공항철도 서비스 품질에 관한 사례분석

공항철도는 공항과 서울 도심으로 이어주는 노선이다. 공항과 서울 도심을 연결하기 때문에 해외로부터 온 관광객들의 한국 이미지 형성에 중요한 역할을 한다. 이런 측면에서 공항철도는 한국 관광의 선봉에 있는 첨병과 같은 역할을 한다. 따라서 본 연구는 우리나라 관광산업 활성화를 위해 공항철도 서비스 품질에 대한 연구가 필요하다. 즉, 공항철도의 서비스 품질에 대해서 파악하고 문제점을 개선해야 한다. 본 연구는 공항철도의 서비스 품질을 물리적 품질과 인적 서비스 품질로 구분하여 연구하였다. 본 연구는 해외의 공항철도와 우리나라의 공항철도를 비교하였 다. 분석결과, 우리나라 공항철도는 접근성과 환승거리 측면에서 문제가 있음을 확인하였다. 이에 따라 본 연구는 다음과 같은 연구결과를 제시하고자 한다. 첫째, 공항 이용객들의 선호파악뿐만 아니라 서비스의 다양화를 추구해야 한다. 둘째, 가격 경쟁이 가능해야 한다. 셋째, 환승의 불편함을 개선해야 한다. 마지막으로 통 합요금제의 시행으로 환승편의성과 대중교통활성화를 증진해야 한다. The airport railway connects the airport to downtown Seoul. Because it connects the airport with downtown Seoul, it plays an important role in shaping the Korean image of tourists from overseas. In this respect, the Airport Railroad plays a role as a stepping stone in the vanguard of Korean tourism. Therefore, this study requires research on the quality of airport railway services to revitalize the tourism industry in Korea. That is, the quality of service for the airport rail should be identified and the problems should be improved. This study distinguishes the quality of service of the airport railway into physical and human quality of service. This study compared airport railways abroad with airport railways in Korea. As a result of the analysis, it was confirmed that Korea's airport railways have problems in terms of accessibility and transfer distance. Accordingly, this study intends to present the following findings: First, diversification of services should be pursued as well as identification of airport users' preferences. Second, price competition should be possible. Third, improve the inconvenience of transferring. Finally, the implementation of the integrated fare system should promote convenience of transfer and public transportation activation.

공항철도와 인천공항 자기부상철도 이용객 상관관계 분석

공항철도는 이미 대한민국의 관문인 인천국제공항과 서울역을 잇는 교통허브로 자리매김하였다. 개통 이후 고객 맞춤형 서비스 제공과 다양한 마케팅 활동으로 수송실적은 지속적으로 증가하고 있다 하지만 여기서 멈추지 않고 공항철도의 사업역량 확대를 위해 2016년 7월 인천공항 자기부상철도 운영 및 유지보수 위탁사업에 진출하였다. 이에 공항철도와 인천공항 자기부상철도 간 시너지 효과를 기대할 수 있다. 본 연구에서는 자기부상철도 이용객 행태조사를 시행하였고, 또한 회귀분석 기법을 통해 공항철도 수송인원과 인천공항 자기부상철도 이용객 간의 상관관계를 파악하였다. 분석결과를 기반으로 자기부상철도를 연계한 공항철도 활성화를 위한 마케팅 전략을 도출하고, 또한, 마케팅 전략의 효율적인 활용을 위해 정부와 지방자치단체의 정책적 지원사항을 제언하였다. Airport railroad became one of the major public transportations to access to the Incheon Int’l Airport which is the representative gateway in Korea. After starting the operation, the passengers are continuously increased according to aggressive efforts of marketing for increasing the demand. And Airport Railroad operate the Maglev line business based on commission to expand our industry. We expect synergy between Airport Railroad and Maglev line. We start the survey for maglev line passenger. And The complete survey on site was carried to figure out the correlation between Airport Railroad and Incheon Int`l Airport Maglev line passengers. This study applies for the marketing strategy based on analysis results Finally, it presents the need of political supports to establish the efficient marketing strategy.

