참여정부 사회복지정책의 목표달성도 분석에 관한 연구

본 연구는 참여정부가 제시한 사회복지정책을 중심으로 종합적 시각에서 정책영역의 목표달성도를 평가하고자 하였다. 정책평가영역으로는 공공부조, 사회보험, 사회복지서비스 분야를 분석하였다. 각 영역별 평가지표를 분석한 결과, 공공부조영역인 국민기초생활보장, 의료보호는 출범 초 제시한 목표치에는 다소 부족한 결과를 나타내었다. 또한, 사회보험영역인 국민연금 및 건강보험의 재정현황은 개선효과가 미미한 것으로 분석되었다. 반면, 건강보험의 보장성강화 및 고용보험의 적용대상, 산업재해보험의 적용대상, 의료재활지원사업, 장해급여자 직장복귀지원금 등은 일정부분 성과를 달성한 것으로 파악되었다. 한편, 사회복지서비스영역인 노인복지, 여성복지, 장애인복지는 정부가 표방한 목표량에는 다소 미달하는 양상을 보였고, 아동복지의 어린이 안전사고 대책은 일정부분 정책성과를 거둔 것으로 평가되었다. This study is for evaluating the goal attainment level of policies from a comprehensive perspective focusing on social welfare policies presented by the Participatory Government. Policy evaluation fields of public payments, social insurance and social welfare services were analyzed. After analyzing the evaluation index of each field, the public payment sector of ensuring basic lives of citizens and medical protection was slightly lacking compared to the initially presented goals. Furthermore, the social insurance sectors of the national pension and health insurance show very little sign in improvement of its financial situations. On the other hand, it was identified that there were some achievements such as improved security of health insurance, application subjects of employment insurance, application subjects of industrial accident insurance, medical rehabilitation support projects, disability benefit recipient work return funds, etc. Meanwhile, for the social welfare service sectors of senior welfare, women welfare, and disabled persons welfare, it was found that it did not fully achieved the target goal set by the government, and for child safety accident countermeasures for child welfare, there was a certain amount of policy achievements.

연구논문 : 부동산 개별공시지가제도 운영의 개선방안에 관한 연구 -대구광역시 수성구 사례를 중심으로-

본 연구는 대구광역시 수성구청을 중심으로 2005년부터 2007년까지 개별공시지가에 대한 의견제출과 이의신청의 원인 및 내용을 분석하여 민원상의 문제점을 도출하고 이를 토대로 합리적인 개별공시지가제도의 개선방안을 모색하였다. 분석결과 민원의 신청 및 민원의 적정성·반영사유와 관련해 실제 토지이용상황의 미감안, 실거래가격과 공시지가와의 차이, 인근지와 비교한 지가불균형 등의 사유로 신청한 경우가 대부분율 차지하였다. 또한 반영비율과 관련해 최대 34%로 나타나 의견제출을 하지 않는 주민들과 고려할 때 다소 높게 반영되었다. 한편 의견제출 및 이의신청 일정과 관련해 추진일정 때문에 조사 및 심의에 성실성이 떨어져 의견제출이나 이의신청인에게 피해를 줄 수 있는 것으로 분석되었다. 이러한 개별공시지가제도의 문제점에 대한 개선방안으로 개별공시지가의 취지 및 활용에 대한 적극적인 주민홍보 실시, 주민의 요구수준과 객관적인 지가사이의 균형을 잡아줄 부동산평가위윈회의 충분한 심의, 강정평가사의 책임 있는 검증 및 검증방법의 개선, 의견제출 및 이의신청기간의 조정, 조사기간의 충분한 확보 등이 검토되어야 한다. This study to analyze problems of public service relating real estate and to show alternatives for improving the officially assessed individual land price. As the result, this presents some alternatives to improve the officially assessed individual land price system as the following: the active civil publicity execution for the purpose and use of officially assessed individual land price, full deliberation of Council for Real Estate Assessment which would deals with the balance between civil inquiry level and objective land price. appraisers` responsible verification and improvement of verifying methods, and settlement of period for comments and objections, and full secure of investigating period should be examined.

