온라인 선거규제의 쟁점과 한계: 공정성과 참여 가치 사이의 균열을 중심으로

Limitations of this reality and to limit application of the law, especially in the part of the problem than in the past by analyzing the allowable range of online campaigning, despite the wider development of the new media reality due to the revised law, rather than to improve past and repetition of the same issues may be faced with future system improvements and participation in the process need to reflect the principle of comprehensive claims. 이 글은 소셜미디어와 관련한 제도 평가의 차원에서, 유권자의 자유로운 미디어활용을 제한하는 규제로서「공직선거법」이 가지는 한계를 분석한다. 이 글은1996년부터 시작된 온라인 선거규제의 역사를 2012년 선거법 개정까지 정리하여,선거규제의 원칙 및 인터넷 언론, 인터넷선거보도심의위원회, 인터넷 실명제, 도화금지 등의 쟁점이 드러내고 있는 규제의 경직성에 대해 평가한다. 2011년 12월 한정위헌 결정 이전까지 진행된 주요 규제 쟁점과 형성과정을 주체, 기간, 내용, 방법 규제에 내재되어 있는 압도적인 공정성 확보담론의 편중성을중심으로 평가하면서, 공정성 확보는「공직선거법」의 목적을 충실히 구현하고 있지만, 한편으로는 자유로운 의사표현과 참여가 이루어질 수 있도록 선거문화를 독려 하기 보다는 제한하는 효과로 나타났음을 비판한다. 또한 이제까지 규제 강화에서 보다 전향적인 반전으로 나타난 2011년의 한정위헌 판결과 가장 최근인 2012년 2월 29일에 이루어진「공직선거법」개정 내용이 담고 있는 공과를 평가한다. 이러한 현실의 한계와 법 적용의 문제가 특히 제한하고 있는 부분을 분석함으로써 과거에 비해 온라인 선거운동의 허용범위는 넓어졌음에도 불구하고 뉴미디어의발전으로 인해 개정된 법이 현실을 개선하는 것보다는 과거와 똑같은 쟁점의 반복에 직면할 수 있으므로, 향후 제도 개선에서는 공정성과 참여원칙이 포괄적으로 반영될 필요가 있다고 주장한다.

Although its spiritual power does not call so much attention as that of Howards End, Wickham Place is certainly another house in Forster's Howards End that deserves careful examination. The house constitutes the origin of the Schlegels, and the Schlegel sisters' physical separation from the house betokens the novel's disavowal of Romantic idealism associated with the late Mr. Schlegel. In the earlier part of the novel, Helen's critical voice dominates, penetrating the reification of the contemporary British society and recognizing the existence of class struggle. Yet, following the sisters' move out of Wickham Place, the narrator gradually distances himself from Helen's idealistic voice and endorses the view of the novel's ultimate heroine Margaret. As a member of “the rentier class”—those who live mainly on investment income, Margaret chooses to resolve the moral dilemma of her class by reconciling with the industrial capitalists such as the Wilcoxes. In order to achieve a difficult harmony, Margaret invents a symbolistic vision of unity that can replace a reality full of problems and struggles. Thus, Howards End, which represents England as a whole, comes to function as a synecdoche. However, this use of synecdoche displaces the other parts of the whole, while cultivating the particular and polishing the fragment. This inorganic synecdoche reveals Forster's tentative solution to the problems surrounding the relationship between the aesthetic and the practical in the contemporary society.

직유를 통하여 균열 내기 — 앤 섹스턴의 『변형』

Anne Sexton’s Transformations attempts to re-write Grimm Brothers’ fairy tales from the perspective of a “middle-aged witch,” who sustains a critical view of patriarchal society. In poems deconstructing the binary oppositions between two types of women and revealing the impossible fantasy of the idealized married life, Sexton uses similes in order to link the past and the present. Similes are effective weapons in Sexton’s writing, in that they bridge the gap between the idealized world of fairy tales and the real American society of the 1960s. Unlike metaphors, which tend to emphasize the organic nature of figures, similes display the artificial nature inherent in figurative language and lead the readers to realize the tensions between two entities connected through them. In addition to showing a critical view of patriarchy in general, Sexton also foregrounds forms of sexuality that are usually marginalized as abnormal in patriarchal society. For example, in “Rapunzel,” the relationship between the witch and Rapunzel is portrayed as that between mother and child, almost bordering on lesbianism. In “Briar Rose (Sleeping Beauty),” the sleeping princess is under the control of her father, who appears to have incestuous desire toward her own daughter. Also, Sexton emphasizes that women are often circulated as commercial goods in the patriarchal system and that this tendency is reinforced in modern American society. Through her brilliant parody of fairy tales inherited from the past, Sexton engages the readers to recognize problems both in the original texts and in their own society.

집단미술치료가 일 지방 공무원의 우울과 직무만족에 미치는 효과

본 연구의 목적은 집단미술치료가 일 지방 공무원의 우울과 직무만족에 미치는 효과를 알아보는 것이며 충청북 도 지방 공무원 20명을 대상으로 연구를 진행하였다. 연구 기간은 2017년 3월부터 2018년 3월까지이며 실험군 대조군 을 무선배정하고 집단미술치료 프로그램 실시 1주일 전·후에 K-BDI와 직무만족도 검사를 통해 우울 점수와 직무만족 점수의 변화를 분석하였다. 자료 분석은 SPSS Statistics 23.0을 사용해 대응표본 t-검정을 실시했다. 분석 결과 첫째, 집단미술치료는 대조군 대비 실험군 공무원의 우울 감소에 통계적으로 유의미한 효과가 있었다. 둘째, 집단미술치료는 대조군 대비 실험군 공무원의 직무만족 상승에 통계적으로 유의미한 효과가 있었다. 본 연구의 결과를 통해 집단미술치 료가 충청북도 지방 공무원의 우울을 감소시키고 직무만족감을 상승시키는 것을 확인하였다. 또한 본 연구의 결과를 통해 집단미술치료가 일 지방 공무원 개인의 정신건강은 물론 공무원 조직의 생산성 및 주민 서비스의 질 향상에도 긍정적 영향을 미칠 수 있는 가능성을 확인하였다. 나아가 집단미술치료가 지방 공무원 개인의 정신건강과 조직 생산성 향상을 위한 효과적인 프로그램이 될 수 있으며, 이에 대한 기초자료를 제공했다는 데 본 연구의 의의가 있다. The aim of this study is to examine the effectiveness of group art therapy on the depression and job satisfaction of local government officials. The study was conducted from March 2017 to March 2018 and the participants of this study were twenty public officials in North Chung-Chung Province. They randomly placed in two different group : 10 in experimental group, 10 in control group. To measure the effects of group art therapy, K-BDI and Job Satisfaction Scale were used a week before and a week after the intervention of group art therapy program. Data was analyzed using paired t-test with SPSS Statistics 23.0. The result was as follows : First, there was significant change to alleviate Depression. Second, there was significant change to increase job satisfaction. This study provides empirical evidence of effectiveness of group art therapy. The findings in this study are not only helping public officials’ individual mental health but also enhancing productivity of local government and the quality of service to local residents in Chung-Chung province area.