인천국제공항 철도 수송분담율 산출 및 제고 방안

공항철도는 2007년 3월 인천국제공항과 김포국제공항간 1단계 구간 개통에 이어, 2010년 12월말 인천국제공항과 서울역간 전구간 개통으로 대한민국의 관문인 인천국제공항의 주요 접근 교통수단 중 하나로 자리매김 하게 되었으며, 최상의 서비스 제공과 적극적인 수요증대 마케팅 노력을 통하여 최근 수송실적이 크게 개선되었다. 하지만, 해외 주요공항과 비교할 때 인천국제공항은 친환경 교통수단인 철도보다는 도로교통수단인 버스와 자가용 이용률이 여전히 높은 수준이다. 이에, 본 연구에서는 인천국제공항의 정확한 철도 수송분담율 파악을 위하여 현장 전수조사를 실시하였으며, 전수조사로부터 나온 결과와 수송분담율 산출 모델을 토대로 인천국제공항의 철도 수송분담율을 산출하였다. 이와 아울러, 인천국제공항의 철도 수송 분담율 증대를 위해 자체적으로 시행한 마케팅 성과를 제시하고, 후속적으로 뒷받침되어야 할 정책적 지원사항을 제언코자 한다. The operation of Airport railroad is started on the first phase which is connected between Incheon Int’l Airport and Gimpo Int’l Airport in March 2007. After then, it is operated on the full-line which is connected between Incheon Int’l Airport and Seoul station in December 2010. Airport railroad hearby became one of the major public transportations to access to the Incheon Int’l Airport which is the representative gateway in Korea. After starting the operation, the riders are continuously increased according to the best service and the aggressive efforts of marketing for increasing the demand. However, the share of the bus or private car as road transportation is still high although the railroad is more eco-friendly transportation than road transportation. Therefore, the complete survey on site was carried to figure out the rail’s share of Incheon Int’l Airport access in accurate, and the rail’s share is calculated with the model of share reflecting the results of survey. In addition, this paper represents the performance of marketing that is implemented autonomously and the proposal of political supports to enhance the rail’s share of Incheon Int’l Airport access.

공항철도 열차운행의 효율적, 안정적 운영 방안에 관한 연구

공항철도는 대한민국 관문인 인천국제공항에서 서울역까지 운행하는 우리나라 유일의 공항 연계철도이다. 대한민국을 방문하는 많은 여행객 및 외국인들이 가장 먼저 접근하고 이용하는 대한민국의 상징적 대중교통인 것이다. 이러한 공항철도 운행노선에 2014 년 6 월부터 KTX 열차가 AREX 열차와 병행하여 운행되면서 여러 가지 문제점이 나타났으며, 특히 2018년 평창 동계올림픽 기간에는 KTX 열차가 145%(32 회) 증편되어 운행되면서 AREX 열차는 안정적으로 운행하지 못하고 많은 열차가 지연운행 등 비 정상적 운행이 이루어졌다. 본 논문에서는 대한민국의 상징적 교통수단인 공항철도를 효율적, 안정적으로 운영하기 위하여 KTX 열차와 AREX 열차가 병행 운행되면서 나타난 문제점을 부각(浮刻)시켜 개선을 유도하고, 운영자 측면에서의 대안을 제시하여 국내 고객 및 외국의 방문객과 관광객에게 안전하고 편리한 이용 서비스를 제공하고자 한다. Airport Railroad is Korea′s only airport-linked railway that runs from Incheon International Airport to Seoul Station. It is a symbolic public transport of Republic of Korea in that many travelers and foreigners visiting Korea use first. As of June 2014, KTX train began to operate in parallel with AREX train on the route of the airport railway. And in particular, during the 2018 PyeongChang Winter Olympic Games, KTX trains were increased by 145%(32 operations added). As a result, AREX trains became unstable and many trains resulted to be delayed. In this paper, the authors will highlight problems caused by such a problematic parallel operation of KTX and AREX, and induce the countermeasure to improve its dysfunction, and then suggest effective alternatives for safe and convenient services to domestic and foreign visitors and tourists.

