      • 北韓 政治體制의 分析

        The aim of this study is to suggest systematic approaches in order to devise a better analytic understanding of the North Korean political system. The study of communist political systems has been undergoing a majer transformation. The new research orientation has involved an effort to adopt innovations in the discipline of political science and particularly the field of comparative politics, to the study of communist regimes. In order to analyze the North Korean communist political system we can use a set of relevant approaces or models; namely totalitarian approach, systems model, political culture approach and complex-organizational approach. Even though there were very controversial arguments about the totalitarian approach, it is still applicable for the analysis of North Korean communist system because it has been maintaining a “syndrome” of factors typically displayed by the totalitarian dictatorship. It can be assumed that this regime has been attempting to exercise “total” political control over all spheres of society. In the case of North Korea it can be divided into elite political culture and authoritarian political culture. The former is concerned with the framework of the dictatorship of the proletariat in terms of Marxism-Leninism. In fact, the dictatorship of the proletariat is defined explicitly in substantive, not procedural terms whereas the latter focuses the emphasis on the structure of authority in terms of dictator's charismatic leadership. When the “Ju-Che Idea” was first introduced in December, 1955. It was nothing but a naive and simple idea or concept. But in the face of a dire need for ideological armament in order to consolidate party leadership, concrete contents were given to the idea and theoretical studies were made to establish it as a systematic ideology. According to Kim Ll Sung, “Ju-Che Idea of our party is the most accurate Marxist-Leninist guiding ideology and the immovable principle of all policies and activities of the government of the republic”. The Ju-Che Idea was also established as the “monolithic ideological system” of the party. He explains : “the monolithic ideology means the revolutionary ideology of our party with the consistent principles of Ju-Che in ideology, independence in politics, self-reliance in economy, independence in diplomacy and self-defense in national defense.” This ideology of our party is Marxism-Leninism creatively applied to the situation of our party that will lead us to the accomplishment of the Korean Revolution and to Socialism and Communism. The Ju-Che Idea has four functions, first: consolidation, second: mobilization, third: maintain to political order, fourth: strategies for revolution in South Korea. Ideological function of Ju-Che Idea is to create every possible circumstantial condition necessary for the individualization of Mr. Kim. The crucial purpose to emphasize the Ju-Che Idea is in making an idol. Nowadays, under the Ju-Che Idea, The North Koreans are to live, to fight, and to work for the greatest boss. To conclude, the North Korean political system based on charismatic legitimation exhibits certain characteristics which reflect the intense and personal nature of the response to Kim Ll Sung's pesudo-charisma. In addition, Communist dictator has been attempting to mobilize the masses in order to maintain his absolute power. Thus North Korean political system is basically mobilization system.

      • 北韓의 住民統制政策

        The goal expedited by the North Korean is a society that ignored their dignity and personalities as well as forced their residents to devote indefinitely for Kim, Il-Sung and his party, not thinking for their welfare. Therefore, the North-Korean Society, controlled on a Kim, Il-Sung idolization base has nothing more than existing value as an overall constructive constituent and individuals are controlled and watched by the labor party. In this respect, the structural characteristic in the North Korean Society is summarized as follows: First, the North Korean Society categorizes all residents into key point, agitating and antagonistical levels which are 3 levels and 51 sublevels through their original province and their parties and consolidates the foundation of the autocratic system for only Kim, Il-Sung, so that they are reinforcing and watching for "Anti-Party/Anti-revolutional groups' for the stable support of the only man, autocratic power. Therefore, however an individual has an ability and is trying to act it, he is limited extremely to the freedom of his education, jobs, residential choice and even his trip as well as their chance to the upward promotion from the level the belongs to. Second, the North Korean Society is the uniform society standardized that the party's unique ideal system defines all values and it is forced to the people obeying unconditionally under Kim Il-Sung and his party's control, and moreover it is constituted to expedite the technical and cultural revolution by preceding their ideal revolution even in three revolutions; ideal, technical and cultural that they are saying them as revolutional tasks. Third, all residents are bounded to an organization as an organized controlling society according to the principle of the collectivism and social organizations are moved uniformly by the party's order. These so many residents are deprived of all their basic rights and under the circumstance without an individual's freedom at all, they are bounded to various organizations or so many rules and therefore, it is a fact that they are living an uneasy life all the times under the circumstance that the watch from social organizations as well as the labor party is unavoidable.

        Synovial Chondromatosis of the Temporomandibular Joint: A Case Report

        Synovial chondromatosis (SC) is a rare, benign disease found in metaplastic cartilaginous nodules within thesynovial membrane. The etiology of SC is not well-known, but it may be associated with trauma, chronic abnormalloading, or inflammatory joint disease. It is often found in knee, elbow, ankle, and shoulder joint but rarely in thetemporomandibular joint (TMJ) area. SC of TMJ frequently appears in middle age and more often in females. Clinicalsymptoms include periarticular swelling, pain, crepitus, and limitation of joint motion. The most common featureis a radiographic finding of loose bodies in the joint. Irregularity of joint space and condylar head is also observed. Treatment involves the surgical removal of synovium and loose bodies. The prognosis is good, with low postsurgicalrecurrence rate. Functional improvement of the joint and pain relief are noted in many patients. Malignanttransformation of SC has not been recorded. In this study, we report a 54-year-old female patient who experienceddiscomfort on the right TMJ with SC on the area but made a satisfactory recovery after surgery.

