results of the study show that every independent variables affect closely satisfaction of educational programs. It is expected that this study will be basic sources for studies to develop educational programs for senior citizens in future.

      • Study on Improving the Function of Senior Citizen Centers at RISK in KOREA

        The aim of this research is to study the functions of senior citizen leisure and welfare centers that are auton-omously managed and operated by senior citizens in order to contribute to senior citizens’ ability to live a healthy life in their old age. Based on December 2016 statistics, there are 3,369 senior citizen centers in Seoul with ap-proximately 7 or 8 in each ‘dong’ (administrative unit). There are approximately 68,000 centers nationwide, mak-ing South Korea’s senior citizen centers the most accessible in the world. Moreover, it can also be considered a social overhead capital as an excellent delivery system of senior welfare through its undertaking of beautiful and fine customs as well as delivering culture. This study conducted a survey of presidents from 3,369 senior citizen centers between the periods 2016. 4. 1 and 2016. 6. 30 in Seoul and analyzed 3,100 valid samples.The SPSS/WIN 21.0 program was utilized for data analysis. The goal of this research is to propose a solution that can secure effective management capabilities by improving the functional operation system of senior citizen centers, which is projected to contribute to strengthening senior citizen centers’ quality management.

        노인종합복지관 남성노인의 운동프로그램 참여제약

        The main purpose of this study was focused on supplying concrete data of improving and revitalizing male-senior-citizens’ recreational life and understanding the proper reason of the senior male citizens’ low participation rate on the exercise programs. The followings are consequences of the study that were based on collected data from qualitative research method such as an in-depth interview and participating observation. First, senior male citizens’ participation rate was extremely lower than senior female citizens’ rate. Second, severe disproportion was indicated on senior male citizens’ participation depending on types of exercise programs at the senior community center. Third, the cause of the constraint on participating exercise programs was appeared on senior male citizens who had difficulties on adapting identity changes due to loss of social consciousness due to their recognition on creating intimate family network as a new challenge. Fourth, by comparing with females, senior male citizens had relatively higher feeling of a sense of alienation when they participated on programs and also they were negatively affected due to the aware of others’ attention. Fifth, the lack of senior male citizens’ participation programs was appeared because the programs at senior community centers were mostly designed for female senior citizens. At last, due to the communication problems, which senior male citizens proposals and security issues were mostly not accepted by the community center.

        일본 노인클럽의 고령자 사회참여활동-집단적 자기교육 특징에 주목하여

        This study aims to determine the strategy to improve the social participation activity of elderly from the viewpoint of self-education. An analysis was performed for the characteristics and significance of the social participation environment created through senior citizens' club which have taken root as part of elderly welfare in communities throughout the super-aged society of Japan. Two aspects of senior citizens' clubs were examined. First the study analyzed the policies of the Japan Federation of Senior Citizens' Club (JFSCC) in creating various opportunities for social participation ever since the introduction of senior citizens' club to the social participation environment in the 1950s. Second, the study also looked at community activities and national campaigns that have been established under the guidance of JFSCC. The analysis in this study was based on JFSCC's history. The results show that senior citizens' clubs were able to develop the social participation environment for the aged, thanks to the following condition for self-education of elderly facilitated by the leadership of JSFCC. First, there was consistency in the pursuit of social value and resources for happiness of senior citizens. Second, national campaigns were organized to promote community activities and offer support in resolving elderly issues. Third, senior citizens' clubs served as environment for self education of the aged to change the negative image of elderly and contribute to community development The research emphasizes the importance of participation of senior citizens to social organizations. Moreover, the research suggested that participation on social organization helps the Senior Citizens to socialize more to other people. Futhermore, this research suggested the importance of "Support Organization" such as JFSOC and special programs for the collective self-education through group activities, in empowering senior citizen, giving them opportunities to learn and grow on their own. 본 연구에서는 노년기의 행복과 사회참여에 관한 선행연구를 분석하여 노년기 사회참여활동지원에 필요한 전략을 고령자의 자기교육 관점에서 발견하고자 하였다. 그리고 이와 같은 접근을 뒷받침하기 위하여, 고령자 친목ㆍ교류를 위한 복지 환경으로서 일본 '노인클럽'의 사회참여의 특징을 분석하였다. 분석의 대상은, 노인클럽의 지역 활동과 전국운동인데, 특히 본 연구에서는 노인클럽의 사회참여환경을 개발하여 온 전국노인클럽연합회(약칭, 전노련) 사업을 중점적으로 분석하였다. 전노련 30년사 자료를 고찰하여 일본의 '고령화 사회 단계'에서 전노련이 수립, 보급한 노인클럽 지역 활동 지침과 전국 운동 전략의 특징을 살펴보았다. 본 연구 결과, 고령자의 자기교육 관점에서 전노련 사업에 나타난 특징을 다음과 같이 분명히 하였다. 첫째, 고령자의 행복을 우선으로 하는 정책 형성 및 자원 확보를 위한 사회운동을 전개하여 고령자 권익옹호의식을 고양한 점이다. 둘째, 노인클럽의 활동 지침, 규정 등을 마련하여 고령자가 고독을 해소하고 더 나아가 자기를 실현하도록 집단 활동의 방향설정과 체계화를 도모한 점이다. 셋째, '전국운동'을 통하여 고령자 스스로 사회의 과제를 짊어짐으로서 고령자에 대한 사회인식을 변혁해 간 점이다. 이러한 결과를 토대로 본 연구에서는 한국 사회에서도 자생적 고령자 지원 단체의 육성과 지원의 중요성을 주장하였다. 그리고 고령자 사회참여 환경에는 타인과 상호작용, 공동 활동 경험을 통하여 불완전한 자신과 동세대의 문제를 이해하고 함께 극복해 가는 집단적 자기교육 프로그램이 필요함을 제기하였다.

