In government procurement programs, cost estimation and analysis support funding decisions and are the basis for other major decisions, too. Such estimating and analyzing the cost of the weapon systems are crucial in execution of the defense budget. However, existing cost estimations and analyses have focused on domestic R&D projects, thus those are not valid in application to foreign weapon acquisitions. This study aims at foreign weapon systems that are acquired from Direct Commercial Sales. Because the data for price estimation of a foreign weapon is usually not available, we suggest a price estimation model based on performance factors of the weapon. In this study, the proper price of the weapon system is estimated using the parametric cost estimating model. Using the data of helicopter-launched anti-tank guided missiles worldwide, we analyze the effect of each performance factor on the weapon system price by regression analysis, and use step-wise and ridge regression analysis to remove multi-collinearity. This study hopefully contributes to more reasonable decision making on proper price of weapons.

In spite of the growing importance of the development of new service concept, especially new mobile application service concept, most of the previous studies have been customer-centered and focused on the traditional services. In response, this study suggests a new database-centered approach to the development of new mobile application service concept. First, database regarding mobile application services are implemented with information stored in application store web site. Second, data are preprocessed by applying text mining to them. Third, morphological analysis is applied to identify the structure of mobile application service concept. Specifically, the dimension parameters are defined by decomposing the mobile application services into basic components and the shape parameters are defined by mapping keywords extracted from mobile application service documents through text mining. Finally, by applying conjoint analysis, the promising configurations of mobile application service concept are derived. The detailed procedure of the approach is illustrated based on the case of the development of mobile game application service concept. The proposed approach is expected to help mobile application service designers in real mobile application service development processes.

Recently, the military need more various education and training because of the increasing necessity of various operation. But the education and training of the military has the various difficulties such as the limitations of time, space and finance etc. In order to overcome the difficulties, the military use Defense Modeling and Simulation(DM&S). Although the participants in training has the empirical knowledge from education and training based on the simulation, the empirical knowledge is not shared because of particular characteristics of military such as security and the change of official. This situation obstructs the improving effectiveness of education and training. The purpose of this research is the systematizing and analysing the empirical knowledge using text mining and network analysis to assist the sharing of empirical knowledge. For analysing texts or documents as the empirical knowledge, we select the text mining and network analysis. We expect our research will improve the effectiveness of education and training based on simulation of DM&S.

전기차의 보급률과 이용률이 증가함에 따라 전기차와 관련한 기술이 많이 등장해왔다. 지속적인 발전을 이뤄가는 전기자 기술에 대해 선제적 대비와 함께 앞으로의 기술 개발의 방향성을 제시하기 위하여 본 연구에서는 국내 전기차 관련 특허의 IPC 코드와 핵심 키워드를 연도별로 정리, 분석하여 현재까지의 전기차 특허 기술의 동향을 파악하고, 이를 바탕으로 앞으로의 기술 개발의 방향성을 파악한다. 이를 위해 네트워크 분석과 IPC 코드 분석을 실시하였으며 결과로 배터리, 모터 등의 단순 부품으로부터 사용자, 제어, 네트워크, 통신과 같이 복합적이고 개인화되는 기술과 정보의 교환에 필요한 기술의 개발로 변화함을 확인했다. 본 연구를 활용하여 기술의 경쟁위치 선점 및 기술기회 발굴 시 활용이 가능할 것으로 보인다. As the penetration and utilization of electric vehicles increase, many technologies related to electric vehicles have emerged. This study presents the direction of future technology development along with preparation for continuous development of armature technology by summarizing and analyzing IPC codes and key keywords of domestic electric vehicle patents by year. The goal is to understand the trends of electric vehicle patent technology. To this end, network analysis and IPC code analysis were conducted. As a result, it was confirmed that from simple components such as batteries and motors to the development of complex and personalized technologies such as users, control, networks, and communication, and technologies necessary for information exchange. It is expected that this study could be used to preoccupy the competitive position of technology and discover technology opportunities.
국가과학기술분야 안건의 심의ㆍ의결 동향 분석을 통한 국가과학기술자문회의의 정책조정 방향에 관한 연구

본 연구에서는 정부의 과학기술 분야에 대한 연속적 정책 추진을 위해 국가과학기술 분야의 안건 현황을 분석하고 시사점을 도출한다. 이를 위해 본 연구에서는 과학기술혁신정책의 컨트롤 타워 역할을 수행하는 국가과학기술위원회와 후신인 국가과학기술심의회의 심의 안건을 분석하였다. 구체적으로 두 위원회에서 심의된 안건을 수집하여 안건의 기술 분야와 심의 목적을 기준으로 분류하였다. 그리고 세대 별로 분류체계에 따른 안건 비중의 변화를 분석하였다. 그 결과 기술생태계 유지 목적의 안건에 집중해야 하며, 특화기술에 대한 안건들의 목적을 진단하고 신성장동력 창출을 위해 적극적으로 특화기술 안건을 심의해야 한다는 결론을 얻었다. 이러한 시사점은 국가과학기술자문회의에 제안되어 우리나라 과학기술성장에 기여할 수 있을 것이다. This study analyzes the agenda of the national science and technology policy and suggests implications for Presidential Advisory Council on Science & Technology which is a control tower of the national science and technology field. To do this, we gather agendas, which are deliberated by previous Science and Technology councils, and we classify collected agendas according to the technical fields and the purpose of the agendas. Then, we conduct descriptive statistic analysis to identify the trends of Science and Technology policy. Based on the analysis, we proposes some implications for Council. 1) Focus on the agenda for the technical ecosystem. 2) Introduce and deliberate the agenda for specialized technology such as converging technology to generate and raise the new growth engine industries. These implications can contribute to suggesting the directions for strengthening the competitiveness of science and technology.