        제주 제2공항 개발사업을 둘러싼 개발과 보전의 딜레마 - 프레임-딜레마 구조의 정책네트워크 모형을 중심으로 -

        본 연구는 제주 제2공항 개발사업을 둘러싼 개발과 보전 입장의 충돌을 서로 다른 입장을 주장하는 네트워크 하위집단들이 어떤 전략과 근거를 바탕으로 프레임을 구성하는지, 이에 따른 주요 정책행위자의 딜레마 상황과 원인은 무엇인지에 대하여 프레임-딜레마 구조를 가지는 정책네트워크 모형의 틀로 살펴봄으로써 결과적으로 정책결정이 가능했던 이유를 분석하였다. 그 결과 이명박 정부 기간에는 대통령의 공약이 가지는 정책의제 설정기능과 실제 절차와 예산이 수반되는 정책결정 기능의 간극으로 인한 딜레마 상황을 확인할 수 있었다. 또한 문재인 정부 기간에는 공식적 행위자의 비공식적 행위자의 활발한 상호작용으로 인해 정책결정이 지연되고 딜레마 상황에 빠진 것으로 나타났다. 또한 윤석열 정부 기간의 정책결정을 통해 공식적 행위자 중심의 상호작용에 의해 대통령의 공약이 주요한 선거시점에 정책의제 설정기능과 함께 정책결정 기능을 갖는다는 결론에 도달하였다. 전략환경영향평가를 둘러싼 부처 간 갈등으로 대통령의 딜레마가 발생하였지만, 환경부의 조건부 협의 결정으로 중앙정부의 정책결정은 완료되었다. 그러나 환경영향평가를 시행하여야 할 제주특별자치도는 또 다른 딜레마에 빠질 가능성이 높다. 정책적 시사점으로 지속가능한 개발을 위해 변화하는 정책환경을 고려한 정책결정을 제시하였다.

      • 北韓의 權力構造에 關한 硏究

        It is a basic feature of all communist states that the party is the ultimate source of poitical power. That is to say that, in a communist regime, the state and its organs merely execute the policies that the party makes on behalf of the party. Such a power structure, which operates with the communist party as its nucleus and pinnacle, finds its theoretical and practical justification in the assertion that the dictatorship of the proletariat is inevitable. In North Korea, Kin Il-Sung's one-man dictatorship was firmly established with the promulgation of the new "socialist" Constitution by the First Plenum of the 5th Supreme People's Assembly held from December 25 through 28, 1972. As a result of the new Constitution, Kim was able to accomplish a formal monopoly of political power in North Korea by assuming all important positions in the Party and the state. The Korean Worker's Party is highly centralized bureaucratic body. Although there is the Party Congress at the tip of the pyramid like power structure in North Korea, the ultimate power for making policy decisions is held by the Political Committee and its Secretariat. The central Committee has the following functions: (1) to establish Party lines and policies and to supervise their execution, (2) to organize Party Committees of various levels and to supervise and inspect their activities, (3) to organize and supervise Party organs of various levels and to supervise and inspect administrative and economic activities, and (4) to strengthen the ranks of the Party cadres and to prepare the reserve for the Party cadres. The Central People's committee was newly established because there was a need for a mechanism to connect the party and the administration in order to effectively control both the formulation and implementation of administrative policies. That is to say that the Central People's Committee was established so that the party can control, more closely than ever, all the activities of the administration. The New Constitution guarantees Kim Il-Sung's one-man dictatorship by giving Key positions as follows: (1) the head of the state representing the state sovereignty; (2) the chairman of the central People's Committee; and (3) the chairman of the National Defense Committee. Kim Il-Sung is party Chief, President, and commander-in-Chief of north Korean armed forces.

        윤활유는 전체 석유류 제품중에서 소비비중은 $2\~3$, 시장규모는 년간 약 3,500억원 수준이지만 산업기계의 보전기능과 함께 생산성 향상에 기여하고, 나아가 국가경제에 큰몫을 하게 되는 중요한 품목으로서 1일 약 8,800바렐을 사용하고 있다. 윤활유산업은 1960년대초에 태동하였으며, 우리의 토착기술이 아닌 외국의 제품상표(BRAND) 와 제휴한 생산형태로 성장하였다. 따라서 윤활유 핵심기술과는 무관한 기유와 첨가제의 배합이라는 단순공정의 업종형태이므로 대소업체가 쉽게 제조업에 참여 할 수 있어 시설과잉과 판매경쟁이 치열한 점이 특징이다. ''89. 하반기부터는 극동정유(주)가 윤활유공업협회에 가입하였고, 경인에너지(주)와 쌍용정유(주)가 제품시장에 참여하게 되므로서 윤활유업계는 정유 5사 모두가 동참하는 새로운 전기를 맞이하게 되었다. 여기에 윤활유산업의 발자취를 더듬어 보고 앞으로 업계가 나아갈 바 몇가지 과제를 알아보기로 하겠다.