        기초자치단체 시의 노인종합복지관 민간위탁 결정요인에 관한 연구: 정치・사회적 요인을 중심으로

        This study analyzed what factors affected the adoption of contracting-out by the senior citizens' welfare centers in primary governments at the moment when the local administrative system was implemented for 23 years. In Korea, with the IMF as the starting point, contracting-out began to be actively utilized to reduce the financial burden of the public sector and to reduce the expanded public sector, which is now widely used in many public service sectors. In particular, most senior centers that provide comprehensive welfare services for senior citizens are operated through private trust at this point in Korea, which has entered an aging society. In this study, we established the ratio of population and financial factors that could affect the decision of the civilian trust of the senior welfare center (the ratio of the elderly population over 65 years of age, the density of the elderly population, the number of senior citizens per civil servant, the percentage of the social welfare budget per civil servant) and pledge 1 (the senior welfare center for senior citizens), the ratio of civic or private institutions, and non-profit organizations. The number of contracting-out for senior citizens was set by the relevant primary governments as a dependent variable. According to the analysis, the number of senior citizens per civil servant and the percentage of non-profit organizations (+) per civil servant are affected by the number of senior citizens selected by senior citizens' general welfare centers. Based on the results of this research, we propose the need to enhance the expertise of government employees in charge of institutional devices and tasks for participation of non-profit organizations in the adoption process of contracting-out for senior citizens in primary governments. 본 연구는 23년 간 지방자치제도가 시행되고 있는 현 시점에서 기초자치단체 시 노인종합복지관의 민간위탁 채택에 어떠한 요인이 영향을 미치는지를 분석하였다. 우리나라의 경우 IMF를 기점으로 공공부문의 재정적 부담을 줄이고, 팽창된 공공부문을 감축시키고자 민간위탁이 적극 활용되기 시작하였으며, 현재 이러한 민간위탁 방식은 많은 공공서비스 분야에서 널리 활용되고 있다. 특히 고령화 사회로 접어든 우리나라의 현 시점에서 종합적인 노인복지서비스를 제공하고 있는 노인종합복지관의 경우 대부분 민간위탁 방식으로 운영되고 있다. 본 연구는 노인종합복지관 민간위탁 결정에 영향을 미칠 수 있는 인구・재정적 요인 변수 65세 이상 노인인구비율, 노인인구밀도, 공무원 1인당 노인인구 수, 사회복지예산비율과 정치・사회적 요인 변수 공약1(노인여가시설 또는 노인종합복지관), 공약2(시민참여 또는 민관협업), 단체장의 출신, 비영리단체 비율을 독립변수로 설정하였고, 종속변수로 해당 기초자치단체 시의 노인종합복지관 민간위탁 채택 수를 설정하였다. 분석결과 인구・재정적 요인 변수 중 공무원 1인당 노인인구 수는 .358의 영향을, 정치・사회적 요인 변수 중 비영리단체 비율이 .247의 영향을 미치는 것으로 나타났다. 본 연구 결과를 토대로 기초자치단체 시의 노인종합복지관 민간위탁 채택 과정에서의 공식적인 비영리단체의 참여를 위한 제도적 장치와 해당 업무를 담당하는 공무원의 전문성 향상을 위한 필요성을 제안해 보고자 한다.

