        특별기고 : 이명박 정부 영어 정책의 문제점 및 그 극복 방안 : 영어 풍을 맞은 우리 사회, 어떻게 구해낼 것인가?

        이 글에서는 새 정부 영어 정책의 타당성을 검토한다. 이를 위해 먼저 우리 사회에서 영어 논쟁이 일어나는 방식의 문제점들에 대해 논의하고, 이러한 문제점들을 극복하기 위한 방안에 대해 논의한다. 이러한 바탕 위에서 새 정부 영어 정책의 문제점 및 그 극복 방안에 대해 집중적으로 논의하는 한 편, 우리 사회 영어 문제 및 교육 문제를 완화하기 위해 추가적으로 요구되는 사항들에 대해 논의한다. In this paper I examine the feasibility of the proposed English education policy of the new government. To do this I first demonstrate the logical loopholes that frequently occur in, and consequently prevent from coming to fruition, the discussions of the English issue in our society. Then I suggest measures that need to be taken to avoid such loopholes. After this I discuss the inherent problems with the new government`s policy and propose ways to overcome those problems along with ways to improve the teaching and testing of English in our country. I further propose ways to relieve the Korean people`s stress and anxiety that stem from overly excessive emphasis on the importance of acquiring English skills.

        윤치호의 『영어문법첩경』 고찰

        This paper deals with Yun Chi-ho``s Yeongeo Munbeop Cheopgyeong (A Short-Cut in English Grammar), published in 1911. This book extensively uses diagrams, known as Reed-Kellogg diagrams, to represent sentence structure. In this sense, this can be said to be the first English grammar written by a Korean with scholarly syntactic considerations. In section 2, I examine the overall organization and characteristic features of this book. In section 3, I discuss in detail the grammatical terms used in the book, particularly the terms coined by the author. Finally in section 4, I discuss the characteristics and the appropriateness of the sentential analyses given in the book.

        영어 교육적 관점에서 본 구두점의 의미와 문법적 역할

        The current national curriculum requires secondary-school students to acquire competence in the use of English punctuation. In reality, however, punctuation is virtually ignored in almost every English classroom in Korea. In this paper I demonstrate that punctuation marks can carry important semantic information and that they can also affect grammaticality of sentences. This will show that the competence in English punctuation is needed for better reading as much as for better writing. Based on this, I argue that punctuation should be an essential part of English education. In the course of the discussion I suggest ways to introduce punctuation more seriously into the English education in Korea.

        영문법에서 문장 5형식 개념의 기원 및 적절성에 관한 연구

        One of the first things that most Koreans learn about English grammar is the notion of the five forms of the sentence. This notion, however, is not well-known to native English speakers and is rarely found in English grammars published in English-speaking countries. In this paper, I attempt to trace the origin of this notion and the course it took to become a kind of iron-law in the teaching of English grammar in Korea. In doing so, I also show that the way this notion is commonly interpreted in Korea exhibits not an insignificant divergence from what its originator intended. I further investigate the conceptual and empirical problems with this notion, particularly the lack of consistency in its approach to the classification of predicates, and suggest ways to resolve the problems.

        윤태헌의『영문전자통』고찰

        In this paper, I analyze and assess Yun Tae-heon``s Yeongmunjeon Jatong (English Grammar for Private Students), published in 1913, when Koreans were not allowed to learn English at school under the rule of the Japanese colonial government. In section 2, I concentrate on examining and combining existing fragmentary biographical information about the author, moving further to analyze the structure and organization of the book. With respect to the author``s contribution to English education in Korea, I suggest that the author is the first Korean English teacher who noted the importance of the phonetic symbols in teaching and learning English in the history of Korean English education. In section 3, I compare the grammatical terms used by the author with the terms used by his contemporary Korean English grammarians. This is the first such attempt, which provides a glimpse of the historical process through which the current use of Korean English grammatical terms emerged. Finally in section 4, I elaborate on the characteristics of Yeongmunjeon Jatong in regard to the description of English grammar, noting similarities and differences between the three English grammars that appeared in the earliest period of English education in Korea.

        이기룡의 『중등영문전』: 한국인 최초의 영문법 저술 고찰

        The first English grammar in the history of Korean English linguistics is Ki Ryong Yi``s Jungdeung Yeongmunjeon (An English Grammar for Middle Schools), published in 1911. This historic work, however, has never been the object of serious study in the field of Korean English linguistics. This paper, to my knowledge, is the first major attempt to investigate the author and the content of the work. In section 2, I piece together, and verify the truth of, the fragments of information on the author and work out the author``s most plausible biodata. In section 3, I investigate the overall organization and characteristics of the book, and finally in section 4, I investigate the grammatical terms used in the book. This, I hope, may enhance interest in the works done by first-generation Korean English scholars, and consequently in the history of Korean English linguistics.

        윤치호의『영어문법첩경』과 『실용영어문법』비교 고찰

        Yun Chi-ho``s Silyong Yeongeo Munbeop (Practical English Grammar), published in 1928, is a revised and expanded version of his Yeongeo Munbeop Cheopgyeong (A Short- Cut in English Grammar), published in 1911 and also the first English grammar written by a Korean with scholarly syntactic considerations. This paper compares the two in an attempt to illustrate how Yun Chi-ho``s views on English grammar underwent changes during the period covering almost two decades. The most distinctive differences between the two, among others, are the adoption of the then-prevalent Japanese grammatical terms at the expense of his own terms, and the sharp reduction in the use of abstract diagrams representing sentential structures, particularly the use of empty categories, which led to the considerable weakening of the scholarly status of his book. This paper also attempts to provide the detailed analyses of other important differences between the two in addition to the aforementioned differences.

        우리나라 영어학의 문제점 및 그 새선 방안에 관한 고찰

        In this paper I first raise the question of what English linguistics in Korea should be like. In an attempt to answer this I argue that Korean English linguists must approach the English language not only from a universal perspective but also from a Korean perspective. Then I discuss the problems with English linguistics in Korea, putting forward some proposals for overcoming them. Finally I address the question of a role-model and suggest that Otto Jespersen should be such a role-model that every English linguist in Korea must try to follow.

        덴마크 영어 교육 개혁과 예스퍼슨

        In this paper I first emphasize that English cannot be a first or second language in Korea. For Koreans learning English in Korea, English can only be a foreign language. Given this, the proper role model for our English education should be such countries where English is treated as a foreign language and still most of the people have basic communicative competence in English. Denmark is such an example. Denmark about 100 years ago, however, had most of the problems that Korea now has with respect to English education. It was Otto Jespersen that reformed foreign language teaching in this country in such a way that Denmark is currently one of the best English-speaking nations in the world. This paper deals with the process of the reform of English education in Denmark and Otto Jespersen's influence on it. I compare the past and present of English education in Denmark. Then I summarize the process of the reform of English education in this country. After that I look into Jespersen's role in the process and illustrate Jespersen's key tenets in the reform of foreign language teaching. finally, modeling on Denmark's case, I discuss what are most urgently needed for the reform of our own English education.
