Yet if we are reunited, it is expected to have extreme social chaos including mental complication and high unemployment rate dueto different circumstances of economic order and legal structurelabormarket of South and North afterwards. It is expected that labor market activation in provision of such chaos after reunification could be accomplished to have stabilized living only through well organized vocational training system. In this respect, this research has investigated the vocational training policy for previously East Germany and labor market policy after reunification in Germany and at the same time to search for the establishment of the same system in provision of stabilized social life after the reunification of South and North.

        미군의 급조폭발물 대응(C-IED) 프레임에 관한 시사점 고찰

        우리나라 군(軍)은 국제사회의 일원으로서 세계평화유지 활동에 기여하기 위해 세계 각지에 평화유지군(PKO)을 파견하고, 동시에 대테러전과 대량살상무기확산방지활동에 적극적으로 참여하고 있다. 아울러 UN의 평화유지활동 이외에 민간수준에서 행해지는 종교단체의 해외봉사활동, 기업이나 비정부기구(NGO) 등의 대외적인 활동도 급격히 증가하고 있다. 이는 역설적으로 중동지역의 과격한 이슬람 무장테러조직과 일부지역의 무장테러조직들로 하여금 미국의 우방국가인 우리나라에 대한 반한감정을 촉발시키는 계기가 될 수가 있으며, 한국인들을 새로운 테러 대상으로 인식할 수도 있다. 특히, 중동지역에 주둔하고 있는 미군들의 주된 사상원인이 될 만큼 그 위력과 피해가 심각한 급조폭발물(IED)이나 위험성폭발물(EH)에 의한 공격 형태와 수단은 예측이 불가능할 정도로 치명적이고 지능화 되고 있는 실정이다. 또한 급조폭발물(IED)로 사용되는 장비들도 일상생활에서 흔히 볼 수 있는 장비들이 대다수이고, 저비용으로 쉽고 간단하게 제작할 수가 있어서 군사력이 상대적으로 열악한 세력들이 사용할 가능성이 농후한 무기이기도 하다. 이에 특정 테러집단에 의해 자행되고 있는 다양한 테러유형인 급조폭발물(IED)은 폭발물로 식별하기 어려운 물건들을 활용하기 때문에 피해가 늘어나고 있으며, 이러한 급조폭발물(IED)에 의한 피해를 최소하기 위해서라도 사전의 정보예방활동과 거시적이고 통합적인 대응능력을 강화해야 한다. Korea Military has been dispatched the PKO to maintain world peace as a member of the international community, and actively participating to prevent of counterterrorism and weapons of mass destruction (WMD). In addition, religious organizations’ volunteering abroad or non-governmental organizations (NGO), done at the level of private except from the UN's peace-keeping are growing rapidly. This paradoxical Korean sentiment in the country, an ally of the United States in Korea precipitate radical Islamic militants in the Middle East terrorist organization, and in some areas of the armed terrorist organization, and the number of Koreans may be recognized as a new terrorist target. In particular, the IED that U.S. troops stationed in the Middle East, the main weapon of the damage caused by serious damage, and forms of attack by means of Improvised Explosive Devices impossibly predict to risk of fatal. Also, Improvised Explosive Devices (IED) equipment to be used the majority of equipment that can be seen in everyday life, and low-cost weapon is possibility of hostile forces to use military force is relatively dense. There is a growing various types of terrorism being perpetrated by certain terrorist groups such Improvised Explosive Devices (IED) to take advantage of the things that may be difficult to identify with explosives damage. In order to minimize the damage caused by Improvised Explosive Devices (IED) in advance of prevention activities and integrated response capability should be strengthened.

        선박 슬러지유 환경에서의 초음파 진동자 선단의 침식손상(2) - 침지깊이 변화에 따른 고찰 -

        Ultrasonic vibrator is an equipment which atomizes and homogenizes the oils by breaking the oil particles with ultrasonic vibration cavity, and possibly improves the properties. There are various parameters on the effect of ultrasonic irradiation. Especially, this study intended to investigate the matrix structure of sludge oils and the erosion damages for horn disc SS41 according to the variation of the oil temperature and the immersing depth of horn disc. Sludge oils were irradiated with ultrasonic vibration and then observed the aspects of the change of oil particles. From these, the recycling feasibility of sludge oil for useable oil to be burnt was determined. The erosion damages for horn disc SS41 were examined with weight loss, weight loss rate and the irradiation time to max. erosion rate. These data will be useful to the development of ultrasonic breaking systems to recycle sludge oil and to consider a countermeasure for the prevention of erosion damages.