        경로당 이용실태 분석을 통한 발전방안 모색

        By 2025, the elderly population in Korea will reach a super-aged society, accounting for 25% of the total population. The proportion of the elderly population increases as the fertility rate decreases and the life span of the elderly increases over the years. It is a world where one in four people becomes an old man. Therefore, problems such as welfare for the elderly, rights and interests for the elderly, jobs for the elderly, and volunteering for the elderly will occupy a very important position. In proportion to this, the importance of senior citizen centers, which are leisure welfare facilities for the elderly, will be further doubled. Currently, there are about 68,000 senior citizen centers in Korea, and it is surveyed that 4 million people, half of the 8.7 million elderly people, use them. Based on the idea of filial piety for the elderly and the spirit of Hongik human beings, the center for the elderly, is a unique welfare facility for the elderly that cannot be found in the world. The Senior Citizens' Hall is the center of leisure and welfare for the elderly and is a living space for the elderly. In the case of senior citizen centers in Seoul, the number of senior citizen centers is relatively higher than that of the elderly in other cities and provinces, and programs are becoming more specialized and diversified year by year by year. Nevertheless, the welfare program and facility environment of the senior citizen center are still not satisfied. It was intended to contribute to the promotion of the welfare of the elderly by seeking development measures through analysis of the usage status of the senior citizen center in Seoul. By finding the necessary and sufficient conditions for the senior citizen center that they want to go 365 days and satisfying the conditions, they focused on finding ways through survey collection and interviews to contribute to the revitalization of senior citizen centers in Seoul. The times change, the environment changes, and the goals and ideals to pursue change according to the situation of the times. Due to the narrow size of the Seoul Senior Citizens' Hall, most of them are senior citizens' halls with less than 40 pyeong, members use individual senior citizens' halls about five times a week, and the distance from their homes to senior citizens' halls is within 300 meters, making it easy to access. The Seoul Metropolitan Government actively accepts various operational measures to revitalize the senior citizen center in the future, and believes that the main functions of the senior citizen center need continuous attention and support to ensure that leisure, welfare, education, jobs, and volunteering work smoothly through customized programs are developed. It is hoped that it will help revitalize the senior citizen center, which is a love room for the elderly, by studying the problems of realistic senior citizen centers in depth and improving them into specialized and diversified measures. 2025년이면 대한민국의 노인 인구가 전체인구의 25%를 차지하는 초고령사회에 도래하게 될 것이다. 해가 갈수록 출산율은 감소하고 노인수명은 늘어나면서 노인 인구의 비중은 증대되는 것이다. 국민 4명 중 한 명이 노인이 되는 세상이다. 따라서 노인복지, 노인권익, 노인 일자리, 노인자원봉사 등의 문제는 매우 중요한 자리를 차지하게 될 것이다. 이와 비례하여 노인여가복지시설인 경로당의 중요성은 더욱 배가될 것이다. 현재 우리나라의 경로당은 약 68,000개로 노인 인구 900만 명 중 절반인 400만 명이 활용하는 것으로 조사되었다. 경로효친사상과 홍익인간 정신을 바탕으로 태동한 경로당은 세계에서 유래를 찾아 볼 수 없는 우리 고유의 노인복지시설이다. 경로당은 어르신들의 여가선용 및 복지의 중심으로 노인들의 생활공간이다. 서울시 경로당의 경우 다른 시도 노인들에 비해 경로당 이용 인원도 비교적 많고, 프로그램도 해가 갈수록 전문화되고 다양화되어 가고 있다. 그럼에도 불구하고 아직도 경로당의 복지 프로그램이나 시설환경 등은 만족한 상태가 아니다. 서울시 경로당을 중심으로 경로당 이용실태 분석을 통한 발전방안을 모색하여 노인복지에 증진에 기여하고자 하였다. 365일 가고 싶은 경로당의 필요충분조건을 찾아내어 그 조건을 충족하게 함으로써 서울시 노인들이 찾고 기다려지는 경로당 활성화에 기여하고자 설문 수렴을 통해 방안을 찾고자 주력하였다. 시대는 변하고 환경도 변하고 추구하고자 하는 목표나 이상도 시대 상황에 따라 변화되어 간다. 서울시 경로당은 규모가 협소하여 40평 미만인 경로당이 대부분을 차지하고, 회원들은 통상 경로당을 주 5회 정도 이용하고 있으며, 집에서 경로당까지의 거리는 300미터 이내로 접근성이 용이한 것으로 나타나고 있다. 서울시는 앞으로 경로당 활성화를 위하여 다양한 운영방안들을 적극적으로 수용하고, 맞춤형 프로그램 개발을 통해 경로당의 주 기능인 여가, 복지, 교육, 일자리, 자원봉사 등의 기능이 원활하게 작동되도록 지속적인 관심과 지원이 필요하다고 판단한다. 현실적인 경로당의 문제들을 심층 깊게 연구하여 전문화, 다양화된 방안으로 개선되어 노인들의 사랑방인 경로당활성화에 조금이라도 도움이 되었으면 하는 바람이다.