방한관광 및 지역관광 활성화를 위한 공항철도의 마케팅 활동

공항철도는 한국의 대표적 관문이자 동북아 허브공항으로 성장하고 있는 인천공항과 서울 도심을 가장 빠르고 편리하게 잇는 대표적인 교통수단으로 자리잡고 있다. 최근 성장하고 있는 방한관광 시장에 선제적으로 대응하고, 방한 외국인 이용객 유치를 위하여 국내외적으로 다양한 마케팅 활동을 시행하고 있다. 또한, 서울, 인천, 영종도 지역을 통과하는 공항철도 노선 주변에는 최근 개통한 인천공항 자기부상열차, 영종도 주변의 섬과 관광자원을 연계한 열차상품 개발 등 적극적인 마케팅 활동을 전개하고 있다. 타 도시철도와는 다른 공항철도만의 노선 및 운영 특성을 최대한 활용한 다양한 마케팅 활동을 통해 방한관광 및 지역관광 활성화에 기여하고 있으며, 이에 공항철도의 대표적인 마케팅 사례와 성과를 소개코자 한다. Airport Railroad(AREX) is getting a position as representative transportation connecting with fast and conveniently from the downtown of Seoul to Incheon airport which is the representative gateway of Korea and is growing as hub-airport in the Northeast Asia. In recent, the market of visiting to Korea is growing. As corresponding with this trend in advance, AREX is executing various marketing in the inside and outside of the country to promote more foreigners visiting to Korea. Also, there are many tour attractions as the Maglev operated in recent in Incheon airport, the sea and beach around Yong-Jong island because AREX line is passing Seoul, Incheon and Yong-Jong. AREX is executing the active marketing as developing of train tour product connected with these tour attractions near line. AREX is contributed with promoting of visiting to Korea and local tour by various marketing using the operational characteristics of AREX different from other metro lines. This paper shows the representative examples and performance of marketing regarding this.

인천국제공항철도의 다목적 활용방안-연계체계 개선을 중심으로

The Incheon International Airport Railroad Express(I’Rex) is the railroad that connects Incheon International Airport, Gimpo Airport and Seoul Station. I’Rex is now under construction, and it will be connected to Gimpo Airport by 2007, to Seoul Station by 2010. However, there has been no discussion on how to connect different routes of railway Systems. Therefore it seems likely that rail passenger demand will be lower than that of limousine bus. Therefore, this paper proposes 4 effective connecting methods for I’Rex - (1) Shuttle transport, (2) Short-distance connecting transport (Inside I’Rex, Seoul Subway Line 9, ‘Han-River line’) (3) Mid-distance connecting transport (Jung-ang, Tae-baek, Young-dong line) (4) Long-distance connecting transport (Korea Train Express (Korean high speed railroad)) These methods can increase the connectivity of I’Rex with existing railroads and the competition power of I’Rex against a highway.

서비스수준협약(SLA) 도입을 통한 공항철도 위탁용역 관리 개선

공항철도는 인천국제공항과 서울 도심을 연결하는 가장 빠르고 편리한 교통수단으로서 고객에게 최상의 서비스를 제공하기 위하여 14개 위탁용역 사업에 대하여 서비스수준협약(SLA) 제도를 2013년부터 도입하여 운영 중에 있다. 서비스수준협약(SLA) 제도는 서비스 제공자와 사용자 간의 서비스품질 수준을 정량화한 협약으로서, 공항철도는 기존 인력운영 위주의 위탁용역관리 문제점을 개선하기 위하여 철도운영기관 최초로 위탁용역 전분야에 걸쳐서 서비스수준협약(SLA) 제도를 도입하였으며, 이를 통하여 공항철도에서 제공하는 서비스 수준의 향상, 위탁용역 근로자에 대한 인건비 지급률 향상, 이직률 개선 등의 효과를 거두었다. 또한, 협력사와의 상생경영을 실현하고자 우수한 서비스를 제공하는 협력사에게는 성과보상금 지급 및 계약기간 연장 등의 인센티브를 지속적으로 제공하여 동반성장에도 기여하고 있다. 이에, 본 논문에서는 공항철도의 서비스수준협약(SLA)제도와 성과를 소개코자 한다. Airport Railroad(AREX) is the fastest and most convenient means of connecting Incheon International Airport to downtown Seoul. In order to provide the best service to its customers, the Service Level Agreement(SLA) system has been in operation for 14 consigned services since 2013. The SLA system is an official commitment to the particular aspects of the service - quality, availability, responsibilities – are agreed between a service provider and the user. For the first time as a railroad operator, AREX introduced the SLA system to all of the consigned services in order to improve their administrative problems based on existing manpower management. In this result, the AREX’s service quality has been increased and the personnel payment rate for consigned service workers and their turnover rates also have been improved. In addition, AREX provides incentives such as compensation based on performance and extension of contract period to partner companies that provide excellent services in order to creating win-win outcomes while contributing to mutual growth. Therefore, in this paper, we will introduce the characteristics and achievements of our SLA system.

