This article contributes to the discourse on hybridity by reviewing the development of the legal framework related to traditional governance mechanisms in Timor-Leste in the twenty years since independence in 2002. It analyzes how this framework has contributed to nurturing governance in the country and argues that traditional governance mechanisms have had a considerable role in improving governance since independence. It is also argued that with regulation and proper support from stakeholders, a traditional governance system can facilitate democratization, and that the host community can become the driver of positive change.

In this paper, we propose a chip-level detection and a spectral-slice scheme for the tunable-transmitter/fixed-receiver (TTFR)-based asynchronous spectral phase-encoded optical codedivision multiple-access (CDMA) system combined with timeencoding. The chip-level detection can enhance the tolerance of multiple access interference (MAI) because the channel collision does not occur as long as there is at least one weighted position without MAI. Moreover, the spectral-slice scheme can reduce the interference probability because the MAI with the different frequency has no adverse effects on the channel collision rate. As a result, these techniques mitigate channel collisions. We analyze the channel collision rate theoretically, and show that the proposed system can achieve a lower channel collision rate in comparison to both conventional systems with and without the time-encoding method.
Knots with a Trivial Coefficient Polynomial

By using a tangle decomposition of a knot, we give a method for the construction of a knot with the lowest trivial HOMFLY coefficient polynomial. Applying this, we show that there exist infinitely many 2-bridge knots with such a coefficient polynomial.

지질은 종류가 많고 그 구조가 복잡하나 일반적으로 구조에 따라 단순지질, 복합지질 및 유도지질 등으로 크게 분류하고 있다. 현재, 이러한 지질 클래스 혹은 지질 종마다 과산화물 생성가능성이 강조되어지고 있다. 이때 생성되는 산화물들은 비록 저농도이지만 종류가 다양하고 인체에 미치는 영향이 지대하므로 이들 과산화물들의 생리활성에 관한 연구가 활발히 이루어지고 있다. 지질과산화물의 측정방법으로서 현재까지 여러 가지가 보고되어 있지만, 각각 장단점을 가지고 있어서 분석법의 적절한 선택이 요구되어지고 있다. 본 연구실에서는 생체막지질의 과산화물질에 착안하여 대단히 예민한 분석방법인 chemiluminescence-HPLC와 LC-ESI/MS 분석법에 의해 산화적 스트레스에 의한 임상적 연구와 항산화성 식품에 관한 연구를 진행하고 있다.
TSSG-pulling of sillenite $Bi_{12}TiO_{20}$ for EOS application

The reproducibility of successive growth of $Bi_{12}TiO_{20}$ (BTO) single crystlas using a top-seeded solution growth (TSSG) pulling method was evalutated by measuring the lattice constants and their standard deviations. A substantial phase diagram in the region close to the stoichiometric BTO was established expermentally for this purpose, and the existence of a retrograde solid solution close to a BTO was clarified. It was emphasized that a starting solution, with a 10.0~10.1 mol% $TiO_{2}$ concentration, results in large single crystals with a highly homogeneous lattice constant of within ${\pm}1{\times}10^{-4}\AA$, when the solidified fraction of the grown crystal is less than about 45 %. A wavelength dispersion of refractive index was measrued for the first time, and it was verified that the refractive index of BTO is larger than that of BSO($Bi_{12}TiO_{20}$), allowing the voltage sensitivity of EOS higher than the case with BSO as a probe head.

We propose a multi-rate and multi-BEP transmission scheme using adaptive overlapping pulse-position modulator (OPPM) and optical power controller in optical code division multiple access (CDMA) networks. The proposed system achieves the multi-rate and multi-BEP transmission by accommodating users with different values of OPPM parameter and transmitted power in the same network. The proposed scheme has advantages that the system is not required to change the code length and number of weight depending on the required bit rate of a user and the difference of bit rates does not have so much effect on the bit error probabilities (BEPs). Moreover, the difference of transmitted powers does not cause the change of bit rate. We analyze the BEPs of the four multimedia service classes corresponding to the combinations of high/low-rates and low/high-BEPs and show that the proposed scheme can easily achieve distinct differentiation of the service classes with the simple system configuration.

Recently, many kinds of industrial networks are being used in Process Automation and Factory Automation. In this paper, we will introduce two kinds of open networks, CC-Link and FL-net whose specifications have been established in Japan. CC-Link is a type of field networks, while FL-net is one of the industrial Ethernets. We will also mention the feature and their merits of these two networks such as common memory. Then, we will describe the conformance tests of the two networks enforced in the Kanagawa Industrial Technology Center. Finally, we will introduce an electromagnetic noise test method for electronic signals with high frequency bands in the cable broadcasting Local Area Networks in which Ethernet protocols are used in connection with real applications of Process Automation and Factory Automation.