        The Comparative Analysis on the Digital Divide of Senior Citizens through the Preference for Mobile Internet and Social Media

        This study analyzed the digital divide of Korean senior citizens through the preference for smart media. Targeting two media out of mobile internet and mobile social media, the media dependency ratio and the trend of people in their 20s-60s were verified. Regarding the dependency ratio of young people(20s) and senior citizens(60s), in case of mobile internet, people in their 60s were average 8.6% while people in their 20s were average 38.9%, so that the ratio of senior citizens was lower by 30.3%. In case of social media, people in their 60s were average 1%, which was 7.1% lower than people in their 20s(8.1%). And this divide was the digital divide shown in the informatization process through the trend of internet use of senior citizens in their 60s or up. Thus, as the policy measures for solving the digital divide of senior citizens, it would be required to continuously develop the digital cultural programs for senior citizens, to expansively perform the government subsidiary policies like additionally providing the essential information to senior citizens, and also to expand the smart-based infrastructure for senior citizens' participation in economic activities.

        노인의 여가활동참여가 웰니스와 주관적 행복감에 미치는 영향

        The purpose of this study was to effect of senior citizens’ participation in leisure activities on wellness and subjective happiness. In order to achieve this object, the survey was conducted of 402 senior citizens over the age of sixty five living in Busan and using the academy of continuing education, elderly schools and senior welfare centers. It shows following results by analysing the data with SPSS/PC+ 15.0 program. 1) Senior citizens’ participation in leisure activities, wellness and subjective happiness in accordance with social demographic characteristics According to social demographic characteristics of participation in leisure activities, older women join sports leisure activities more often. Men have more leisure time but spend less time in duration. Elderly men have frequent leisure activities and spend longer time on them. 2) Senior citizens’ participation on leisure activities and wellness, happiness Senior citizens’ participation on leisure activities have a partly meaningful influence on wellness. Subjective happiness increases if seniors frequently participate in sports leisure activities longer in duration 3) the wellness of senior citizens and subjective happiness Senior citizens having high physical, sociological and psychological wellness obtain more subjective happiness.

        중소도시 거주 노인의 생활체육 복지서비스 증진 방안 -경상북도 G도시를 중심으로-

        This research aims to search for a solution to promote senior citizens' Sport for all in medium and small cities in Korea. The environment of the senior citizens' Sport for all living in Gyeongsan city, Gyeongsangbuk-Do was selected as a case. Using SWOT matrix, we have found the plan to promote their social welfare service. First, it has been shown by link of university director's field practice, and dispatch of directors through exchange with senior social welfare facilities as part the 'visiting classroom program' of the SO strategy. Second, it has been shown by coming of university supported senior Sport for all program, coming of Namcheon riverside park`s senior Sport for all program, and coming of senior social welfare facilities' Sport for all program as part of the 'coming classroom program' of the SO strategy. Third, it has been shown by sharing of information by establishment of senior Sport for all club, meeting space, and contest of the senior`s Sport for all memorandum as part of the construction of information infrastructure of the WO strategy. Based on these strategies, Gyeongsan city and other medium and small cities have to construct a better environment and support for the seniors to comfortably use their leisure time.
