인구이론은 인구현상의 분석과 진단을 통한 적정 규모의 인구를 유지할 수 있도록 함으로써 인구현상이 초래할 문제점들을 예방하고 지속가능한 사회발전을 달성하기 위한 목적을 가진다. 인구이론은 현실의 인구현상이 지닌 문제점들의 분석·진단을 통해 현실을 개선할 대책을 제시하는 것이 주된 기능이다. 따라서 이 연구의 목적은 맬서스 인구이론과 현대 인구변천이론을 중심으로 한 기존 인구이론의 배경과 주요내용을 살펴보고 실제 인구현상에 적용해 봄으로써 인구이론의 동향을 개괄적으로 제시하고 인구이론의 실효성을 파악하고자 한다. Population Theory aims at preventing the problems caused by population phenomenon and achieving sustainable social development by making it possible to maintain the appropriate size population through analysis and diagnosis of population phenomena. Population theory is the analysis of the problems of the actual population phenomenon, and the main function is to offer measures to improve the reality through diagnosis. The purpose of this study is to examine the background and main contents of the population theory based on Malthusian population theory and modern population transition theory.

무과실책임주의에 기반한 학교안전사고 예방 모형 수립을 통한 학교안전정책 선진화 방안 연구

이 연구는 사고 발생 원인과 예방에 관한 기존 이론을 검토한 후 무과실책임주의에 기초하여 책임 주체들의 과실(부주의)을 초래한 원인을 규명함으로써 사고 예방정책 모형 수립을 목적으로 한다. 책임 주체들의 과실(부주의)에 기초한 일반적인 학교안전사고와 학교 외적 요인의 재난사고로 구분하여 각각에 대한 예방 대책을 제시함으로써 학교안전정책 추진에 관한 업무체계(framework)를 제안한다. 이러한 업무체계에 기초하여 법령, 교육부 정책의 성과와 한계를 비판적으로 검토함으로써 학교안전정책의 선진화 방안을 제시한다. The purpose of this study is to establish an accident prevention policy model by reviewing the existing theories about cause and prevention of accidents and by identifying the cause of the negligence of the responsible parties based on no-fault liability principle. We propose a framework for the promotion of school safety policy by classifying them into general school safety accidents based on negligence of the responsible parties and disaster accidents of external factors. Based on this work system, we propose a plan to improve the school safety policy by critically reviewing the performance and limitations of the laws and the Ministry of Education policy.

방재정책(防災政策) 개선방안에 관한 연구: 「재난 및 안전관리 기본법」 개정안을 중심으로

The purpose of this article is to propose a new paradigm for building the Policy of Disaster Prevention to resolve the problem of disaster and safety management Basic Law underlying law of disaster prevention policy through the establishment of safety-related concepts. We attempt to establish the concept consistent with the language environment of chinese character cultural area to change the recognition of relation between Safety and Disaster to equal. We introduce the concept of unsafe and risk to establish the Safety concept. And dualize the concept of risk to Potential Risk and Exposured Risk. Then, include the former to Safety Management Policy and the latter to Disaster Management Policy to make selection and concentration be possible. We propose to enforce the disaster prevention policy efficiently by dualizing the disaster prevention policy to Safety Management Policy and Disaster Management Policy by creating the Safety Management Planning and Crisis Response Manual. Finally We proposed amendments such as revision of name of the disaster and safety management Basic Law, creating an article about concept of safety, transferring of policy that is about prevention and preparation for disaster to safety management category. It is imperative to change the direction of disaster prevention policy in circumstances of growing risk of natural disasters due to climate change and human disaster caused by the informationization and development of science technology. We wish that the proposal contributes to establish a framework to promote the practical prevention policy and escape from safety frigidity. And we want to laying the foundation of the welfare state through the proposal.