        The South and the North korea which have looked upon as an enemy each other for half century have a good chance to unify in 2,000's age. But we anticipate that unification, regardless of its historic inevitability, will accompany unexpected uncertainty and gigantic disorder because of hard political and economic situation of the North Korea herself. But now, our government tries to get the way to peace and coexistence by reconciliation and cooperation of the South korea and North korea to get the peaceful unification of the South Korea and North Korea by realization of peace, conciliation and cooperation with an authority division. To realize these aims, we have to accumulate credits between the South Korea and North Korea, and open up the way of peaceful way with the basis of accumulated credits, and, first of all, we have a need to readjust the point of view about the way how we should understand the North Korea. In this point of view, after this study guides the fundamental way to the policy of the police of social welfare in unified Korea with the basis of the investigation of the system of social welfare, it develops Into the way to stabilize the members of our people by comprehensive, institutional, and common social security, and, going one step forward, to practice the positive redistribution policy, so to grow equality of opportunity, form, and result.

        선박유류 입자의 균질효과에 미치는 초음파 분쇄작용

        Recently, a greater part of all ship use a coarse heavy fuel oil(HFO) over specific gravity(S.G) 1.00/15$^{\circ}C$ and viscosity 3,500 cSt/4$0^{\circ}C$ as the fuel oil of marine boiler or internal combustion engine from the viewpoint of economical ship' operation. The greater plan to improve a combustion methods of heavy fuel oil, such as atomization, homogeneity and emulsification, were contrived and carried out newly, and then applied 20kHz ultrasonic homogenizer to one of test methods. Also, adopted the marine oils(fuel oil and lubricating oil etc.) and sludge oil as test solutions, and its matrix structures were examined with photographs, Especially, it is important at control system of oil pollution, for the sludge oil emulsified, to be recycled as fuel oil of boiler according to 20kHz Ultrasonic homozenizer, and then fuel saving is attained effectively by making sludge oil to be burnt.

        선박 슬러지유의 정유성능 향상에 관한 연구(I)(금속여과망의 유압력 및 유온의 영향에 대해서)

        As ship's fuel oil recently becomes viscous and the amount of sludge increases, many researches and studies are underway to process the sludge onboard the ship and to recycle it as a fuel for ship's boiler. Of many researches, especially ultrasonic emulsifier to break the particle of sludge into fine pieces is recognized as a most possible recycling device. In this regards, the author investigates the property change of sludge's temperature and pressure at the early stage of the study of ultrasonic emulsifier. This study can be used as a useful dora to determine the proper temperature and pressure to inject the processed sludge in the boiler injector and the results can also be comparable dora with the experimental data by ultrasonic emulsifier. In addition, the results will be a fundamental data to study the filtering efficiency of the sludge particle broken by temperature and pressure. It is expected that this study ultimately play a role to prevent marine oil pollution as the sludge is recycled onboard the ship and used as a fuel for boiler. 최근 선박 연료유는 고점도화 되고 슬러지분이 증가되고 있는 추세이며, 선박에서 발생한 슬러지의 처리 및 보일러 연료유로의 재활용 방안 등에 대해서 많은 연구가 수행되고 있다. 이러한 연구 중 특히 슬러지를 미립화하여 분쇄하기 위한 초음파 유화기는 가장 현실성 있는 재활용 장치로 알려져 있다. 이러한 관점에서, 이 연구는 초음파 유화기 개발에 대한 기초연구로서 슬러지의 유온과 유압이 따른 여과효율을 조사하였다. 실험결과는 보일러 인젝터에 슬러지를 분사할 경우 적절한 온도와 압력을 결정하거나, 또한 초음파 유화기에 의한 실험결과와 비교할 수 있는 자료로 활용될 수 있다. 아울러 유온과 유압의 영향에 따라 분쇄된 슬러지 입자의 여과효율 등을 연구하는데 있어서 기초자료로 활용될 수 있을 것이며, 궁극적으로 선박에서 발생한 슬러지를 자체 처리하여 보일러의 연료유로 사용함으로써 해양유류오염을 방지하는데 기여할 수 있을 것이다.

        Many investments and works being continued to preserve green ocean in each countries of the world. Especial1y, the researches on the prevention of marine oil pollution being strengthened. It is not easy to disclose sludge oils that were produced necessarily in the ships operation, so that they are transferred to shore treating facility after collected inside the ship's sludge tank mostly. However, this shore transferring method is not only costly and time consuming but also entails risk of oil pollution. In this regard, it will be the best way to manage the sludge oils inside ship itself. The purpose of this study is to device an ultrasonic breaking systems which recycle the sludge oil from ships into usable oil to be burnt. In this paper, the first place, matrix structures of sludge fuel oil(SFO) and sludge lubricating oil(SLO) with the irradiation time for ultrasonic vibrator were interpreted. And, erosion damage for vibrator horn tip which is one of important part of ultrasonic breaking systems was examined under such an environment of the sludge oils. The material for horn tip is being made of SS41 steel and its erosion phase was investigated with variation of the vibration amplitude of 50${\mu}{\textrm}{m}$ and 24${\mu}{\textrm}{m}$ as well as the change of temperature in the oil environments. It is suggested that the experimental results can be helpful to the development of sludge oil disposing systems for the vessel.