인천국제공항 접근교통 이용자 행태분석

인천국제공항은 1992년에 수도권 신공항의 입지로 확정되어 2001년 3월에 개항하였고, 현재 동북아지역의 허브공항으로서의 역할을 하 고 있다. 개항한지 3년이 지난 2004년 기준, 국제선과 국내선을 합한 여객 수는 2천 4백만 명, 항공기 운항횟수는 15만 회로써 이 여객수요는 전년 동기대비 121%가 증가하였고, 항공기 운항횟수 역시 전년 동기대비 115%가 증가한 수치였다. 이에 따라 공항이용자 및 공항종사원들이 편리하고 신속하게 공항으로 접근할 수 있는 접근교통시설 및 접근교통수단의 원활한 확보가 매우 중요하게 대두되고 있다. 그러나 현재 인천국제공항을 이용하기 위한 교통시설로는 인천국제공항고속도로가 유일한 지상의 접근시설이며, 다른 통로로는 인천의 월미도와 율도의 선착장에서 선박을 이용하여 접근하는 방법이 있으나 선박을 이용한 접근은 크게 감소하였다. 향후 인천국제공항을 이용할 수 있는 교통시설로 제2연육교와 인천국제공항전용철도가 생길 계획이다. 제2연육교는 2009년에 완공될 예정이며 인천국제공항전용철도는 두 차례에 걸쳐 2007년에 1단계, 2009년에 2단계로 완공될 계획이다.

공항철도 도심공항터미널 활성화 방안

2013년 1,200만명의 외국인이 한국을 방문하였으며, 이 중 58%가 인천공항을 통해 입국하고 있으나, 인천국제공항의 여객수용능력은 2015년 포화상태에 이를 것으로 전망되어 혼잡도 완화를 위해 인천공항에서도 2017년 제2여객터미널 준공을 목표로 건설사업을 진행 중에 있으나, 단기적으로 효과를 얻기 위해서는 인천공항 도착 전 도심에서 여객을 분담할 수 있도록 도심공항터미널 기능을 활성화 할 필요가 있다. 이에 대해, 서울역 도심공항터미널의 운영현황을 기반으로 현 상황의 문제점을 심층 분석하고, 이를 토대로 서울역 도심공항터미널 활성화를 위한 종합대책과 관련법규 개정 등 다양한 시각에서의 정책적인 지원사항을 제언하였다. 12million foreigners visited in Korea in 2013, were 58% to be entering through Incheon International Airport. Incheon Int’l Airport’s passenger capacity is expected to reach saturation in 2015 to relieve congestion in 2017 aimed at 2<SUP>nd</SUP> terminal construction projects completed under way. In order to obtain a short-term effect of pre-arrival distance from Incheon Int’l airport to allow passengers to share the city, there is a need to enable the terminal. In this regard, based the Seoul station City airport Terminal’s operating status of in-depth analysis of the current situation and the problems, Seoul station City airport Terminal based on this, comprehensive plan for activation and revise related laws, policy support from various perspectives, such as the proposal was made.

도시형자기부상철도 선로설계기준 개선방안에 대한 연구

도시형 자기부상철도는 철제 및 고무차륜 철도시스템과 열차의 주행 및 안내방식이 서로 상이하다. 자기부상철도는 차륜과 레일의 비접촉에 기인한 소음·진동 저감효과가 우수한 친환경적 철도시스템이며, 궤도재료에 대한 유지보수가 상대적으로 적어 타 경량전철시스템과 견주어 환경성 및 유지보수 측면에서 우수성을 지니고 있다. 현재 자기부상철도 실용화 사업과 관련한 연구사업은 대전과학관 노선을 시점으로 하여 인천공항 시범노선의 개통을 앞두고 있으며, 향후 상용화 추진을 위해 선로 및 시설물의 최적화와 관련한 연구사업이 진행 중에 있다. 선로구조물은 자기부상철도 전체 사업비의 약 40~60% 차지하고 있어, 자기부상철도 상용화를 위해서는 타 경전철 시스템과 대비하여 안전성과 경제성이 확보된 선로구조물 최적화 방안이 반드시 필요하다. 본 논문은 자기부상철도 상용화를 위한 경쟁력 확보방안으로 차량제원 및 인천시범노선 성능평가에 근거한 자기부상철도의 선로설계기준 개선방안을 제시하고자 한다. Urban maglev system is a method of propulsion that uses magnetic levitation to propel vehicle with magnets, rather than with wheel, axles and bearing. Maglev trains move more quietly smooth than wheeled mass transit systems without any wheels contacting the rail surfaces. This system offers many attractive benefits, including the ability to operate with steep grades and tight turns, low maintenance and noise, environment friendly. Thus, urban maglev is considered competitive with light railway transit. It is necessary to reduce the cost of Maglev guideway system through that improving the urban Maglev demonstration line in Incheon International Airports. In this paper, in order to optimize the Maglev guideway transit, track design criteria based on quantitative analysis of general design criteria is proposed.