발전국가론적 시각하의 새마을운동 기원과 발전에 관한 연구

본 연구는 발전국가론적 시각하에서 새마을운동의 기원과 발전에 대해 분석해 보았다. 분석결과 새마을운동과 같은 1960∼1970년대 한국의 근대화 정책이 발전국가 체제로 형성되고 성장을 가능케 한 것은 당시 처해진 상황적 조건들이 매개되었으며, 국가능력이 강하게 작용한 결과라는 점이다. 또한, 관료들의 주도적 역할에 의해서 정책능력이 발휘되었다는 것과 최고정책결정자의 일관된 의지와 관심이 정책의 수립과 집행에 중요한 역할을 담당하였다는 것이다. 이처럼 새마을운동은 분명 국가발전에 많은 영향을 미쳤으며, 국민 모두에게 성공경험을 안겨주었고 참여의지를 고취시켜 세계화에 기여하였다는 사실이며, 여기에는 국가가 그 중심에 있었다는 것이다. This study analyzed the origin and development of Saemaul movement, particularly utilizing development state theory. Korean modernization policies in 1960s and 1970s such as Saemaul movement triggered rapid development. Our study showed that government bureaucrats played important roles in advancing state capacity. We also found that the chief policy deciding officer`s determination and attention were crucial in proposing and executing the policies. Saemaul movement influenced on national growth in many aspects: Saemaul movement inspired the people to participate on the process of national growth, brought the sense of achievement, and ultimately prepared citizens for globalization. This study intends to illustrate that.

지역사회의 교육불평등(educational inequality) 해소를 위한 정책적 우선순위의 탐색

본 연구는 저소득계층 자녀들의 교육불평등 문제에 대처하기 위한 교육안전망 사업인 교육복지우선지원사업의 다양한 사업영역 및 세부사업들 중에서 어떠한 것들에 우선순위를 두고 추진해야 하는 지를, 관련교육전문가를 대상으로 하는 설문조사 및 면접조사를 통하여 밝혀보고자 하는 것이다. 이를 위하여 본 연구는 우선 교육불평등의 의의 및 이에 대한 정책적 대처방안인 교육복지우선지원사업의 내용을 살펴보았다. 다음에는 교육복지우선사업의 사업영역 및 세부사업들 간의 우선순위를 파악하기 위하여 동 사업에 정통한 교육전문가를 대상으로 실시한 설문조사를 바탕으로 AHP(Analytic Hierarchy Process) 분석을 실시하였으며, 분석결과를 토대로 교육불평등 해소를 위해서 교육복지우선지원사업의 사업영역 및 세부사업 항목들 간의 전략적 우선순위를 분석하였다. 그리고 분석과정에서는 설문조사 결과를 보완하기 위한 용도로 교육전문가를 대상으로 심층적인 면접조사도 병행하였다. 마지막으로는 실증분석 결과의 정책적 함의점에 대해서 토의하였다. The primary purpose of this paper is to set a policy priority among the sub-programs composing the Educational Welfare Support Project (EWSP), which is carried out as a tool of tackling the educational inequalities in urban deprived areas. To the aim, this paper first conducted survey research, targeting educational professionals at front-line level, and then supplemented the missing points of the survey by carrying out unstructured in-depth interviews. The AHP (Analytic Hierarchy Process) analysis was employed as a method to explore a policy priority among the sub-programs of the EWSP. As a result of analysis, this paper confirmed, among others, a necessity to further the support of psychological and emotional development for the children in deprived areas. With regard to the priorities among sub-programs, the following scored the highest grades in each category: one-to-one learning support, home-visiting and family counseling, nighttime protection class, experience learning, and the activity support for teachers and staff.

우리나라 대학 행정조직의 효율적인 성과관리제도 구축방안: 대학유형별 비교분석을 중심으로

본 연구는 우리나라의 국(공)립 및 사립대학 행정조직에서 적용하고 있는 성과관리제도에 대한 유형적 특성을 살펴보고, 성과관리 적용실태 및 성과관리제도에 대한 수용성 수준과 차이를 분석하고자 하였다. 이를 위하여 본 연구는 우선 전국 주요 국(공)립 및 사립대 학의 기획 평가 총무인사 등 관련부서 행정직원들을 대상으로 성과 관리제도의 유형적 특성을 살펴보았으며, 다음으로 성과관리제도에 대한 수용성에 영향을 미치는 주요 요인을 분석하였다. 마지막으로 이러한 분석결과를 토대로 대학행정조직의 기능과 특성, 대학 설립 유형에 따른 성과관리제도의 유형적 특성 및 수용성 영향요인 등을 고려한 효율적인 성과관리제도의 구축방안을 모색하고자 하였다. This study examined to tangible characteristics of performance management system which has been using the administration organizations of public and private universities in Korea. It analyzed differences in the level of the performance management application status and the performance management system for acceptance. For this purpose, firstly, this study investigated to tangible characteristics of the performance management system to the relevant departments of major national universities and private universities such as planning, evaluation, secretary, and administration staffs. Secondly, it analyzed major factors affecting the performance management system for acceptance. Finally, based on the results of these analyses, this study tried to find ways to build of the effective performance management system to consider capabilities and characteristics of the university administration organizations, typological characteristics of performance management systems according to the type of university established, and factors influencing of the acceptance.

다면평가 운영에 대한 공무원 인식도 실증연구: 경상북도청을 중심으로
