Patterns of International Relations on Hydropower Development in the Mekong River Basin

이 연구는 메콩 유역의 수력발전 개발을 중심으로 메콩강 상류국가인 중국과 하류국가인 라오스, 태국, 베트남, 캄보디아의 이해관계에 대해 분석하고자 한다. 특히 본 연구는 하이드로-헤게모니 이론을 적용하여 중국을 헤게모니국가, 하류국가를 비헤게모니국가로 규정하고 이 사이에 존재하는 힘의 불균형에 대해 집중적으로 조명한다. 중국은 1980년 대 말부터 일방적으로 수력발전댐 개발을 추진해 왔는데 이후 중국 댐이 메콩하류에 미치는 부정적 영향에 대해 끊임없는 논란이 불거져왔다. 중국댐은 하류국가 생태계 파괴와 같은 악영향과 동시에 경제적 이익을 가져다 줄 것으로 예측되나, 각 국가의 경제사회적 여건에 따라 끼치는 영향은 상이할 것으로 전망된다. 이와 동시에 중국은 하류국가의 수력발전댐 사업에 직접 투자를 하거나 개발당사자로 직접 참여하여 하류 수력발전 확대에 기여하고 있는데 이런 상황은 하류국가의 중국 의존성을 점차 높이는 결과를 낳았다. 중국과 하류 국가의 강화된 정치경제적 관계에 힘입어 메콩유역 수력발전 개발이 급물살을 타고 있으나, 이에 대한 사회환경적 논의는 제대로 이뤄지지 않고 있다. 국제 하천을 공유하는 유역 국가간 정치경제적 협력이 강화되면 지속가능한 국제 하천 개발을 위한 논의가 촉진될 수 있다는 주장이 있으나 중국이 이와 같은 논의를 할 만한 의지가 있는지는 아직 미지수이다. This research aims to analyze the interactions between China and the four downstream countries Laos, Thailand, ? Cambodia, and Vietnam?in the Mekong River Basin with special reference to hydropower development. Through application of the hydro-hegemony approach as a theoretical framework, the paper addresses diverse interactions between China, the hegemon, and the Lower Mekong countries, the non-hegemons. China has unilaterally undertaken its hydropower projects since the late 1980s, and criticism over the negative impacts of the dams on the downstream has continued. The costs and benefits of the Chinese dams may unevenly be shared with the downstream countries. In the meantime, China has started to be involved in numerous dam projects in the downstream countries as investor and developer, and the downstream countries have carried out their hydropower projects. The economic and strategic ties between China and the downstream countries have been strengthened, and the discussion on the adverse impacts of hydropower development has taken a back seat to regional economic development. Enhanced cooperation between China and the downstream countries can facilitate negotiations to create a transboundary water regime. Whether or not China has any incentive to do so remains in question.
